/ An approach to evaluating the effectiveness of management of protected areas is proposed. This approach has been used in developing an evaluation strategy for the Fraser Island World Heritage Area in Australia. The main component of the strategy is built upon the desired outcomes specified in the management plan for the area and thus provides a basis for assessing the extent to which the plan's objectives are being achieved. A series of monitoring programs have been proposed to enable this assessment. Examples of monitoring programs developed as part of the evaluation strategy are presented. A second component of the strategy monitors the implementation of the management plan. A management information system has been developed to record and report on the extent to which the specific actions specified in the management plan have been implemented. We compiled details of over 8000 assessments of protected area management effectiveness across the world and developed a method
for analyzing results across diverse assessment methodologies and indicators. Data was compiled and analyzed for over 4000
of these sites. Management of these protected areas varied from weak to effective, with about 40% showing major deficiencies.
About 14% of the surveyed areas showed significant deficiencies across many management effectiveness indicators and hence
lacked basic requirements to operate effectively. Strongest management factors recorded on average related to establishment
of protected areas (legal establishment, design, legislation and boundary marking) and to effectiveness of governance; while
the weakest aspects of management included community benefit programs, resourcing (funding reliability and adequacy, staff
numbers and facility and equipment maintenance) and management effectiveness evaluation. Estimations of management outcomes,
including both environmental values conservation and impact on communities, were positive. We conclude that in spite of inadequate
funding and management process, there are indications that protected areas are contributing to biodiversity conservation and

Diffuse pollution remains a major threat to surface waters due to eutrophication caused by phosphorus (P) transfer from agricultural land. Vegetated buffer strips (VBSs) are increasingly used to mitigate diffuse P losses from agricultural land, having been shown to reduce particulate P transfer. However, retention of dissolved P (DP) has been lower, and in some cases VBSs have increased delivery to surface waters. The aims of this review were (i) to develop a conceptual model to enhance the understanding of VBS functioning in terms of DP, (ii) to identify key processes within the model that affect DP retention and delivery, and (iii) to explore evidence for the controls on these processes. A greater understanding in these areas will allow the development of management strategies that enhance DP retention. We found evidence of a surface layer in buffer strip soils that is enriched in soluble P compared with adjacent agricultural land and may be responsible for the reported increased DP delivery. Through increased biological activity in VBSs, plants and microorganisms may assimilate P from particulates retained in the VBSs or native soil P and remobilize this P in a more soluble form. These conclusions are based on a limited amount of research, and a better understanding of biogeochemical cycling of P in buffer strip soils is required. 相似文献

The increasing pace and scale of landscape changes involve objective measurements in order to estimate the effects of changes on people's landscape preferences in a meaningful way. In the literature, some attempts have been made to provide a more conceptual base related to landscape preferences. These concepts and their indicators need to be tested empirically in different contexts and landscape types. In the present study, different items related to theoretical concepts of both aesthetic preference and cognitive rating were examined. They were combined in an in situ questionnaire, which was conducted among undergraduate students in geography during two different field excursions. Stimuli consisted of 11 landscape vistas selected during the excursions. All vistas represent rather rural landscapes but they vary with regard to relief, degree of urbanisation, and degree of agricultural land use. Statistical analysis of all data yielded significant correlations between aesthetic and cognitive ratings. However, these correlations did not appear to be very strong. When considering landscape vistas separately, the relations between all cognitive ratings seemed to vary. Further, not all cognitive aspects had an equal predicting value for aesthetic preference. Moreover, this predicting value appeared to vary between different landscape vistas. The groups of interrelated cognitive aspects could not be associated consistently with theoretical concepts. The results demonstrated the inconsistencies existing between the contents of the theoretical concepts and the indicators found within the landscape. The findings argued for the necessity to distinguish between different ratings and landscape types instead of using unitary preference measures and generalized data when studying landscape preference. 相似文献

Can we develop land use policy that balances the conflicting views of stakeholders in a catchment while moving toward long term sustainability? Adaptive management provides a strategy for this whereby measures of catchment performance are compared against performance goals in order to progressively improve policy. However, the feedback loop of adaptive management is often slow and irreversible impacts may result before policy has been adapted. In contrast, integrated modelling of future land use policy provides rapid feedback and potentially improves the chance of avoiding unwanted collapse events. Replacing measures of catchment performance with modelled catchment performance has usually required the dynamic linking of many models, both biophysical and socio-economic—and this requires much effort in software development. As an alternative, we propose the use of variable environmental intensity (defined as the ratio of environmental impact over economic output) in a loose coupling of models to provide a sufficient level of integration while avoiding significant effort required for software development. This model construct was applied to the Motueka Catchment of New Zealand where several biophysical (riverine water quantity, sediment, E. coli faecal bacteria, trout numbers, nitrogen transport, marine productivity) models, a socio-economic (gross output, gross margin, job numbers) model, and an agent-based model were linked. An extreme set of land use scenarios (historic, present, and intensive) were applied to this modelling framework. Results suggest that the catchment is presently in a near optimal land use configuration that is unlikely to benefit from further intensification. This would quickly put stress on water quantity (at low flow) and water quality (E. coli). To date, this model evaluation is based on a theoretical test that explores the logical implications of intensification at an unlikely extreme in order to assess the implications of likely growth trajectories from present use. While this has largely been a desktop exercise, it would also be possible to use this framework to model and explore the biophysical and economic impacts of individual or collective catchment visions. ABSTRACT: A framework for estimating the water quality benefits from soil erosion was developed. The framework is based on the linkages between soil erosion and offsite damages. The linkages are: erosion on the field, movement of eroded materials to waterways, impact of discharged material on water quality parameters, impact of water quality changes on ability of water to provide economic services, and the economic value of the changes in water use. These linkages need to be modeled in order to estimate the water quality benefits from reductions in soil erosion. Methods for modeling each link on a geographic level, which enables the analyses of national soil conservation, were examined. Areas where data or models were found to be lacking include transport of sediment and nutrients to water systems, impact of discharged materials on water quality parameters, and impact of water quality on ability of water to provide economic services. An economic evaluation of 1983 soil conservation programs was presented as an example of how the framework could be used. For governments and for manufacturing companies, global warming, rising energy prices, and customers’ increasing ecological awareness have pushed energy efficient manufacturing to the top of the agenda. Governments and companies are both striving to identify the most effective measures to increase energy efficiency in manufacturing processes. Based on results of a recent EU-funded roadmapping project, this paper highlights the needs of industrial companies for integrating energy efficiency performance in production management. First, it analyses concepts and tools for measurement, control and improvement of energy efficiency in production management proposed in literature. Second, the paper outlines that ICT tools and standardization are important enablers for energy efficient manufacturing. Third, industrial needs in these areas are presented based on expert interviews. The industrial needs thus identified are contrasted with concepts proposed in literature to point out the implementation gaps between practice and theory. The paper demonstrates that there exists a gap between the solutions available and the actual implementation in industrial companies. It concludes by deriving requirements for energy management in production that future collaborative research projects should address. 相似文献

Effect of nitrogen fertilizer application on growing season soil carbon dioxide emission in a corn-soybean rotation 总被引:1,自引:0,他引:1
Nitrogen application can have a significant effect on soil carbon (C) pools, plant biomass production, and microbial biomass C processing. The focus of this study was to investigate the short-term effect of N fertilization on soil CO(2) emission and microbial biomass C. The study was conducted from 2001 to 2003 at four field sites in Iowa representing major soil associations and with a corn (Zea mays L.)-soybean (Glycine max L. Merr.) rotation. The experimental design was a randomized complete block with four replications of four N rates (0, 90, 180, and 225 kg ha(-1)). In the corn year, season-long cumulative soil CO(2) emission was greatest with the zero N application. There was no effect of N applied in the prior year on CO(2) emission in the soybean year, except at one of three sites, where greater applied N decreased CO(2) emission. Soil microbial biomass C (MBC) and net mineralization in soil collected during the corn year was not significantly increased with increase in N rate in two out of three sites. At all sites, soil CO(2) emission from aerobically incubated soil showed a more consistent declining trend with increase in N rate than found in the field. Nitrogen fertilization of corn reduced the soil CO(2) emission rate and seasonal cumulative loss in two out of three sites, and increased MBC at only one site with the highest N rate. Nitrogen application resulted in a reduction of both emission rate and season-long cumulative emission of CO(2)-C from soil. 相似文献

The European Union Water Framework Directive (WFD) requires Member States to set water quality objectives and identify cost-effective mitigation measures to achieve "good status" in all waters. However, costs and effectiveness of measures vary both within and between catchments, depending on factors such as land use and topography. The aim of this study was to develop a cost-effectiveness analysis framework for integrating estimates of phosphorus (P) losses from land-based sources, potential abatement using riparian buffers, and the economic implications of buffers. Estimates of field-by-field P exports and routing were based on crop risk and field slope classes. Buffer P trapping efficiencies were based on literature metadata analysis. Costs of placing buffers were based on foregone farm gross margins. An integrated optimization model of cost minimization was developed and solved for different P reduction targets to the Rescobie Loch catchment in eastern Scotland. A target mean annual P load reduction of 376 kg to the loch to achieve good status was identified. Assuming all the riparian fields initially have the 2-m buffer strip required by the General Binding Rules (part of the WFD in Scotland), the model gave good predictions of P loads (345-481 kg P). The modeling results show that riparian buffers alone cannot achieve the required P load reduction (up to 54% P can be removed). In the medium P input scenario, average costs vary from £38 to £176 kg P at 10% and 54% P reduction, respectively.
