Important policy issues concerning the mitigation of impacts from construction and development affecting wetlands are under examination by the U.S. Congressional Office of Technology Assessment, the Environment and Public Works Committee of the U.S. Senate, and the National Wetlands Technical Council. The issues divide into two main parts: (1) how the current strategy to simplify federal regulation of wetlands is limiting the success of mitigation; and (2) how to change the present strategy for mitigation under the U.S. Clean Water Act, if at all. Requirements for site-specific analysis of impacts and their mitigation requirements are being replaced by simple, uniform national guidelines on impact mitigation; these guidelines are designed to streamline the regulatory process in which the proposed activities typically generate only minor impacts. This trend ignores how the intrinsic values of the affected wetland modify the actual severity of impact. A change in regulatory strategy may be necessary so that the efforts at impact mitigation are scaled to wetland values as well as the magnitude of adverse effects normally expected with particular activities.  相似文献

Concerns over possible gaseous emissions from lignosulfonate dust suppressant agents used on dirt roads prompted an investigation into the possible release of sulfur dioxide and organic vapors. Emissions from eight commercial lignosulfonates products applied to three different soil types were measured in environmental chambers. It was determined that except under extreme soil pH conditions (<1), the release of sulfur dioxide from the application of lignosulfonates to roads is essentially non existent. The odor associated with the application was found to be due to trace amounts of organic compounds mainly of the furfural variety. Levels of odor compounds in these products was significantly lower than the previously reported values for spent sulfite liquors because the majority were removed during processing operations prior to sale.  相似文献

This is a critical examination of some of the basic concepts that have guided management of parks and related reserves, often termed wildlands. Study is focussed on Rondeau Provincial Park, Ontario, and on concepts such as wilderness, primeval forest, and the Carolinian forest. Deer culling and other management policies and practices have been based upon the idea that the highly valued sassafras, tulip, and other species of the Carolinian forest are decreasing due to browsing. Field mapping and analysis of historic vegetation records indicate that this trend is not in fact occurring. Historic research also reveals difficulties in defining the Carolinian or other perceived types of forest for management purposes. A major reassessment of ideology and management policy and practice seem to be required in Rondeau and other wildlands. Vague or general concepts such as wilderness or preservation should be strongly complemented and supported by more precise statements of objectives, a learning attitude, and experimentation and research. As a result of the technical uncertainties and value judgments frequently involved, management should also be based upon the expressed preferences and continuing involvement of citizens.  相似文献

During the day, the diadematid sea urchin Centrostephanus coronatus occupies holes and crevices in shallow subtidal rocky substrata. Individuals emerge from these after sunset and forage on organisms attached to the surrounding rock surface. Each urchin travels <1 m from its shelter and returns to the same one before sunrise. The sheephead wrasse Pimelometopon pulchrum does not remove urchins from their shelters, but will attack and consume urchins placed in normal feeding locations during the daytime. The active periods of the sheephead and the urchin do not overlap; urchins begin foraging about 20 min after the diurnal sheephead retire in the evening and return to their shelters 1 to 2 h before sheephead resume feeding in the morning. We infer that the urchin's daytime crevice-dwelling and nocturnal foraging habits have evolved as a response to sheephead predation. Moreover, because shelters are limited in supply, shelter fidelity may have evolved to insure refuge from sheephead.  相似文献

The release rates and transformation processes that influence the mobility, biological uptake, and transfer of radionuclides are essential to the assessment of the health effects in the food chain and ecosystem. This study examined concentrations of 222Th in both soil and vegetation at a closed military training site, Kirtland Air Force Base (KAFB), New Mexico. Brazilian sludge was intentionally introduced into the topsoil in the early 1960s to simulate nuclear weapon accidents. Soil (60) and vegetation (120) samples were collected from 1996 to 2000 and analyzed for radionuclides and progeny. High-resolution gamma-ray spectroscopy was used to determine radionuclide activities. The results indicate that the thorium progeny were the predominant contaminant in soil and vegetation. Concentration ratios (CRs) were calculated based on actinium levels.  相似文献

Understanding flood and erosion hazards in the context of developing coastal management plans requires an appreciation for variations in climate, geology, vegetation, land uses, human activities and institutional arrangements. On the Great Lakes, fluctuating water levels are characterized by temporal variations in their magnitude and frequency and their impact on flooding and erosion also differ from site to site. The traditional planning and management mechanisms in Ontario, through the use of emergency responses and land use setbacks, have been insufficient in resolving the rising costs of damage to property due to flooding and erosion along the Great Lakes shoreline. There is a need to develop an alternative management model with a focus on understanding hazards in the context of their natural and human components. A case study of the preparation of a resource survey for the Saugeen Valley Conservation Authority illustrates the development of a human ecological approach and its applicability in developing shoreline management plans for the Great Lakes.  相似文献

The present US Federal wetland management strategy under Section 404 of the Clean Water Act does not account for the differences in the natural values of wetlands and their different vulnerability to development pressure. The strategy, aimed at reducing the regulatory burden, provides for different levels of wetland protection, primarily by designating certain activities in or affecting wetlands as essentially harmless, having only minor impacts even when considered for their cumulative effects. Such activities are authorized under general permits precluding any evaluation of project impacts. A sounder, yet practical, rationale for wetland management and regulatory relief should be linked to the scarcity of certain wetland habitats, the habitat diversity or carrying capacity, the degree of degradation from past development, and the incremental losses already incurred within the same wetland ecosystem. The regulatory effort should be concentrated where these characteristics indicate high-value wetlands.Wetland impacts appear to fit into five basic orders of magnitude; these pertain to the relative cost and difficulty of impact mitigation. Up to 13 ecological and public-interest variables can modify the seriousness of the basic impact. Together, the basic orders of impact and modifying variables describe the theoretical framework for wetland management. In the first paper in this series [Nelson, R., Kokic, P., Crimp, S., Martin, P., Meinke, H., Howden, S.M. (2010, this issue)], we concluded that hazard/impact modelling needs to be integrated with holistic measures of adaptive capacity in order to provide policy-relevant insights into the multiple and emergent dimensions of vulnerability. In this paper, we combine hazard/impact modelling with an holistic measure of adaptive capacity to analyse the vulnerability of Australian rural communities to climate variability and change. Bioeconomic modelling was used to model the exposure and sensitivity of Australian rural communities to climate variability and change. Rural livelihoods analysis was used as a conceptual framework to construct a composite index of adaptive capacity using farm survey data. We then show how this integrated measure of vulnerability provides policy-relevant insights into the constraints and options for building adaptive capacity in rural communities. In the process, we show that relying on hazard/impact modelling alone can lead to entirely erroneous conclusions about the vulnerability of rural communities, with potential to significantly misdirect policy intervention. We provide a preliminary assessment of which Australian rural communities are vulnerable to climate variability and change, and reveal a complex set of interacting environmental, economic and social factors contributing to vulnerability.  相似文献

By investigating the mechanisms that underlie the perception of environmental cues, we may begin to understand how the sensory system governs behavioral responses. This is the first empirical study to examine learning and visual sensitivity in a reptile species, the tuatara (Sphenodon punctatus). We established a non-intrusive psychophysical method by employing an instrumental paradigm in order to examine discrimination learning and the ability to distinguish different flicker frequencies in the tuatara. Seventeen tuatara were trained under an operant conditioning task to respond to various discriminative stimuli flickering between 2.65 and 65.09 Hz. Tuatara were able to learn the operant task and discriminate between a constant light and flicker frequency rates between 2.65 and 45.61 Hz, but not at 65.09 Hz. We demonstrated a reliable psychophysical method where these reptiles could learn a basic operant task and discriminate visual stimuli in the form of flicker frequency rates. The tuatara’s ability to perceive flickering light is comparable to that of avian, mammalian, and other reptilian species. This method is thus suitable for more comprehensive examinations of vision and additional sensory abilities in other reptiles.
