While process safety regulations and standards have been in place in western countries for more than two decades, China has only recently started to officially embrace these issues with the adoption of its Process Safety Management (PSM) regulation AQ/T 3034-2010 (SAWS, 2010). However, compliance with this regulatory framework requires substantial resources and may therefore appear too complex to be efficiently implemented by small and medium sized enterprises (SMEs) in the chemical sector. This is of particular relevance as about 99% of chemical companies in China are SMEs, accounting for more than 80% of all chemical accidents. To address this issue, additional local regulations and planning activities related to process safety have been implemented in China, including the establishment of hundreds of chemical industry parks. Some of the process safety problems faced by chemical industry parks are identified and discussed in this paper. To help solve these problems, UNEP's “Responsible Production approach for Chemical Hazards Management along the Value-Chain” is introduced in this paper and suggested as a simplified PSM approach targeted specifically at SMEs which, regardless of handling hazardous chemicals in their daily operations, may not have the knowledge or capacity to efficiently implement PSM and may not fall in the scope of the PSM regulation AQ/T 3034-2010. By introducing PSM to SMEs in a more manageable way, relevant steps can be progressively implemented by companies towards full compliance with the current regulatory framework, contributing to increased safety in chemical industry parks in China. 相似文献

Charles Darwin knew that the fossil record is not overwhelmingly supportive of genetic and phenotypic gradualism; therefore, he developed the core of his theory on the basis of breeding experiments. Here, I present evidence for the existence of a cell biological mechanism that strongly points to the almost forgotten European concept of saltatory evolution of nonadaptive characters, which is in perfect agreement with the gaps in the fossil record. The standard model of chromosomal evolution has always been handicapped by a paradox, namely, how speciation can occur by spontaneous chromosomal rearrangements that are known to decrease the fertility of heterozygotes in a population. However, the hallmark of almost all closely related species is a differing chromosome complement and therefore chromosomal rearrangements seem to be crucial for speciation. Telomeres, the caps of eukaryotic chromosomes, erode in somatic tissues during life, but have been thought to remain stable in the germline of a species. Recently, a large human study spanning three healthy generations clearly found a cumulative telomere effect, which is indicative of transgenerational telomere erosion in the human species. The telomeric sync model of speciation presented here is based on telomere erosion between generations, which leads to identical fusions of chromosomes and triggers a transposon-mediated genomic repatterning in the germline of many individuals of a species. The phenotypic outcome of the telomere-triggered transposon activity is the saltatory appearance of nonadaptive characters simultaneously in many individuals. Transgenerational telomere erosion is therefore the material basis of aging at the species level. 相似文献

Lack of technology and efficient management of solid waste coupled with poverty have motivated most developing countries to
sort for cheap waste disposal methods with negative consequences on the environment. Open burning at waste dumps causes serious
toxicological impacts. Most organic solid waste excluding plastics when burned cause considerably little environmental pollution.
However, non-stoichiometric combustion of waste plastics produces significant amounts of various aliphatic and aromatic compounds,
acidic gases, dust and smoke. These products pollute the air, water and soil generating significant health problems with related
socioeconomic impacts on human, animals and plants. Some of these pollutants are toxic and/or carcinogenic, form acid-rain
and influence climate change. Critical discourse and research on environmental toxicology resulting from air pollution with
related health risk and impacts have been catalysed by the enactment of major environmental regulations and increased awareness.
The new clean air act amendment of 1990 is estimated to require about $25billion annually for its implementation in the United
States, indicating the gravity of the pollution problem. Understanding, controlling and mitigating the impacts of chemical
pollution from multiple sources related to open burning of plastics is complex. This paper uses content analysis of relevant
literature and field observations to analyse, evaluate and identify characteristic pollutants including their transmission
potentials, sources and impacts on human health with the assessment, prevention and management of related risk. An affordable
technology-based approach applied within a bottom-up management strategy to prevent and control pollution offers a sustainable

Urban living environments are known to influence human well-being and health; however, little is known about the multidimensionality of different environmental burdens. The aim of this study is to examine the relations between multiple burdens and self-rated health of city residents in Berlin. A spatial analysis was conducted to determine neighborhood street blocks with high versus low levels of three environmental burdens (traffic noise, air pollution, lack of public green space) as study sites for a cross-sectional household questionnaire. Burden level served as a dichotomous predictor to compare residents' self-reports of neighborhood satisfaction, life satisfaction, health behavior, and psychological and physical health symptoms. Residents from high-burden blocks appraised the environmental conditions more stressful, reported poorer health behavior and were less satisfied with their neighborhood than residents from low-burden blocks. However, they did not differ in regard to more general health symptoms. Three other burdens (behavior-related noise, litter and dirt in public space, lack of urban vegetation), which could not be varied objectively, were assessed by their perceived intensity. Regression analyses of the relations between the perceived levels of all six burdens and outcomes in the total sample revealed the following: Neighborhood satisfaction could be predicted from multiple stressors and resources that co-occur independently, while more general health symptoms were related only to perceived air pollution. For almost a decade, the EU has pursued sustainable development not with one but with two overarching strategies: the so-called Lisbon Strategy and sustainable development strategies. While the Lisbon Strategy was a genuinely European policy response to global economic and social pressures, which was superseded by the ‘Europe 2020’ strategy in 2010, sustainable development strategies are ongoing cyclical processes that aim to better coordinate and integrate economic, social and, in particular, environmental policies at both the EU and Member State levels. This paper explores the horizontal governance linkages that existed between the two strategies. It first contrasts the Council rhetoric, emphasizing the complementarity of the two strategies with their different histories and governance arrangements. This paper then shows that the Council rhetoric of complementarity never materialized in the everyday governance routines of the two strategies, and provides three explanations for this finding. Based on these findings, this paper finally provides a brief outlook discussion on how to proceed with the governance of sustainable development in Europe. 相似文献

Limited studies have shown that disaster risk management (DRM) can be cost‐efficient in a development context. Cost–benefit analysis (CBA) is an evaluation tool to analyse economic efficiency. This research introduces quantitative, stochastic CBA frameworks and applies them in case studies of flood and drought risk reduction in India and Pakistan, while also incorporating projected climate change impacts. DRM interventions are shown to be economically efficient, with integrated approaches more cost‐effective and robust than singular interventions. The paper highlights that CBA can be a useful tool if certain issues are considered properly, including: complexities in estimating risk; data dependency of results; negative effects of interventions; and distributional aspects. The design and process of CBA must take into account specific objectives, available information, resources, and the perceptions and needs of stakeholders as transparently as possible. Intervention design and uncertainties should be qualified through dialogue, indicating that process is as important as numerical results. 相似文献

In developed countries, public—private partnerships involving insurance companies and governments often provide security against the human and economic losses of disasters. These partnerships, however, are neither available nor affordable in most highly exposed developing countries. In this paper we examine recent innovations in financial risk management that extend traditional public—private partnerships to include NGOs, international financial institutions and other donors. Importantly, these partnerships provide secure financial arrangements to low-income communities before disasters strike and thus relieve the uncertainty and anxiety of depending on ad hoc post-disaster aid for recovery and even survival.
