Amid growing concern about the conservation of renewable natural resources, the process, extent and symptoms of their degradation are examined with specific reference to the Upper Pokhara Valley. Based on a household survey, field observations, informal deliberations and land use analysis, the results of this study reveal that forests and grazing land have been subject to increasing degradation caused by demographic, socioeconomic and institutional factors. The intensity of degradation varies by watershed. In particular, rainfed pakho land on steep slopes is under the severe threat of accelerating soil erosion, despite the construction of terraces. This calls for the formulation of a comprehensive natural resource conservation strategy which should be based on a framework comprising an integrated population control programme, planned land use changes and institutional reforms .  相似文献

Based on the elements of social exchange and organizational justice theories, a conceptual model and associated hypotheses were formulated to examine the relationship among community residents and their perceptions of governmental fairness (i.e., distributive, procedural, interpersonal, and informational dimensions), social capital (i.e., cognitive and structural dimensions), and support for government and environmental development. Data were collected from 496 residents in four Korean cities: Busan, Gyeongju, Pohang, and Ulsan. Empirical testing resulted in support for multiple hypotheses. More specifically, cognitive social capital was significantly influenced by distributive, interpersonal, and informational fairness. Structural social capital was significantly affected by distributive and informational fairness. Subsequently, two dimensions of social capital positively influenced two types of support. Overall, the results suggest that the interplay of governmental fairness and social capital is important in influencing residents’ support for government and environmental development.  相似文献

Kanchenjunga Conservation Area is located in the remote and sparsely populated mountainous region of Eastern Nepal. It has been locally managed as a decentralized Integrated Conservation and Development Project since 2006, the first of its kind in Asia. Major international donor agencies sponsor programs to empower and strengthen the capacity of local communities to manage their natural resources, while concurrently improving livelihood opportunities. We surveyed 205 randomly selected households throughout the project area to assess the factors that influence household participation roles in management and management groups, and to evaluate how benefits from program involvement were distributed among the community. Overall, the distribution of benefits was unequal: households with higher level participation roles had increased access to financial credit and capacity development trainings. Social variables such as age, level of education among head of households, the highest level education among household adults, and household size predicted participation. The region is economically homogeneous; therefore, economic factors such as remittances, off-farm income and the quantity of landholdings or livestock did not predict household participation roles. Our results demonstrate the importance of targeting and empowering disadvantaged households in decentralized conservation programs, including educating members about the relationship between participation and equitable distribution of benefits.  相似文献

One way to make development pathways more resilient in the face of a changing climate has been through mainstreaming adaptation into government policies, planning and sectoral decision‐making. To date, many of the transferable lessons have taken the form of technical approaches such as risk assessments and toolkits. This article instead draws on evidence from South Asia to emphasise some of the more tacit and informal approaches used to influence adaptation policy. Despite their apparent significance in policy processes, such tactics are often neither planned for nor well reported in resilience‐building projects and programme documents. Using evidence to populate a typology of influencing strategies, this article looks particularly at the role of policy entrepreneurs who navigate the political complexity of both formal and informal governance systems to promote successful adaptation mainstreaming. It concludes with recommendations for adaptation and resilience programming that can more effectively harness the breadth of influencing strategies.  相似文献

Disasters are widely accepted as “windows of opportunity” to withstand strongly for other shocks and stresses. There are no “one‐size‐fit‐to‐all” postdisaster reconstruction approaches; it depends upon the context. Recently, livelihood strategies are considered as a layer of resilience and applied as a postdisaster reconstruction approach for promoting sustainable livelihoods. The purpose of the paper is to explore how earthquake‐affected rural communities have promoted their livelihoods through postdisaster reconstruction. The paper examines how the strategy of livelihoods can be linked to postdisaster reconstruction approaches for promoting sustainable livelihoods and help to achieve rural development objectives. The study adopted semistructured interview methods in three postdisaster reconstructed settlements of Nepal. The face‐to‐face interviews were conducted with key stakeholders and investigated the livelihood interventions considered for postdisaster reconstruction approaches. The study established that postdisaster activities such as the relief, recovery, and reconstruction should be linked with livelihood provisioning, livelihood protection, and livelihood promotion. Measuring the change in terms of sustainable livelihoods the disaster is complex and has to be considered as a long‐term goal of postdisaster recovery. Nepal is on the process of postdisaster reconstruction. The postdisaster reconstruction experiences over 4 years that have identified good practices such as reconstruction settlement should be linked to formerly existing livelihoods and promote gender equity through improving their economic situation, sustainable use of natural resources, and community participation in the reconstruction and livelihood interventions process, which are highly relevant for the further postdisaster recovery process.  相似文献

Climate change poses a major threat to agricultural production and food security in India, and climate‐smart agriculture (CSA) is crucial in addressing the potential impacts. Using survey data from 1,267 farm households in 25 villages from Bihar and Haryana in the Indo‐Gangetic Plains, this study analyzes the factors that determine the probability and level of adoption of multiple CSA practices, including seeds of stress‐tolerant varieties, minimum tillage, laser land leveling, site‐specific nutrient management and crop diversification. We applied a multivariate probit model for the simultaneous multiple adoption decisions, and ordered probit models for assessing the factors affecting the level of adoption. The adoption of the various CSA practices is interrelated, whereas several factors, including household characteristics, plot characteristics, market access and major climate risks are found to affect the probability and level of CSA adoption. Climate‐smart agriculture (CSA) adoption and its intensity also vary significantly between eastern Bihar, which is relatively poor and densely populated, and north‐western Haryana. Engaging multiple stakeholders such as farmers, agricultural institutions, agricultural service providers and concerned government departments at the local level is crucial for the large‐scale uptake of CSA. The study, therefore, calls for agricultural policy reforms so that most of the issues related to the uptake of CSA can be adequately addressed.  相似文献

SUMMARY

The debt crisis of developing countries in the early 1980s has been linked with environmental degradation. In order to combat the debt and environmental crisis, debt-for-nature swap transactions were proposed by Lovejoy in 1984. They involve a mechanism of exchange in which a certain amount of the debtor's foreign debt is cancelled or forgiven, in return for local currency from the debtor government to be invested in a domestic environmental protection project. The swaps may involve two governments, and in most cases, are aided by an International Non-Governmental Organization (INGO), who must have a local contact with a domestic NGO. The first swap (1987), between Bolivia and Conservation International (US-INGO) involved cancellation of $650 000 Bolivian foreign debt for exchange of $100 000 worth of local currency to be used towards the Beni Biosphere Reserve. Since 1987, swaps have resulted in an excess of US$1.5 billion in transactions. Debt-for-nature swaps may not provide debt relief of significant magnitude nor solve the world's environmental or conservation problems, they have enabled provision of additional funding to ailing environmental organizations (more than $100 million), raised a sense of awareness about environmental protection, and some environments especially in Costa Rica are benefiting from the process.  相似文献

This article examines a number of issues connected with the development of small-scale hydroelectric power and related investments in Nepal. The micro-hydro investment scheme in Barpak village serves as a case study, and the article also presents a number of related issues discussed against the background of the evolution of micro-hydro power in Nepal. The article outlines the success of micro-hydro development, modest in relation to its enormous potential, the realization of which depends on whether a number of challenges and constraints can be overcome. The article closes with suggestions on implementing sustainable micro-hydro development in rural areas, based on the Barpak experience and the authors' other recent studies of rural energy issues in Nepal.  相似文献

Kanchenjunga Conservation Area Project (KCAP) in Nepal is among the first protected areas in the world to institute a completely decentralized system of conservation and development. Proponents of decentralized conservation claim that it increases management efficiency, enhances the responsiveness to local needs, and promotes greater equity among local residents. This study assessed local equity by evaluating the levels of dependencies on natural resources among households and the factors affecting that dependency. Data were collected via detailed surveys among 205 randomly selected households within the KCAP. Natural resource dependency was evaluated by comparing the ratio of total household income to income derived from access to natural resources. Economic, social, and access-related variables were employed to determine potential significant predictors of dependency. Overall, households were heavily dependent on natural resources for their income, especially households at higher elevations and those with more adult members. The households that received remittances were most able to supplement their income and, therefore, drastically reduced their reliance on the access to natural resources. Socio-economic variables, such as land holdings, education, caste, and ethnicity, failed to predict dependency. Household participation in KCAP-sponsored training programs also failed to affect household dependency; however, fewer than 20% of the households had any form of direct contact with KCAP personnel within the past year. The success of the KCAP as a decentralized conservation program is contingent on project capacity-building via social mobilization, training programs, and participatory inclusion in decision making to help alleviate the dependency on natural resources.  相似文献
