Tree and Shrub Expansion Over the Past 34 Years at the Tree-Line Near Abisko,Sweden

Shrubs and trees are expected to expand in the sub-Arctic due to global warming. Our study was conducted in Abisko, sub-arctic Sweden. We recorded the change in coverage of shrub and tree species over a 32– to 34-year period, in three 50 × 50 m plots; in the alpine-tree-line ecotone. The cover of shrubs and trees (<3.5 cm diameter at breast height) were estimated during 2009–2010 and compared with historical documentation from 1976 to 1977. Similarly, all tree stems (≥3.5 cm) were noted and positions determined. There has been a substantial increase of cover of shrubs and trees, particularly dwarf birch (Betula nana), and mountain birch (Betula pubescens ssp. czerepanovii), and an establishment of aspen (Populus tremula). The other species willows (Salix spp.), juniper (Juniperus communis), and rowan (Sorbus aucuparia) revealed inconsistent changes among the plots. Although this study was unable to identify the causes for the change in shrubs and small trees, they are consistent with anticipated changes due to climate change and reduced herbivory.

An Experiment in Participative Environmental Decision Making

Summary The paper presents a method of participatory decision-making involving the authorities at local level, experts and the public. It studies how to solve the problems caused by the heterogeneity of the parties taking part in the decision-making process. The method builds on mutual learning and consideration among the participants following a systematic approach led by a moderator. The method was tested at a workshop simulating a real-life situation. The test case studied at the workshop was the problem of identifying the best site for a low and intermediate level radioactive waste repository among three alternatives. The learning phase was the Krško Nuclear Power Plant cooling problem. The results show that the participants were able to reach agreement on the prioritisation of the alternatives and to end up with suprisingly complex and fully reasonable decision models. We believe that this was achieved particularly due to the well defined procedure that guided the decision-making process, and the ability of all participants to see the influence of their views on the decision model.     

工业园区绿色发展重点领域及其开发性金融应用研究

工业园区的绿色发展是我国经济绿色转型和可持续发展的基石,对实现我国生态文明建设具有重要的意义。而工业园区绿色发展中的基础设施建设等任务的资金需求周期长、盈利性较弱,极其需要开发性金融的大力支持。本文识别了开发性金融引导工业园区绿色发展的重点领域,主要包括构建生态产业链、完善环境基础设施建设、推进清洁生产、促进园区环境能力建设等,并进一步分析了各领域的建设目的、重点项目及实施主体。同时,从加强多方合作、优化投融资方式等角度,提出提升开发性金融服务能力、有效支持工业园区绿色发展的建议。
