European settlement of New England brought about a novel disturbance regime that impacted rivers and estuaries through overfishing, deforestation, dams, and water pollution. The negative consequences of these activities intensified with industrialization in the 19th and 20th centuries, often resulting in ecosystem degradation. Since environmental legislation was implemented in the 1970s, improvement in water quality has been tangible and widespread; however, ecological recovery can require substantial amounts of time and may never be complete. To document the natural baseline conditions and investigate the recovery of a severely degraded river-estuary complex in mid-coast Maine, we examined diatoms, pollen, total organic carbon, total nitrogen, stable isotopes, total phosphorus, biogenic silica, and trace metals in intertidal sediments and established a chronology with 14C, 210Pb, and indicator pollen horizons. Both climate variability and human effects were evident in the sedimentary record of Merrymeeting Bay, the freshwater tidal portion of the Kennebec estuary. Natural climate variability was apparent in an episode of high sedimentation and altered diatom abundance during the 12th and 13th centuries and in changing pollen abundances between the 16th and 19th centuries, indicative of regional cooling. During the 18th century, colonial land clearance began an era of high sedimentation and eutrophication that strongly intensified with industrialization during the late 19th and 20th centuries. Improvements in water quality over the past 30 years in response to environmental regulation had little effect on ecosystem recovery as represented by the sedimentary record. Diatom composition and productivity and high fluxes of organic C, total P, and biogenic Si in recent sediments indicate that rates of nutrient loading remain high. These environmental proxies imply that aquatic productivity in Merrymeeting Bay was originally nutrient limited and water clarity high, relative to today. Further recovery may require more stringent regulation of nutrient inputs from industrial and municipal point sources. This historical study can contribute to public debate about the environmental management of this unusual river-estuary complex by describing its long-term natural baseline, thereby illustrating the upper limit of its potential for recovery.  相似文献

This study presents 30 cases of fetal isolated spina bifida aperta (SBA) to identify prenatal ultrasound findings that could predict the prognosis. Comparisons between surviving patients who had normal (group 1) and abnormal (group 2) post-natal neurological outcomes were made for three different prenatal signs, that is, site of vertebral lesion, presence and degree of ventriculomegaly and presence of talipes. The site of the lesion was the most significant outcome predictor, as high spinal dysraphisms were observed in 2 patients (2/7–28.6%) in group 1 and in 15 patients (15/19–79.0%) in group 2 (p = 0.03). The presence of fetal ventriculomegaly was associated with impaired post-natal neurological development, as it occurred in 4 patients (4/7–57.1%) in group 1 and in 18 patients (18/19–94.7%) in group 2 (p = 0.04). The presence of talipes did not significantly differ between the two groups. Patients with abnormal intellectual outcome (8/26–30.8%) had significantly greater (p = 0.018) lateral ventricle/hemisphere ratios (mean = 0.74, standard deviation = 0.13) than those with normal intellectual development (mean = 0.54, standard deviation = 0.18). Impulse sound events are characterised by ultra high pressures and low frequencies. Lower frequency sounds are generally less attenuated over a given distance in the atmosphere than higher frequencies. Thus, impulse sounds can be heard over greater distances and will be more affected by the environment. To calculate a long-term average immission level it is necessary to apply weighting factors like the probability of the occurrence of each weather condition during the relevant time period. This means that when measuring impulse noise at a long distance it is necessary to follow environmental parameters in many points along the way sound travels and also to have a database of sound transfer functions in the long term. The paper analyses the uncertainty of immission measurement results of impulse sound from cladding and destroying explosive materials. The influence of environmental conditions on the way sound travels is the focus of this paper.  相似文献

In 2006, Mexico became the first transition country to transfer part of its public-sector natural catastrophe risk to the international reinsurance and capital markets. The Mexican case is of considerable interest to highly exposed transition and developing countries, many of which are considering similar transactions. Risk financing instruments can assure governments of sufficient post-disaster capital to provide emergency response, disaster relief to the affected population and repair public infrastructure. The costs of financial instruments, however, can greatly exceed expected losses, and for this reason it is important to closely examine their benefits and alternatives. This paper analyzes the Mexican case from the perspective of the risk cedent (the Ministry of Finance and Public Credit), which was informed by analyses provided by the International Institute for Applied Systems Analysis (IIASA). The rationale for a government to insure its contingent liabilities is presented along with the fiscal, legal and institutional context of the Mexican transaction. Using publicly available data, the paper scrutinizes the choice the authorities faced between two different risk-transfer instruments: reinsurance and a catastrophe bond. Making use of IIASA's catastrophe simulation model (CATSIM), this financial risk management decision is analyzed within the context of a public investment decision.  相似文献

The Political Import of Intrinsic Objections to Genetically Engineered Food   总被引:2,自引:2,他引:0  
Many people object to genetically engineerehd (GE) food because they believe that it is unnatural or that its creation amounts to playing God. These objections are often referred to as intrinsic objections, and they have been widely criticized in the agricultural bioethics literature as being unsound, incompatible with modern science, religious, inchoate, and based on emotion instead of reason. Many of their critics also argue that even if these objections did have some merit as ethicalobjections, their quasi-religious nature means that they are entirely irrelevant when interpreted aspolitical objections regarding what public policy ought to be. In this paper, we argue that this widespread view is false. Intrinsic objections have much more political import than has previously been recognized, and indeed the requirements of political liberalism and its associated idea of liberal neutrality, once properly understood, protect intrinsic objections from many of the most common objections. That is, policy-makers may not legitimately base public policy on grounds that are inconsistent with intrinsic objections, even when they believe those objections to be flawed in the ways mentioned above. This means that in the context of a political debate about GE food, the discussion should not center on the substantive merits of the intrinsic objections themselves but rather on the appropriate political norms for achieving democratically legitimate policy on issues that touch people’s deepest religious and moral beliefs.  相似文献

At Discovery Bay, Jamaica, Tripneustes ventricosus lives in beds of the turtle grass Thalassia testudinum. Especially during daylight hours, it covers its aboral surface with fragments of this plant and other objects. Normally pigmented, wild-type sea urchins covered themselves significantly less with Thalassia when sunlight was experimentally decreased to 66% or 32% ambient intensity. Consistent with this result, naturally occurring sea urchins exhibited significantly less covering at a deep (3.5 m) site than at a shallow (1 m) site, where light intensities at the bottom were 619 and 946 mol s–1 m–2, respectively. The graded covering response to light intensity suggests that covering is a defense against damaging solar radiation. Albino sea urchins covered themselves significantly more with Thalassia than wild-type sea urchins in both full and 66% sunlight. In addition, at the shallow site where they accounted for about 4% of the population, they showed significantly greater covering than wild-type urchins. The sea butterfly Limacina helicina was collected from May to September 2001 in Kongsfjorden, Spitsbergen, to investigate population structure and body and lipid composition with regard to life cycle and reproductive strategy. Veligers and juveniles were only found in late autumn and spring, whereas females occurred from July to September. The size of the females increased until mid-August and decreased in September. Dry and lipid mass were closely related to size; dry mass increased exponentially and lipids linearly with size. The lipid content was highest in veligers (31.5% of dry mass) and juveniles (23.6%) but low in females (<10%). Phospholipids were the dominating lipid class followed by triacylglycerols. Females, veligers, and egg ribbons, all from September, were richest in phospholipids. Juveniles contained the highest amounts of triacylglycerols, whereas females had low levels in July and the beginning of August. In mid-August, levels of triacylglycerols were variable and higher. This suggests that females were in their main spawning period and the high variability in triacylglycerols points to different stages within the spawning cycle. Enhanced amounts of free fatty acids in females from July may be related to gonad development. The 16:1(n-7) fatty acid was more dominant in spring whereas 18:4(n-3) increased in summer and autumn, which reflects a change in diet from diatom-dominated food items in spring to dinoflagellates in summer/autumn. Small amounts of long-chain monounsaturated fatty acids suggest ingestion of copepods, and the fatty acid composition of veligers feeding on particulate matter. L. helicina has a one-year life cycle with peak spawning in August and over-winters as veligers that may grow to juveniles during the winter period. We investigated physiological traits responsible for determining the tide-height and latitudinal distributions of Northeastern Pacific Nucella congeners. First, we determined the thermotolerances of two species of intertidal dogwhelks, N. ostrina and N. canaliculata, which co-occur on the Oregon coast. We found that N. ostrina, which are distributed higher on the shore, and thus experience higher habitat temperatures, than N. canaliculata, had correspondingly higher heat-coma temperatures. Second, we acclimated individuals of all five Northeastern Pacific Nucella congeners to a common temperature and determined their thermotolerances, measured as recovery from thermal exposure, after a 5-day, 3-week, and 7-week acclimation period. The south-latitude (N. emarginata) and mid-latitude (N. ostrina) high-intertidal species were more thermotolerant than the mid-latitude low-intertidal (N. canaliculata and N. lamellosa) and north-latitude high-intertidal (N. lima) species. The results of these two experiments suggest that temperature plays a role in determining the tide-height and latitudinal distributions of these Nucella species. Finally, we measured total and inducible levels of an evolutionarily conserved and ecologically relevant protein, the 70-kDa heat-shock protein (Hsp70), which has been found to confer thermotolerance in model laboratory organisms. The results showed that the level of total, not stress inducible, Hsp70 was a better predictor of thermotolerance and that there were species-specific differences in the relationship between Hsp70 expression and thermotolerance. We suggest that Hsp70 expression may be important in conferring thermotolerance in Nucella species in nature and that higher levels of molecular chaperones may underlie increased thermotolerance between conspecifics.Communicated by P.W. A survey was conducted for production of the reactive oxygen species superoxide by 37 species (65 strains) of microalgae including dinoflagellates, raphidophytes, chlorophytes, prasinophytes, eustigmatophytes and prymnesiophytes. Ichthyotoxic raphidophyte species of Chattonella were found to produce the highest environmental levels of superoxide (177×104 total chemiluminescence units). However, ichthyotoxic dinoflagellates (Karenia, Alexandrium) and the prymnesiophyte Prymnesium were also found to produce significant levels of superoxide (4×104, 3×104 and 5×104 chemiluminescence units, respectively), equivalent to that of other raphidophyte species of Heterosigma and Fibrocapsa (6×104 and 2×104, respectively). A direct relationship between cell size and superoxide production was observed (r2=0.94), with larger cells producing more superoxide per cell. Chattonella produced the most superoxide per cell (expressed as cellular chemiluminescence units), followed by the dinoflagellate species Karenia, Alexandrium, Takayama and Gymnodinium. Small cells, such as the raphidophyte Heterosigma and the prymnesiophyte Prymnesium produced very little superoxide per cell (cellular chemiluminescence units), but potentially could still produce high total levels of superoxide if present at high biomass levels. Species commonly used as aquaculture bivalve feeds such as Dunaliella, Tetraselmis, Nannochloropsis and Pavlova produced negligible levels of superoxide, even at high biomass. We speculate that superoxide, while not the sole ichthyotoxic principle, may play a wider role in algal toxicity than previously considered, and propose a broad classification of microalgae based upon superoxide production.Communicated by M.S.
