Hydropower developments along the main stem of the Mekong River and its tributaries cause transboundary effects within the Mekong Basin Region, which comprises parts of six countries. On the one hand, the provision of hydropower triggers economic development and helps to meet the rising energy demand of the Mekong riparian countries, especially China, Thailand, and Vietnam. On the other hand, the negative impact of dam construction, mainly altered water flow and sediment load, has severe impacts on the environment and the livelihoods of the rural Mekong population. Several discrepancies exist in the needs, demands, and challenges of upstream versus downstream countries. Against the common apprehension that downstream countries are powerlessly exposed to mainly negative impacts whereas upstream countries unilaterally benefit from hydropower, the authors argue that upstream–downstream relations are not really clear-cut. This conclusion is based on a consideration of the complex power play between Mekong riparians, with a focus on recent power trade interactions. The article investigates the consequences of hydropower dams for the Mekong region as well as the role of supranational players, such as the Mekong River Commission and the Greater Mekong Subregion Initiative, on the hydropower debate. It is not nations that are the winners or losers in the hydropower schemes in the Mekong, but rather parts of the riparian population: a few influential and powerful elites versus the large mass of rural poor. 相似文献

Europe is a region of relatively high population density and productive agriculture subject to substantial government intervention under the Common Agricultural Policy (CAP). Many habitats and species of high conservation interest have been created by the maintenance of agricultural practices over long periods. These practices are often no longer profitable, and nature conservation initiatives require government support to cover the cost for them to be continued. The CAP has been reformed both to reduce production of agricultural commodities at costs in excess of world prices and to establish incentives for landholders to adopt voluntary conservation measures. A separate nature conservation policy has established an extensive series of protected sites (Natura 2000) that has, as yet, failed to halt the loss of biodiversity. Additional broader scale approaches have been advocated for conservation in the wider landscape matrix, including the alignment of agricultural and nature conservation policies, which remains a challenge. Possibilities for alignment include further shifting of funds from general support for farmers toward targeted payments for biodiversity goals at larger scales and adoption of an ecosystem approach. The European response to the competing demands for land resources may offer lessons globally as demands on rural land increase. 相似文献

Helper contributions to reproductive success in the splendid fairy-wren (Malurus splendens) 总被引:1,自引:0,他引:1
Summary In Malurus splendens, helpers were present in 65% of 226 group-years with at least one helper female in 37% of group-years. Most females helped for only one year, while many males did so for at least two years. Most were offspring of one or both present breeders, and in 53% of helper-years, helped both parents. For 159 helpers of known age and parentage, the mean coefficient of relatedness to the offspring was 0.47. Novice females with or without helpers produced fewer fledglings per season than females with one year breeding experience and the same level of help. Helpers did not affect production of fledglings per year by females with one year of experience. Females with two or more years experience and at least two helpers produced more fledglings than equivalent birds with one or no helpers. Experience and helpers have little effect on production of fledglings per nest but they lead to more females renesting after a first brood has been raised. Fewer than 20% of novices renest after fledging one brood, while for females with at least two years experience, the percent renesting after success is 40% with no help, 56% with one helper and 69% with 2 or more helpers. Experienced females begin their first clutch earlier than novices, and helpers reduce the time to renest after success from 66 days for an experienced female with no helpers to 50 days for females with at least two years experience and two or more helpers. Breeding females with helpers survive better (76%) than those with no helpers (55%), and helpers thus gain future indirect fitness. Despite their close relatedness to breeders and offspring, in only 19% of group-years did helpers increase their indirect fitness from an increase in productivity. 相似文献

It is suggested that assessments of chemicals of emerging concern can be rationally structured around a multistage process in which fate and risk are evaluated with increasing accuracy as new data become available. An initial tentative and approximate assessment of fate and risk can identify key data gaps and justify and direct further investigations, which progressively improve the reliability of the assessment. This approach is demonstrated for a class of chemicals, the polybrominated diphenyl ethers (PBDEs), which is of increasing concern, but about which there is presently a lack of comprehensive data on properties, sources, fate and effects. Specifically, 20 PBDE congeners are investigated using the suggested approach and research needs are identified. 相似文献

The Gunnison River in the Black Canyon of the Gunnison National Park (BCNP) near Montrose, Colorado is a mixed gravel and
bedrock river with ephemeral side tributaries. Flow rates are controlled immediately upstream by a diversion tunnel and three
reservoirs. The management of the hydraulic control structures has decreased low-frequency, high-stage flows, which are the
dominant geomorphic force in bedrock channel systems. We developed a simple model to estimate the extent of sediment mobilization
at a given flow in the BCNP and to evaluate changes in the extent and frequency of sediment mobilization for flow regimes
before and after flow regulation in 1966. Our methodology provides a screening process for identifying and prioritizing areas
in terms of sediment mobility criteria when more precise systematic field data are unavailable. The model uses the ratio between
reach-averaged bed shear stress and critical shear stress to estimate when a particular grain size is mobilized for a given
reach. We used aerial photography from 1992, digital elevation models, and field surveys to identify individual reaches and
estimate reach-averaged hydraulic geometry. Pebble counts of talus and debris fan deposits were used to estimate regional
colluvial grain-size distributions. Our results show that the frequency of flows mobilizing river bank sediment along a majority
of the Gunnison River in the BCNP has significantly declined since 1966. The model results correspond well to those obtained
from more detailed, site-specific field studies carried out by other investigators. Decreases in the frequency of significant
sediment-mobilizing flows were more pronounced for regions within the BCNP where the channel gradient is lower. Implications
of these results for management include increased risk of encroachment of vegetation on the active channel and long-term channel
narrowing by colluvial deposits. It must be recognized that our methodology represents a screening of regional differences
in sediment mobility. More precise estimates of hydraulic and sediment parameters would likely be required for dictating quantitative
management objectives within the context of sediment mobility and sensitivity to changes in the flow regime. 相似文献

A buffer strip can perform a multitude of functions, and these include channel stability, a filter for sediment and nutrients,
water purification (e.g., bacteria and pathogens), a nondisturbance area, and the provision of terrestrial and stream habitat.
These functions are reviewed with specific application to Australian conditions, and methods for modeling their performance
are outlined. The primary focus is on the use of buffer strips to minimize waterway pollution from diffuse sources since their
use is often justified on this basis. Particular attention is given to the conditions under which a buffer strip will act
as an effective filter and the conditions under which it will fail. Buffer strips are most effective when the flow is shallow
(nonsubmerged), slow, and enters the buffer strip uniformly along its length. Their sediment trapping performance decreases
as the sediment particle size decreases. Nutrients are often preferentially attached to fine sediment. As a result, buffer
strips are better filters of sediment than of nutrients. Buffer strips should only be considered as a secondary conservation
practice after controlling the generation of pollutants at their source and, to be effective, buffer strips should always

This paper describes the construction of a Geographical Information System (GIS) for common land tracts in England and Wales. In particular we highlight the problems inherent in combining data sets which have not been designed with GIS approaches in mind. The paper documents, through this case study, a number of key principles for researchers faced with developing databases of this nature and the limitations of the resulting database in the light of such concerns. In doing so, we draw attention to the types of techniques that can be developed to ensure users do not use the data in unwarranted situations and so guard against potential misuse. The United Kingdom offers some of the finest designed parks and garden landscapes in the world and, whilst there is a wide range of skills and a wealth of literature on the subject, there is little evidence of official effort to systematically record historic sites. This, it is argued, is a factor in the continuing decline of many examples. This paper records an attempt at a comprehensive examination of one county — Cheshire — begun in 1970.
