ABSTRACT: This paper examines the cost of water supply for small and mid-sized private water utilities. An econometric approach was employed in which data on utility costs and characteristics were used to estimate a total water supply cost function from which average and marginal costs were derived. The results suggest that although average and marginal costs decline with output, the rate of decline rapidly approaches zero, and unit costs therefore appear to remain relatively constant over a wide range of output. Implications of the results for pricing policy are examined.  相似文献

ABSTRACT: Suspended solids and ammonium concentration profiles measured at five locations in Duluth-Superior Harbor during July-October 1985 were analyzed to quantify wind and ship effects on sediment resuspension and resulting harbor water quality. Wind components from the SE quadrant correlated strongly with depth-averaged suspended solids concentrations that were unaffected by ship passage or thermal stratification. Winds from that quadrant have the largest fetch in the harbor. The highest correlation (r2= 0.93) was with the 6-hour average of the ESE wind velocity component. Multiple linear regression analysis of data from post-ship passage concentration profiles yielded numerical estimates of settling velocities of 0.08 to 0.25 cm s?1, typical of ship-resuspended sediments, and vertical eddy diffusivities of 4 to 13 cm2 s1. The results suggest that ambient vertical eddy diffusivities in the harbor are less than 4 cm2 s?1 in the absence of ship passages and with winds less than 5 m s?1 (10 knots).  相似文献

ABSTRACT: A study of concentrations and distribution of major and trace elements in surficial bottom sediments of Little Rock Lake in northern Wisconsin included examination of spatial variation and grain-size effects. No significant differences with respect to metal distribution in sediments were observed between the two basins of the lake, despite the experimental acidification of one of the basins from pH 6.1 to 4.6. The concentrations of most elements in the lake sediments were generally similar to soil concentrations in the area and were well below sediment quality criteria. Two exceptions were lead and zinc, whose concentrations in July 1990 exceeded the criteria of 50 μg/g and 100 μg/g, respectively, in both littoral and pelagic sediments. Concentrations of some elements, particularly Cu, Pb, and Zn, increased along transects from nearshore to midlake, following a similar gradient of sedimentary organic carbon. In contrast, Mn, Fe, and alkali/alkaline-earth elements were at maximum concentrations in nearshore sediments. These elements are less likely to partition to organic particles, and their distribution is more dependent on mineralogical composition, grain size, and other factors. Element concentrations varied among different sediment grain-size fractions, although a simple inverse relation to grain size was not observed. Fe, Mn, Pb, and Zn were more concentrated in a grain-size range 20–60 tm than in either the very fine or the coarse fractions, possibly because of the aggregation of smaller particles cemented together by organic and Fe/Mn hydrous-oxide coatings.  相似文献

ABSTRACT: A synoptic sampling of five surface-water sites in central Nebraska was conducted by the U.S. Geological Survey as part of its National Water-Quality Assessment Program during storm runoff in May 1992 to relate transport, yields, and concentrations of atrazine to environmental setting. Atrazine was the most extensively applied pesticide in the study unit. Atrazine transport was related to the size of contributing drainage area, quantity of atrazine applied, amount of precipitation, and volume of stream-flow. Estimated yields and mean concentrations of atrazine were related to the percentage of cropland in a drainage area. The largest estimated yields and mean concentrations of atrazine in surface water were associated from drainage areas with the highest percentage of cropland, and the smallest was associated with the smallest amount of cropland. Atrazine concentrations increased as streamflow increased but decreased at or near the time of peak streamflows, perhaps due to dilution. Atrazine concentrations then increased and remained elevated far into the stream recession. Atrazine is a regulated contaminant in finished public-water supplies. Large concentrations of atrazine could affect the management of public-water supplies because atrazine remains in solution in contrast to many other pesticides that are more easily removed.  相似文献

Environmental site assessment criteria were originally developed by organizations that focused, almost exclusively, on surface, subsurface, and pollution source contamination. Many of the hazards associated with indoor environments and building structures were traditionally not considered when evaluating sources and entities of environmental pollution. Since a large number of building materials are potentially hazardous, careful evaluation is necessary. Until recently, little information on building inspection requirements of environmental problems has been published. Traditionally, asbestos has been the main component of concern. The ever-changing environmental standards have dramatically expanded the scope of building surveys. Indoor environmental concerns, for example, currently include formaldehyde, lead-based paint, polychlorinated biphenyls, radon, and indoor air pollution. Environmental regulations are being expanded and developed that specifically include building structures. These regulatory standards are being triggered by an increased awareness of health effects from indoor exposure, fires, spills, and other accidents that have resulted in injury, death, and financial loss. A method is described for the rapid survey and determination of the ecological value of woodlots. The three dominant tree species in a stand are given a visual ranking that is converted to awoodlot index through the use of species adaptation values. The woodlot index is scaled by presettlement vegetation type to yield awoodlot scale. The ecologically most valuable woodlots in a region are identified by using the woodlot scale and data on woodlot area, human disturbance, and tree density. The woodlot index corresponds closely to results from conventional methods of woodlot surveys. This method should be valuable to land-use planners for environmental impact assessment and regional planning.  相似文献

This report describes a study of stairway risk factors based on video tape recordings of workers using 31 flights of stairs selected from among the industries with the highest frequency and severity rates for stair-related injuries. The video tapes were reviewed to identify all incidents, i.e., falls, trips, slips, missteps, and moments of temporary instability. The characteristics of the 98 stair users who were involved in an incident were compared to the characteristics of a matched group of stair users who did not have incidents. The factors that best discriminated between the incident group and the nonincident group were: (a) The incident group tended to be those whose movement was impeded by others and who were older; and (b) The nonincident group tended to be those who were wearing glasses and those who were very large or heavy individuals. The influence of stairway physical features on the risk of injury was examined using correlation analysis. The measure of risk was the incidence rate (observed incidents per number of observed uses) for each flight as well as for each tread. Among the several variables significantly correlated with higher incidence rate are: (a) higher effective riser height and less effective tread depth; the safest stairs have an effective riser height not greater than 7 in. (18 cm) and an effective tread depth no less than 11 in. (27 cm); and (b) for descent only (92% of the injuries), the size of the nosing projection; it appears that nosing projections that exceed 1116 in. (1.8 cm) are associated with higher incidence rates.  相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献

A multivariate statistical method for analyzing spatial patterns of water quality in Georgia and Kansas was tested using data in the US Environmental Protection Agency's STORET data system. Water quality data for Georgia and Kansas were organized by watersheds. We evaluated three questions: (a) can distinctive regional water quality patterns be detected and predicted using only a few water quality variables, (b) are regional water quality patterns correlated with terrestrial biotic regions, and (c) are regional water quality patterns correlated with fish distributions? Using existing data, this method can distinguish regions with water quality very different from the average conditions (as in Georgia), but it does not discriminate well between regions that do not have diverse water quality conditions (as in Kansas). Data that are spatially and temporally adequate for representing large regions and for multivariate statistical analysis are available for only a few common water quality parameters. Regional climate, lithology, and biotic regimes all have the potential to affect water quality, and terrestrial biotic regions and fish distributions do compare with regional water quality patterns, especially in a state like Georgia, where watershed characteristics are diverse. Thus, identifiable relationships between watershed characteristics and water quality should allow the development of an integrated landaquatic classification system that would be a valuable tool for resource management. Because geographical distributions of species may be limited by Zoogeographic and environmental factors, the recognition of patterns in fish distributions that correlate with regional water quality patterns could influence management strategies and aid regional assessments.  相似文献
