/ Since 1975, the European Union (EU) has developed an impressive body of waste management legislation, although, according to the principle of subsidiarity, responsibilities belong to the most local level at which the tasks can be carried out effectively. Using economic theory, this paper examines several factors that influence the efficient distribution of regulatory authority among the EU and the member states. We specifically analyze the role of harmonization that, in our opinion, will often lead to an overcentralization. Within this context, a second issue is becoming more important, as ongoing discussions show. If no consensus can be reached about harmonization, should member states be allowed to stop cross-border shipments of waste, or should the EU strive for a common market for waste? We take the position that most objections against waste shipments are not convincing, especially if the member states implement minimum standards for landfills and waste processing facilities and common information and control systems. Competition between different national regulations within adequate constraints that, e.g., control transboundary externalities leads to more efficient waste management structures in Europe than national self-sufficiency or centralized decision-making at the EU level. ABSTRACT: Demand side management is being used increasingly by Ontario municipalities as a way to improve the efficiency of water use, defer the costs associated with constructing new water treatment works, and minimize the environmental impacts associated with supplying water. A comprehensive survey of 153 Ontario municipalities was completed in mid‐1998. These ranged in size from small rural townships (with populations as low as 500 people) to the province's largest urban center, Metropolitan Toronto, with a population of approximately 2.5 million people. The questionnaire measured the use of six broad types of demand side measures, including water pricing and metering; municipal by‐laws (ordinances) that promote water conservation; operational and maintenance measures to reduce water losses and consumption; water‐saving plumbing fixtures and devices; public participation programs that encourage water conservation; and other measures, such as water audits. Additionally, the survey collected data on implementation barriers and opportunities. Since the last comprehensive Ontario survey, conducted in 1987 by Kreutzwiser and Fea‐gan (1989), there has been an increase in the use of basic tools such as metering and pricing, plumbing fixtures, and public participation programs. Additionally, new initiatives, such as water audits and computerized monitoring equipment, are being used. However, in many areas opportunities exist to make better use of demand side measures. Unfortunately, municipal capacity to do so often is constrained by (among other factors) limited finances, lack of political will, and public resistance. The nurse shark, Ginglymostoma cirratum, inhabits shallow, tropical, and subtropical waters in the Atlantic and the eastern Pacific. Unlike many other species of
sharks, nurse sharks are remarkably sedentary. We assayed the mitochondrial control region and eight microsatellite loci from
individuals collected primarily in the western Atlantic to estimate the degree of population subdivision. Two individuals
from the eastern Atlantic and one from the Pacific coast of Panama also were genotyped. Overall, the mtDNA haplotype (h = 48 ± 5%) and nucleotide (π = 0.08 ± 0.06%) diversities were low. The microsatellite data mirror the mitochondrial results
with the average number of alleles ([`(N)]A \bar{N}_{A} = 9) and observed heterozygosity ([`(H)]O \bar{H}_{O} = 0.58) both low. The low levels of diversity seen in both the mtDNA and the microsatellite may be due to historical sea
level fluctuations and concomitant loss of shallow water habitat. Eight of the 10 pair-wise western Atlantic F
ST estimates for mtDNA indicated significant genetic subdivision. Pair-wise F
ST values for the microsatellite loci indicated a similar pattern as the mtDNA. The western Atlantic population of nurse sharks
is genetically subdivided with the strongest separation seen between the offshore islands and mainland Brazil, likely due
to deep water acting as a barrier to dispersal. The eastern and western Atlantic populations were closely related. The eastern

Realistic models of contaminant transport in groundwater demand detailed characterization of the spatial distribution of subsurface hydraulic properties, while at the same time programmatic constraints may limit collection of pertinent hydraulic data. Fortunately, alternate forms of data can be used to improve characterization of spatial variability. We utilize a methodology that augments sparse hydraulic information (hard data) with more widely available hydrogeologic information to generate equiprobable maps of hydrogeologic properties that incorporate patterns of connected permeable zones. Geophysical and lithologic logs are used to identify hydrogeologic categories and to condition stochastic simulations using Sequential Indicator Simulation (SIS). The resulting maps are populated with hydraulic conductivity values using field data and Sequential Gaussian Simulation (SGS). Maps of subsurface hydrogeologic heterogeneity are generated for the purpose of examining groundwater flow and transport processes at the Faultless underground nuclear test, Central Nevada Test Area (CNTA), through large-scale, three-dimensional numerical modeling. The maps provide the basis for simulation of groundwater flow, while transport of radionuclides from the nuclear cavity is modeled using particle tracking methods. Sensitivity analyses focus on model parameters that are most likely to reduce the long travel times observed in the base case. The methods employed in this study have improved our understanding of the spatial distribution of preferential flowpaths at this site and provided the critical foundation on which to build models of groundwater flow and transport. The results emphasize that the impacts of uncertainty in hydraulic and chemical parameters are dependent on the radioactive decay of specific species, with rapid decay magnifying the effects of parameters that change travel time. 相似文献

A study was performed comparing ambient air monitoring (AM) and biological monitoring (BM) in order to evaluate the reliability of passive sampling (PS) in occupational medicine. Five groups of persons (total number = 188) exposed to tetrachloroethene, isopropanol, toluene, xylene and styrene at the workplace were examined. AM was performed over several hours using one or two brands of passive samplers (Monitor 3500 and/or ORSA 5). BM includes the determination of the solvent and specific metabolites resp. in blood or urine samples taken at the end of workshift. On the basis of our results we recommend that PS can supply relevant data for the estimation of external exposure to several solvents like chlorinated‐ and aromatic‐hydrocarbons. 相似文献
