This paper describes and analyses the public health system response to the deadly earthquake in Sichuan province, China, in May 2008. Drawing on an experiential learning project consisting of a literature review and field research, including a series of interviews with medical and public health professionals, policy‐makers and first responders, a conceptual framework was developed to describe the response. This approach emphasises the pre‐existing preparedness level of the medical and public health systems, as well as social, economic and geo‐political factors that had an impact on mitigation efforts. This framework was used to conduct post‐disaster analyses addressing major response issues and examining methods employed during the public health response to the disaster. This framework could be used to describe and analyse the emergency response to other disasters. 相似文献

A model based on theKLS factors of the Universal Soil Loss Equation (USLE) accurately predicted temporal dynamics and relative peak levels of suspended solids, turbidity, and phosphorus in an agricultural watershed with well-protected streambanks and cultivation to the stream edge. Fine suspended solids derived from surface runoff appeared to be a major component of the suspended solids in this stream. The model did not predict the same parameters in a watershed with unstable channel substrates, exposed streambanks, and heterogeneity in riparian vegetation and channel morphology. The rate of increase in concentration of the water quality parameters was higher than predicted in areas without riparian vegetation and with unstable substrates. Peak levels were higher than predicted where unstable channel substrates occurred, and potential energy of the stream was high because of stream alterations (removal of near-stream vegetation and creation of a uniform, straight channel). Timing of the peak levels of suspended solids, turbidity, and phosphorus in these areas seemed related to major flushes of discharge due to delayed inputs from the surface or subsurface or both or to rapid urban drainage. Higher suspended solids concentration in this stream seemed to involve larger quantities of large particles. Thus, the USLE may not adequately predict relative water quality conditions within a watershed when variation in channel morphology and riparian vegetation exists. We make the following recommendations:
- Models to predict water quality effects of management programs should combine a terrestrial phase (which details hydrologic and erosion processes associated with surface runoff) with an aquatic phase (which details hydrologic processes of scour and sediment transport in channels). The impact of near-channel areas on these hydrologic processes should receive special attention.
- Sampling schemes should be designed to account for the impact on water quality of both watershed land surface and inand near-channel processes. In order to help distinguish sources of suspended solids, researchers should emphasize analysis of size distribution of particles transported.
- Best management systems for improving the broadest range of water resources in agricultural watersheds need to be based on an expanded “critical area” approach, which includes identification of critical erosive and depositional areas in both terrestrial and aquatic environments.

An ensemble simulation system that accounts for uncertainty in long-range weather conditions and two-dimensional wildland
fire spread is described. Fuel moisture is expressed based on the energy release component, a US fire danger rating index,
and its variation throughout the fire season is modeled using time series analysis of historical weather data. This analysis
is used to characterize the seasonal trend in ERC, autocorrelation of residuals, and daily standard deviation and stochastically
generate artificial time series of afternoon fuel moisture. Daily wind speed and direction are sampled stochastically from
joint probabilities of historical wind speed and direction for the date range of the fire simulation period. Hundreds or thousands
of fire growth simulations are then performed using the synthetic fire weather sequences. The performance of these methods
is evaluated in terms of the number of ensemble member simulations, one- versus two-dimensional fire spread simulations, and
comparison with results from 91 fires occurring from 2007 to 2009. Simulations were found to be in consistent agreement with
observations, but trends indicate that the ensemble average of simulated fire sizes were consistently larger than actual fires

Older fossil-fueled power plants provide a significant portion of emissions of criteria air pollutants in the United States, in part because these facilities are not required to meet the same emission standards as new sources under the Clean Air Act. Pending regulations for older power plants need information about any potential public health benefits of emission reductions, which can be estimated by combining emissions information, dispersion modeling, and epidemiologic evidence. In this article, we develop an analytical modeling framework that can evaluate health benefits of emission controls, and we apply our model to two power plants in Massachusetts. Using the CALPUFF atmospheric dispersion model, we estimate that use of Best Available Control Technology (BACT) for NOx and SO2 would lead to maximum annual average secondary particulate matter (PM) concentration reductions of 0.2 microg/m3. When we combine concentration reductions with current health evidence, our central estimate is that the secondary PM reductions from these two power plants would avert 70 deaths per year in a population of 33 million individuals. Although benefit estimates could differ substantially with different interpretations of the health literature, parametric perturbations within CALPUFF and other simple model changes have relatively small impacts from an aggregate risk perspective. While further analysis would be required to reduce uncertainties and expand on our analytical model, our framework can help decision-makers evaluate the magnitude and distribution of benefits under different control scenarios. 相似文献

The high seas provide a variety of ecosystem services that benefit society. There have, however, been few attempts to quantify the human welfare impacts of changes to the delivery of these benefits. We assessed the values of several key ecosystem service benefits derived from protecting ecosystems in the high seas of the Flemish Cap through choice experiments conducted in Canada, Norway, and Scotland. Rather than solely eliciting public willingness to pay, we also explored the determinants of variance in the estimates of willingness to pay. We aimed to determine how much respondents were willing to pay for high-seas ecosystems conservation, which factors influence individuals’ willingness to pay, and whether individuals in Canada had a higher willingness to pay relative to those living in Norway and Scotland. This latter point captures distance-decay effects. On average, the public placed positive value on conserving high-seas ecosystems and on developing economic activities related to the exploitation and exploration of marine resources, despite a lack of awareness and familiarity with these environments. Distance-decay effects on willingness to pay were not clear. Scots had the highest willingness to pay and the Norwegians the lowest willingness to pay for all attributes, with the only exception being willingness to pay for a large increase in new jobs, in which case Canadians’ willingness to pay was higher than Scots’. The public's willingness to pay was influenced by sociodemographic characteristics and their perceptions of high-seas ecosystems. Our results provide evidence of the impacts of high-seas governance on human welfare and that improved governance could increase the value people place on high-seas ecosystems and the services they produce. 相似文献

Achieving ethically responsible decisions is crucial for the success of biodiversity conservation projects. We adapted the ethical matrix, decision tree, and Bateson's cube to assist in the ethical analysis of complex conservation scenarios by structuring these tools so that they can implement the different value dimensions (environmental, social, and animal welfare) involved in conservation ethics. We then applied them to a case study relative to the decision-making process regarding whether or not to continue collecting biomaterial on the oldest of the two remaining northern white rhinoceroses (Ceratotherium simum cottoni), a functionally extinct subspecies of the white rhinoceros. We used the ethical matrix to gather ethical pros and cons and as a starting point for a participatory approach to ethical decision-making. We used decision trees to compare the different options at stake on the basis of a set of ethical desiderata. We used Bateson's cube to establish a threshold of ethical acceptability and model the results of a simple survey. The application of these tools proved to be pivotal in structuring the decision-making process and in helping reach a shared, reasoned, and transparent decision on the best option from an ethical point of view among those available. 相似文献
