Several characteristics of information used in resource exploration have led to conjectures that the private market will provide a suboptimal amount of such information. A public information provision has been proposed as a remedy, both for problems of underproduction and overproduction of private information. This paper demonstrates that, barring exceptional conditions, public provision of information cannot be guaranteed to be a generic solution to the private information overprovision problem. Contaminant breakthrough behavior in a variety of heterogeneous porous media was measured in laboratory experiments, and evaluated in terms of both the classical advection-dispersion equation (ADE) and the continuous time random walk (CTRW) framework. Heterogeneity can give rise to non-Fickian transport patterns, which are distinguished by "anomalous" early arrival and late time tails in breakthrough curves. Experiments were conducted in two mid-scale laboratory flow cells packed with clean, sieved sand of specified grain sizes. Three sets of experiments were performed, using a "homogeneous" packing, a randomly heterogeneous packing using sand of two grain sizes, and an exponentially correlated structure using sand of three grain sizes. Concentrations of sodium chloride tracer were monitored at the inflow reservoir and measured at the outflow reservoir. Breakthrough curves were then analyzed by comparison to fitted solutions from the ADE and CTRW formulations. In all three systems, including the "homogeneous" one, subtle yet measurable differences between Fickian and non-Fickian transport were observed. This paper describes results of a study that examined NO and NO2 formation on range-top burners and in diffusion flames. These flames were characterized by composition and temperature profiles. Range-top burner flames and pilot flames displayed qualitatively similar behavior with respect to the kinds of flame regions in which relatively high NO2/NO ratios were identified. These regions of high NO2/NO ratios were consistently either regions of low oxygen concentration or flame surfaces subjected to thermal quenching. A limited series of experiments with modified burners indicated that reduced emissions from both the RTB and pilot flames could be achieved by (1) improved primary aeration, using 50% or greater primary air, and (2) using flame geometries designed to minimize flame surface, e.g., flat-flame burners or other designs having effectively fewer distinct ports. Both NO and NO2 are readily produced in diffusion and partially premixed Bunsen-type flames, mainly in the vicinity of the hot visible zone. High NO2/NO ratios are associated with the cooler regions of the flame, as, for example, at the base of the flame in the highly diluted downstream region and in the fuel-rich regions of the flames. A simplified reaction mechanism based on CN and NH radicals being oxidized to NO followed by NO + HO2 → NO2 + OH appears to explain the high NO2/NO ratios observed. In proximate terms, communal nursing may result because prairie dog mothers seem unable to discriminate between their own and others' offspring. Environmental agencies are currently in the process of implementing a new air management program, which includes the improvement of fuel quality. In this work, exhaust emissions data and estimated relative risk for various fuels testing in-use vehicles, equipped with three different exhaust emission control technologies, are presented. Aromatics, sulfur, and olefins contents; type of oxygenated compound; and Reid vapor pressure were varied. The aim also includes calculating the ozone (O3) forming potential and a relative cancer risk of emissions from current and formulated gasoline blends in Mexico. The proposed gasoline decreases carbon monoxide, total hydrocarbons (THC), and nitrogen oxides emissions by 18 and 14%, respectively, when compared with gasoline sold in the rest of the country and within ozone nonattainment metropolitan areas in Mexico, respectively. 相似文献

Within the electronics industry, counterfeit electronic components entering the supply chain have steadily become an increasing threat accounting for more than 8 % of global merchandise trade and an annual $600 billion enterprise. Currently, there are not many cost-effective and nonintrusive solutions for counterfeit detection of electronic parts. In this paper, the authors present a statistical approach for detecting counterfeit components based on infrared (IR) analysis by the use of independent component analysis (ICA). As a prominent higher-order statistical analysis technique, ICA is capable of extracting relevant features from IR data. The latest applications and the extended algorithms of ICA have been elucidated for the purposes of classification and identification of counterfeit electronic parts. We attempt to understand, scientifically, how different members of the mining concession, impacted communities, and government authorities behave when a conflicting situation arises. The main purpose of our effort is to start developing a framework for the scientific modeling of stakeholders’ behavior, and we create a reality-driven generic scenario of conflict. We assume that the managers and superintendants of a mining operation currently envision a problem; one that tests the limits of the commitment of the company’s mission statement, and of the spectrum of actions taken which are embedded in the “culture” of the company’s corporate social responsibility. It is an “event” that highlights the nature of an overall problem that the company would like to predict and act proactively: the integration of scientific tools, sustainability, and cultural realities within a mining framework. We adapt an agent-based modeling approach and start with a theoretical understanding of certain social behavior, build a model, and simulate “what if” scenarios to understand its dynamics to gain a better insight of the complexity of a seemingly simple social system of interest. 相似文献

Californians are exposed daily to concentrations of ozone (O3) that are among the highest in the United States. Recently, the state adopted a new 8-hr ambient standard of 0.070 ppm, more stringent than the current federal standard. The new standard is based on controlled human studies and on dozens of epidemiologic studies reporting associations between O3 at current ambient levels and a wide range of adverse health outcomes. Clearly, the new O3 standards will require further reductions in the precursor pollutants and additional expenditures for pollution control. Therefore, it is important to quantify the incremental health benefits of moving from current conditions to the new California standard. In this paper, a standard methodology is applied to quantify the health benefits associated with O3 concentration reductions in California. O3 concentration reductions are estimated using ambient monitoring data and a proportional rollback approach in which changes are specific to each air basin, and control strategies may impact concentrations both below and above the standard. Health impacts are based on published epidemiologic studies, including O3-related mortality and morbidity, and economic values are assigned to these outcomes based on willingness-to-pay and cost-of-illness studies. Central estimates of this research indicate that attaining the California 8-hr standard, relative to current concentrations, would result in annual reductions of 630 cases of premature mortality, 4200 respiratory hospital admissions, 660 pediatric emergency room visits for asthma, 4.7 million days of school loss, and 3.1 million minor restricted activity days, with a median estimated economic value of dollar 4.5 billion. Sensitivity analyses indicate that these findings are robust with respect to exposure assessment methods but are influenced by assumptions about the slope of the concentration-response function in threshold models and the magnitude of the O3-mortality relationship. Although uncertainties exist for several components of the methodology, these results indicate that the benefits of reducing O3 to the California standard may be substantial and that further research on the shape of the O3-mortality concentration-response function and economic value of O3-related mortality would best reduce these uncertainties. 相似文献

This analysis seeks to evaluate the influence of emission source location on population exposure in China to fine particles and sulfur dioxide. We use the concept of intake fraction, defined as the fraction of material or its precursor released from a source that is eventually inhaled or ingested by a population. We select 29 power-plant sites throughout China and estimate annual average intake fractions at each site, using identical source characteristics to isolate the influence of geographic location. In addition, we develop regression models to interpret the intake fraction values and allow for extrapolation to other sites. To model the concentration increase due to emissions from selected power plants, we used a detailed long-range atmospheric dispersion model, CALPUFF. Primary fine particles have the highest average intake fraction (1 x 0(-5)), followed by sulfur dioxide (5 x 10(-6)), sulfate from sulfur dioxide (4 x 10(-6)), and nitrate from nitrogen oxides (4 x 10(-6)). For all pollutants, the intake fractions span approximately an order of magnitude across sites. In the regression analysis, the independent variables are meteorological proxies (such as climate region and precipitation) and population at various distances from the source. We find that population terms can explain a substantial percentage of variability in the intake fraction for all pollutants (R(2) between 0.86 and 0.95 across pollutants), with a significant modifying influence of meteorological regime. Near-source population is more important for primary coarse particles while population at medium to long distance is more important for primary fine particles and secondary particles. A significant portion of intake fraction (especially for secondary particles and primary fine particles) occurs beyond 500 km of the source, emphasizing the need for detailed long-range dispersion modeling. These findings demonstrate that intake fractions for power plants in China can be estimated with reasonable precision and summarized using simple regression models. The results should be useful for informing future decisions about power-plant locations and controls. 相似文献
