Sixty leading members of the scientific, engineering, regulatory, and legal communities assembled for the PFAS Experts Symposium in Arlington, Virginia on May 20 and 21, 2019 to discuss issues related to per‐ and polyfluoroalkyl substances (PFAS) based on the quickly evolving developments of PFAS regulations, chemistry and analytics, transport and fate concepts, toxicology, and remediation technologies.  The Symposium created a venue for experts with various specialized skills to provide opinions and trade perspectives on existing and new approaches to PFAS assessment and remediation in light of lessons learned managing other contaminants encountered over the past four decades. The following summarizes several consensus points developed as an outcome of the Symposium:
  • Regulatory and policy issues: The response by many states and the US Environmental Protection Agency (USEPA) to media exposure and public pressure related to PFAS contamination is to relatively quickly initiate programs to regulate PFAS sites. This includes the USEPA establishing relatively low lifetime health advisory levels for PFAS in drinking water and even more stringent guidance and standards in several states. In addition, if PFAS are designated as hazardous substances at the federal level, as proposed by several Congressional bills, there could be wide‐reaching effects including listing of new Superfund sites solely for PFAS, application of stringent state standards, additional characterization and remediation at existing sites, reopening of closed sites, and cost renegotiation among PRPs.
  • Chemistry and analytics: PFAS analysis is confounded by the lack of regulatory‐approved methods for most PFAS in water and all PFAS in solid media and air, interference with current water‐based analytical methods if samples contain high levels of suspended solids, and sample collection and analytical interference due to the presence of PFAS in common consumer products, sampling equipment, and laboratory materials.
  • Toxicology and risk: Uncertainties remain related to human health and ecological effects for most PFAS; however, regulatory standards and guidance are being established incorporating safety factors that result in part per trillion (ppt) cleanup objectives. Given the thousands of PFAS that may be present in the environment, a more appropriate paradigm may be to develop toxicity criteria for groups of PFAS rather than individual PFAS.
  • Transport and fate: The recalcitrance of many perfluoroalkyl compounds and the capability of some fluorotelomers to transform into perfluoroalkyl compounds complicate conceptual site models at many PFAS sites, particularly those involving complex mixtures, such as firefighting foams. Research is warranted to better understand the physicochemical properties and corresponding transport and fate of most PFAS, of branched and linear isomers of the same compounds, and of the interactions of PFAS with other co‐contaminants such as nonaqueous phase liquids. Many PFAS exhibit complex transport mechanisms, particularly at the air/water interface, and it is uncertain whether traditional transport principles apply to the ppt levels important to PFAS projects. Existing analytical methods are sufficient when combined with the many advances in site characterization techniques to move rapidly forward at selected sites to develop and test process‐based conceptual site models.
  • Existing remediation technologies and research: Current technologies largely focus on separation (sorption, ion exchange, or sequestration). Due to diversity in PFAS properties, effective treatment will likely require treatment trains. Monitored natural attenuation will not likely involve destructive reactions, but be driven by processes such as matrix diffusion, sorption, dispersion, and dilution.
The consensus message from the Symposium participants is that PFAS present far more complex challenges to the environmental community than prior contaminants. This is because, in contrast to chlorinated solvents, PFAS are severely complicated by their mobility, persistence, toxicological uncertainties, and technical obstacles to remediation—all under the backdrop of stringent regulatory and policy developments that vary by state and will be further driven by USEPA. Concern was expressed about the time, expense, and complexity required to remediate PFAS sites and whether the challenges of PFAS warrant alternative approaches to site cleanups, including the notion that adaptive management and technical impracticability waivers may be warranted at sites with expansive PFAS plumes. A paradigm shift towards receptor protection rather than broad scale groundwater/aquifer remediation may be appropriate.  相似文献

Codas, which are patterned series of clicks, were recorded from female and immature sperm whales (Physeter macrocephalus) in a number of locations around the South Pacific Ocean and in the Caribbean Sea. Using K-means cluster analysis, 3,644 codas were categorized based on the number of clicks and their patterning. There were 30 resulting types of coda. The numbers of codas of the different types recorded were used to construct repertoires for each recording session, day, group of whales, place, area, and ocean. Strong group-specific dialects, which seem to persist over periods of years, were apparent, overlaid on weaker geographical variation. Significant differences in repertoire were found between the Caribbean and the Pacific Ocean. Sperm whales now join killer whales (Orcinus orca) as the only cetacean species in which dialects (differences in vocal repertoire among neighboring, potentially interacting groups) have been found. This paper describes a systematic method for comparing options for the long-term management of surplus elemental mercury in the US, using the analytic hierarchy process as embodied in commercially available Expert Choice software. A limited scope multi-criteria decision analysis was performed. Two (2) general types of treatment technologies were evaluated (stabilization/amalgamation and selenide), combined with four (4) disposal options: (a) hazardous waste landfill; (b) hazardous waste monofill; (c) engineered below-ground structure; and (d) mined cavity. In addition, three storage options for elemental mercury were considered: (a) aboveground structure; (b) hardened structure; and (c) mined cavity. Alternatives were evaluated against criteria that included costs, environmental performance, compliance with current regulations, implementation considerations, technology maturity, potential risks to the public and workers, and public perception. Considering non-cost criteria only, the three storage options rank most favorably. If both cost and other criteria are considered, then landfill options are preferred, because they are the least expensive ones. Storage options ranked unfavorably on cost because: (a) even relatively small per annum costs will add up over time; and (b) storage is a temporary solution and, sooner or later, a treatment and disposal technology will be adopted, which adds to the cost. However, the analysis supports continued storage for a short period (up to a few decades) followed by permanent retirement when treatment technologies have matured. Suggestions for future work include: (a) involving additional stakeholders in the process, (b) evaluating alternatives for mercury-containing wastes rather than for elemental mercury only, (c) revisiting the analysis periodically to determine if changes are required, (d) conducting uncertainty analyses utilizing Monte Carlo-based techniques.  相似文献

Approximately 37% of forestlands in the conterminous United States are publicly owned; they represent a substantial area of potential carbon sequestration in US forests and in forest products. However, large areas of public forestlands traditionally have been less intensively inventoried than privately owned forests. Thus, less information is available about their role as carbon sinks. We present estimates of carbon budgets on public forestlands of the 48 conterminous states, along with a discussion of the assumptions necessary to make such estimates. The forest carbon budget simulation model, FORCARB2, makes estimates for US forests primarily based on inventory data. We discuss methods to develop consistent carbon budget estimates from inventory data at varying levels of detail. Total carbon stored on public forestlands in the conterminous US increased from 16.3 Gt in 1953 to the present total of 19.5 Gt, while area increased from 87.1 million hactares to 92.1 million hactares. At the same time the proportion of carbon on public forestlands relative to all forests increased from 35% to 37%. Uncertainty is an important consideration for both developers and users of environmental simulation models. Establishing quantitative estimates of uncertainty for deterministic models can be difficult when the underlying bases for such information are scarce. We demonstrate an application of probabilistic uncertainty analysis that provides for refinements in quantifying input uncertainty even with little information. Uncertainties in forest carbon budget projections were examined with Monte Carlo analyses of the model FORCARB. We identified model sensitivity to range, shape, and covariability among model probability density functions, even under conditions of limited initial information. Distributional forms of probabilities were not as important as covariability or ranges of values. Covariability among FORCARB model parameters emerged as a very influential component of uncertainty, especially for estimates of average annual carbon flux.  相似文献

Security buffers of Department of Defense (DoD) and Department of Energy (DOE) reservations provide long-term habitat protection for many rare and endangered species. The importance of these government-owned reservations as nationally valuable resources has been relatively unrecognized. During the last 50 years, the DOE Oak Ridge Reservation (ORR) has been a relatively protected island in a region of rapidly expanding urbanization and land clearing. Consisting of the Oak Ridge National Environmental Research Park and associated lands surrounding DOE facilities at Oak Ridge Tennessee, the unique nature of the ORR in the surrounding landscape is clearly visible from the air and has been documented using remote sensing data. Although forests dominate much of other regions of eastern Tennessee, this 15,000-ha tract of mostly natural forest habitat is unique in the southern Ridge and Valley physiographic province, which is otherwise widely developed for pasture, marginal cropland, woodlot, and urban uses. Twenty state-listed and federal-candidate plant species are known to be present on the ORR. This richness of species, which are provided protection by state and federal laws, exceeds that of the Great Smoky Mountains National Park on a species area basis and is an index of the value of the ORR both regionally and nationally in conserving biodiversity. With the end of the Cold War, changing DoD and DOE missions combined with increasing development pressure contribute to uncertainty in the future management of security reservations.  相似文献

The city of San José, California, USA, has a widely recognized integrated waste management program and is currently diverting close to 50% of its waste stream from landfill disposal. This paper describes the residential and commercial components of the city's waste management program. ABSTRACT: The Safe Drinking Water Act of 1974 as amended in 1986 requires that consumers be notified when maximum contaminant levels are exceeded in their community water supply and when prescribed testing and treatment procedures are not met. A review of communication theory indicates that for the message to be effective (1) it must be received by the intended audience, (2) it must be attended to by that audience, (3) it must be understood, and (4) it must be accepted and acted upon. A review and analysis of existing research evaluating notification programs administered under the Safe Drinking Water Act indicates (1) that receipt rates have been highly, variable, (2) that attention to the message has usually not been directly assessed, (3) that levels of understanding, while variable, have usually been minimal, and (4) that acceptance, though not often directly measured, seemed higher than expected. These results, while critical of past notification programs, indicate that understanding and acceptance can be increased if receipt and attention rates are increased. The paper concludes with a series of recommendations for improving receipt and attention rates, for increasing understanding, and, most importantly, for increasing acceptance and community action for upgrading local water treatment and quality.  相似文献
