This paper reports on an examination of data on how local residents in Tuscaloosa, a mid‐sized city in the state of Alabama, United States, responded to Hurricane Ivan of September 2004. The evaluation revealed that an integrated connection to community‐level communication resources—comprising local media, community organisations and interpersonal networks—has a direct impact on the likelihood of engaging in pre‐hurricane preparedness activities and an indirect effect on during‐hurricane preparedness activities. Neighbourhood belonging mediated the relation between an integrated connection to community‐level communication resources and during‐hurricane preparedness activities. Neighbourhood belonging was determined to increase the likelihood of taking preparedness actions during Hurricane Ivan, but not prior to it. In addition, we discovered an interesting pattern for two different types of risk perceptions: social and personal risk perceptions. Social risk perceptions increase the likelihood of taking preventative steps before a hurricane while personal risk perceptions are positively related to engaging in preventative action during a hurricane.  相似文献

Community participation is becoming increasingly popular within the field of disaster management. International disaster policies, frameworks and charters embrace the notion that communities should play an active role in initiatives to identify vulnerabilities and risks and to mitigate those dangers, and, in the event of a disaster, that they should play a proactive part in response and recovery (see, for example, UNISDR, 1994; The Sphere Project, 2004; United Nations, 2005). A number of studies have investigated the participation of communities in disaster preparedness and mitigation efforts (see, for instance, Scott‐Villiers, 2000; Andharia, 2002; Godschalk, Brody and Burby, 2003), There is, however, limited reflection on the challenges to ensuring participation in the operational context of disaster response. This paper draws on a study of the policy and practice of participatory damage assessment in Fiji to identify and discuss the barriers to formal implementation of community participation in a post‐disaster context.  相似文献

This is the first in a series of five articles describing the applicability, performance, and cost of technologies for the remediation of contaminated soil and water at wood preserving sites. Site‐specific treatability studies conducted under the supervision of the United States Environmental Protection Agency (US EPA), National Risk Management Research Laboratory (NRMRL), from 1995 through 1997 constitute much of the basis for the evaluations presented, although data from other treatability studies, literature sources, and actual site remediations have also been included to provide a more comprehensive evaluation of remediation technologies. This article provides an overview of the wood preserving sites studied, including contaminant levels, and a summary of the performance of the technologies evaluated. The subsequent articles discuss the performance of each technology in more detail. Three articles discuss technologies for the treatment of soils, including solidification/stabilization, biological treatment, solvent extraction and soil washing. One article discusses technologies for the treatment of liquids, water and nonaqueous phase liquids (NAPLS), including biological treatment, carbon adsorption, photolytic oxidation, and hydraulic containment. The reader should be aware that other technologies including, but not limited to, incineration, thermal desorption, and base catalyzed dehalogenation, also have application for treating contaminants on wood preserving sites. They are not discussed in these five articles since the focus was to evaluate lesser known and hopefully lower cost approaches. However, the reader should include consideration of these other technologies as part of any evaluation or screening of technologies applicable to remediation of wood preserving sites.  相似文献

This article discusses the use of solidification/stabilization (S/S) to treat soils contaminated with organic and inorganic chemicals at wood preserving sites. Solidification is defined for this article as making a material into a freestanding solid. Stabilization is defined as making the contaminants of concern nonmobile as determined from a leaching test. S/S then combines both properties. For more information on S/S in general the reader should refer to other publications (Connors, J.R. [1990]). This article includes data from the successful remediation of a site with mixed organic/inorganic contaminants, remediation of a site with organic contaminants, and detailed treatability study results from four sites for which successful formulations were developed. ABSTRACT: We measured the base‐flow stream chemistry in all the major physiographic provinces of the Chesapeake Bay drainage basin. The spatial variation of stream chemistry was closely related to differences in geology and land cover among the sampled watersheds. Some stream chemistry variables were strongly affected by geological settings in the watersheds while others were more influenced by land cover. The effects of land cover differed among chemical constituents and regions. Concentrations of Ca2+, Mg2+, pH, total alkalinity, and conductivity were mainly functions of carbonate bedrock, especially in the Great Valley. Nitrate‐N and total dissolved N were closely related to cropland and increased as the percentage of cropland increased. The rate of increase varied from region to region with the highest in the Piedmont. Na+ and Cl? were mainly affected by the percentage of developed area in a watershed, especially in the Coastal Plain and Piedmont. We observed no significant effects of region or land cover on species of phosphorus because samples were collected under base flow conditions and only dissolved forms were measured. Dissolved silicate (DSi) was not related to any other water chemistry variables. DSi increased as developed area decreased and cropland increased in the Coastal Plain, but these patterns were reversed in the Piedmont. There was no consistent pattern in the spatial variation of land cover effects on the reduced forms of N, dissolved organic P, dissolved organic matter, and K+.  相似文献

ABSTRACT: Predicting the likelihood of a drought markedly enhances the efficiency of reservoir operations. This study applies the kriging method and time series analysis to predict inflows to Shihmen Reservoir in northern Taiwan. A subsequent reservoir operation simulation is employed to determine the drought lead time (DLT), the time before the onset of a drought. A more efficient reservoir operational strategy can be established with the aid of DLT and the probability of successful drought prediction (P s). Simulation results of reservoir operation over a period of three decades demonstrate that, at one month DLT, the kriging approach achieves 0.86 of P s for moderate droughts and 0.94 of P s for severe droughts. The kriging approach generally outperformed the time series approach in terms of DLT, P s of drought prediction, and the number of correctly predicted drought events.  相似文献

This study examined the mediating influence of protege‐initiated mentoring relationships on the relationship between personality and situational characteristics and mentoring received. Data were obtained from Hong Kong Chinese graduate employees (N=184) in their early career stage. Results of the regression analysis showed that protege‐initiated mentoring relationships mediated the relationship between the personality (extraversion) but not the situational (individual development culture and opportunities for interactions on the job) characteristics and mentoring received. In other words, extraversion was indirectly related to mentoring received through protege‐initiated mentoring relationships but individual development culture and opportunities for interactions on the job were directly related to mentoring received. Additionally, opportunities for interactions on the job indirectly influenced mentoring received through protege‐initiated mentoring relationships. Large wood (LW) jams are key riverine habitat features that affect hydraulic processes and aquatic habitat. The hydraulic influence of LW jams is poorly understood due to the complexity of fluid dynamics around irregular, porous structures. Here we validated a method for two‐dimensional hydraulic modeling of porous LW jams using the open‐source modeling software Delft3D‐FLOW. We sampled 19 LW jams at three reaches across the Columbia River Basin in the United States. We used computer‐generated porous plates to represent LW jams in the modeling software and calibrated our modeling method by comparing model outputs to measured depths and velocities at validation points. We found that modeling outputs are error‐prone when LW jams are not represented. By representing LW jams as porous plates we reduced average velocity root mean square error (RMSE) values (i.e., improved model accuracy) by 42.8% and reduced average depth RMSE values by 5.2%. These differences impacted habitat suitability index modeling. We found a 15.1% increase in weighted useable area for juvenile steelhead at one test site when LW jams were simulated vs. when they were ignored. We investigated patterns in average RMSE improvements with varying jam size, bankfull obstruction, porosity, and structure type, and river complexity. We also identified research gaps related to field estimation of LW jam porosity and porous structure modeling methods.  相似文献
