This paper examines hydro-economic aspects of the Alexander-Zeimar basin. The Alexander-Zeimar River is a transboundary river originating in the Palestinian Authority and flowing through Israel to the Mediterranean Sea. Since the 1950s, the river has been used as a sewage outlet. The major purpose of this study is to estimate the costs and benefits derived from a restoration plan, which has been in place in the river since the mid-1990s. A hydrological model combined with market and non-market valuation (travel cost method) techniques was used to estimate the condition of the situation before and after the restoration project was implemented. The total restoration plan was compared to alternative partial plans. Interestingly, a cost–benefit analysis on the different restoration options revealed that only a complete cleanup of the river results in a positive net benefit ($0.49–3.23 million annually). 相似文献
Chemical process safety was not a major public concern prior to 1984. As far as chemical hazards were concerned, public fears focused on disease (cancer) and environmental degradation. Even a series of major process incident tragedies did not translate into widespread public concerns about major incidents in chemical plants that might disastrously affect the public. This situation changed completely after the December 1984 disaster at the Union Carbide plant in Bhopal. Not only was the public's confidence in the chemical industry shaken, the chemical industry itself questioned whether its provisions for protection against major incidents were adequate.
The recognition of the need for technical advances and implementation of management systems led to a number of initiatives by various stakeholders throughout the world. Governments and local authorities throughout the world initiated regulatory regimes. Has all that has resulted from the legacy of Bhopal reduced the frequency and severity of incidents? How can we answer this question? As we move into more and more globalization and other complexities what are the challenges we must address? According to the authors, some of these challenges are widespread dissemination and sharing of lessons learned, risk migration because of globalization, changing workforce, and breakthroughs in emerging areas in process safety. 相似文献
Ground water pollution due to herbicide leaching has become a serious environmental problem. Imazaquin [2-(4-isopropyl-4-methyl-5-oxo-2-imidazolin-2-yl)quinoline-3-carboxylic acid] is an herbicide used to control broadleaf weeds in legume crops. Imazaquin is negatively charged at the basic pH of calcareous soils and exhibits high leaching potential in soils. Our aim was to design formulation of imazaquin to reduce herbicide leaching. Imazaquin sorption on pillared clay (PC) and crystal violet (CV)-montmorillonite complexes was studied. The CV-montmorillonite complexes become positively charged with adsorption of CV above the cation exchange capacity (CEC) of montmorillonite, and thus can sorb imazaquin. The Langmuir equation provides a good fit to isotherms of imazaquin sorption on PC and CV-montmorillonite complexes, but for charged complexes an equation that combines electrostatics with specific binding was preferred. Maximal imazaquin sorption was 17.3 mmol kg-1 for PC and 22.2 mmol kg-1 for CV-montmorillonite complexes. The extents of imazaquin desorption into water were 21% for PC and 5% for CV-clay complexes. The presence of anions decreased imazaquin sorption on both sorbents in the sequence phosphate > acetate > sulfate. Reduction of imazaquin sorption by the anions and the extent of its desorption in electrolyte solutions were higher for PC than for CV-clay complexes. Leaching of imazaquin from CV-montmorillonite formulations through soil (Rhodoxeralf) columns was two times less than from PC formulations and four times less than that of technical imazaquin. The CV-montmorillonite complexes at a loading above the CEC appear to be suitable for preparation of organo-clay-imazaquin formulations that may reduce herbicide leaching significantly. 相似文献
Perceptions, knowledge and mitigation are factors that might play a role in preventing injury and loss of life during a major earthquake.2 Little is known about the relationships between different demographic and educational parameters and these factors. A national representative sample of 495 adults was investigated in order to determine the relationship between demographic and educational parameters in terms of the perceived threat, perceived coping, knowledge and mitigation of earthquakes in Israel. Compared to females, males perceived the threat of earthquakes to be lower (t=3.183, p=0.002), manifested higher levels of perceived coping (t=2.55, p=0.011), and had higher levels of earthquake related knowledge (t=2.047, p=0.041). The basin scale has been promoted universally as the optimal management unit that allows for the internalization of all external
effects caused by multiple water uses. However, the basin scale has been put forward largely on the basis of experience in
temperate zones. Hence whether the basin scale is the best scale for management in other settings remains questionable. To
address these questions this paper analyzes the economic viability and the political feasibility of alternative management
options in the Kidron/Wadi Nar region. The Kidron/Wadi Nar is a small basin in which wastewater from eastern Jerusalem flows
through the desert to the Dead Sea. Various options for managing these wastewater flows were analyzed ex ante on the basis
of both a cost benefit and a multi-criteria analysis. The paper finds that due to economies of scale, a pure basin approach
is not desirable from a physical and economic perspective. Furthermore, in terms of political feasibility, it seems that the
option which prompts the fewest objections from influential stakeholder groups in the two entities under the current asymmetrical
political setting is not a basin solution either, but a two plant solution based on an outsourcing arrangement. These findings
imply that the river basin management approach can not be considered the best management approach for the arid transboundary
case at hand, and hence is not unequivocally universally applicable. 相似文献
Currently, failure-based risk assessments in the process industry do not empirically take into account the type of chemicals processed in equipment, mainly because chemical-specific failure rate data barely exist. This paper suggests a methodology to calibrate failure-based risk assessment predicated on the chemical being processed in equipment. The methodology uses a data mining tool known as the association rule. Specifically, the lift association rule is utilized (the Lift Methodology). By extracting equipment failure information from incident databases based on the chemical involved in the process, the Lift Methodology leads to more accurate equipment-related risk assessment. 相似文献
This paper investigates potential gender and age differences in conviction and crash occurrence subsequent to being directed to attend Iowa's Driver Improvement Program (DIP).
Methods
Binary logit models were developed to investigate the factors that influence conviction occurrence after DIP by gender and age. Because of the low crash occurrence subsequent to DIP, association rules were applied to investigate the factors that influence crash occurrence subsequent to DIP, in lieu of econometric models.
Results
There were statistical significant differences by driver gender, age, and conviction history in the likelihood of subsequent convictions. However, this paper found no association between DIP outcome, crash history, and crash occurrence.
Impact on industry
Evaluating the differences in conviction and crash occurrence subsequent to DIP between female and male drivers, and among different age groups can lead to improvements of the effectiveness of DIPs and help to identify low-cost intervention measures, customized based on drivers’ gender and age, for improving driving behaviors. 相似文献
