Protection of culturally important indigenous landscapes has become an increasingly important component of environmental management processes, for both companies and individuals striving to comply with environmental regulations, and for indigenous groups seeking stronger laws to support site protection and cultural/human rights. Given that indigenous stewardship of culturally important sites, species, and practices continues to be threatened or prohibited on lands out of indigenous ownership, this paper examines whether or not indigenous people can meaningfully apply mainstream environmental management laws and processes to achieve protection of traditional sites and associated stewardship activities. While environmental laws can provide a “back door” to protect traditional sites and practices, they are not made for this purpose, and, as such, require specific amendments to become more useful for indigenous practitioners. Acknowledging thoughtful critiques of the cultural incommensurability of environmental law with indigenous environmental stewardship of sacred sites, I interrogate the ability of four specific environmental laws and processes—the Uniform Conservation Easement Act; the National Environmental Policy Act and the California Environmental Quality Act; the Pacific Stewardship Council land divestiture process; and Senate Bill 18 (CA-2004)—to protect culturally important landscapes and practices. I offer suggestions for improving these laws and processes to make them more applicable to indigenous stewardship of traditional landscapes.  相似文献

Landfill fires create a critical problem for landfill operators and require investigation of its occurrence and the conditions that favor its initiation. Subsurface fires are considered the most significant due to the difficulty in determining their location and extent. These fires are mainly caused by spontaneous combustion, combustion due to high temperature in absence of flame. This study investigates the effect of moisture content, oxygen concentration and leachate components on spontaneous ignition, combustion initiation, and self-heating of solid waste. A new procedure for testing spontaneous ignition is described; however, variations in solid waste components and landfill conditions can create some limitations to its use. The presence of water and dissolved solids in leachate was found to accelerate chemical self-heating of the solid waste. Oxygen concentration at 10% by volume can sustain chemical oxidation but did not promote accelerated burning.  相似文献

Graduate education programs in conservation science generally focus on disciplinary training and discipline‐specific research skills. However, nonacademic conservation professionals often require an additional suite of skills. This discrepancy between academic training and professional needs can make it difficult for graduate students to identify the skills and experiences that will best prepare them for the conservation job market. We analyzed job advertisements for conservation‐science positions and interviewed conservation professionals with experience hiring early‐career conservation scientists to determine what skills employers of conservation professionals seek; whether the relative importance of skills varies by job sector (government, nonprofit, and private); and how graduate students interested in careers in conservation science might signal competency in key skills to potential employers. In job advertisements, disciplinary, interpersonal, and project‐management skills were in the top 5 skills mentioned across all job sectors. Employers’ needs for additional skills, like program leadership, conflict resolution and negotiation, and technical and information technology skills, varied across sectors. Our interview results demonstrated that some skills are best signaled to employers via experiences obtained outside thesis or dissertation work. Our findings suggest that graduate students who wish to be competitive in the conservation job market can benefit by gaining skills identified as important to the job sector in which they hope to work and should not necessarily expect to be competent in these skills simply by completing their chosen degree path. Abstract: Habitat corridors can be essential for persistence of wildlife populations in fragmented landscapes. Although much research has focused on identifying species and places critical for conservation action, the conservation literature contains surprisingly few examples of corridors that actually have been protected and so provides little guidance for moving from planning through implementation. We examined a case study from southern California that combines monitoring of radio‐collared mountain lions (Puma concolor) with an assessment of land‐protection efforts to illustrate lessons learned while attempting to maintain ecological connectivity in a rapidly urbanizing landscape. As in many places, conservation scientists have provided science‐based maps of where conservation efforts should focus. But implementing corridors is a business decision based not solely on ecological information but also on cost, opportunity cost, investment risk, and other feasibility considerations. Here, the type and pattern of development is such that key connections will be lost unless they are explicitly protected. Keeping pace with conversion, however, has been difficult, especially because conservation efforts have been limited to traditional parcel‐by‐parcel land‐protection techniques. The challenges of and trade‐offs in implementation make it clear that in southern California, connectivity cannot be bought one parcel at a time. Effective land‐use plans and policies that incorporate conservation principles, such as California's Natural Communities Conservation Planning program, are needed to support the retention of landscape permeability. Lessons from this study have broad application, especially as a precautionary tale for places where such extensive and intensive development has not yet occurred. Given how limiting resources are for biodiversity conservation, conservationists must be disciplined about where and how they attempt corridor protection: in rapidly fragmenting landscapes, the opportunity for success can be surprisingly fleeting.  相似文献

There are many barriers to using science to inform conservation policy and practice. Conservation scientists wishing to produce management‐relevant science must balance this goal with the imperative of demonstrating novelty and rigor in their science. Decision makers seeking to make evidence‐based decisions must balance a desire for knowledge with the need to act despite uncertainty. Generating science that will effectively inform management decisions requires that the production of information (the components of knowledge) be salient (relevant and timely), credible (authoritative, believable, and trusted), and legitimate (developed via a process that considers the values and perspectives of all relevant actors) in the eyes of both researchers and decision makers. We perceive 3 key challenges for those hoping to generate conservation science that achieves all 3 of these information characteristics. First, scientific and management audiences can have contrasting perceptions about the salience of research. Second, the pursuit of scientific credibility can come at the cost of salience and legitimacy in the eyes of decision makers, and, third, different actors can have conflicting views about what constitutes legitimate information. We highlight 4 institutional frameworks that can facilitate science that will inform management: boundary organizations (environmental organizations that span the boundary between science and management), research scientists embedded in resource management agencies, formal links between decision makers and scientists at research‐focused institutions, and training programs for conservation professionals. Although these are not the only approaches to generating boundary‐spanning science, nor are they mutually exclusive, they provide mechanisms for promoting communication, translation, and mediation across the knowledge–action boundary. We believe that despite the challenges, conservation science should strive to be a boundary science, which both advances scientific understanding and contributes to decision making. Abstract

Rapid, inexpensive, sensitive, and selective enzyme‐linked immunosorbent assays (ELISAs) now are utilized in environmental science. In this laboratory, many ELISAs have been developed for pesticides and other toxic substances and also for their metabolites. Compounds for which ELISAs have recently been devised include insecticides (organophosphates, carbaryl, pyrethroids, and fenoxycarb), herbicides (s‐triazines, arylureas, triclopyr, and bromacil), fungicides (myclobutanil), TCDD, and metabolites of naphthalene and toluene. When chlorine lines from a new caustic soda plant were added to chlorine lines from an older plant that used the same chlorine compression and liquefaction systems, we encountered abnormal pressure fluctuations on the chlorine side of the new plant. These fluctuations were being transmitted to the chlorine cycle in the older plant, posing a safety hazard in both facilities. After checking the pressure control systems, a design correlation for positive-pressure seal pot was observed and it was found from the inconsistency in the sizes of those equipments in the two plants. The problem was solved by reducing the diameter of the chlorine pipeline in the positive-pressure seal pot of the new plant. After implementing this solution, pressure fluctuations were fully removed, and satisfactory pressure control was attained in both plants.  相似文献

This study integrates procedures of ISO14001 and port state control to establish environmental performance indicators (EPIs), specific to industrial ports and estates. Industrial Estate Authority of Thailand (IEAT), an owner of Map Ta Phut industrial port and estate, was used as a case study. Twelve EPIs were developed to assess 5 environmental management aspects being success, awareness, determination, preparedness, and environmental policy coverage. IEAT's deficiencies in managing the environment were identified for each management aspect. At the end of the study, suggestions on how to improve IEAT's environmental performance were recommended.  相似文献

Previous research found that National Flood Insurance Program (NFIP) premiums collected in some U.S. states, including California, have far exceeded damage payments. However, this finding raises the question of whether such an imbalance represents systematically good flood management or, instead, merely short-term hydrologic good luck. This study investigated patterns in flood losses on structures that pre-date and post-date the first available flood maps (“pre-Flood Insurance Rate Map [FIRM]” vs. “post-FIRM”) in California, several peer states, and nationwide. California has a larger inheritance of pre-FIRM structures than the national average, apparently reflecting development during the latter half of the 20th Century but before most Federal Emergency Management Agency (FEMA) flood maps. Pre-FIRM properties are a disproportionate cost burden on the system, and the number of pre-FIRM policies has declined over time, but only slowly. Local patterns in pre-FIRM claims suggest targeted areas for enhanced mitigation efforts, including buyouts. Conversely, we find that claims on post-FIRM policies are a reasonable metric of good floodplain management and enforcement, and California's 38% of post-FIRM policies generated just 24% of the state's NFIP claims. Local “post-FIRM claim hotspots” suggest areas to examine more closely. California continues to be a net payer into the National Flood Insurance Program, with $102 million in payouts 2009–2018 versus $2.3 billion in premiums collected, or 4.5 cents of premiums collected for every dollar of premiums. In California, its peer states, and nationwide, future management of flood risk depends on: (1) continued investment in flood control and mitigation of existing floodplain structures, and (2) prudent planning and limitations on new floodplain and coastal development.  相似文献
