In this final component of a three-part review, we present a national synthesis and evaluation of approaches for monitoring, assessing and reporting estuarine condition across Australia. Progress is evaluated against objective criteria that together provide a model of international best practice. We critically assess the limitations, inconsistencies and gaps that are evident across Australian jurisdictions, and identify common obstacles to future progress. Major strengths and successes are also highlighted, together with specific examples of best practice from around Australia that are transferable to other States and beyond. Significant obstacles to greater national coordination of monitoring and reporting practices include inconsistent spatial scales of management, pluralistic governance structures and the lack of any overarching legislation. Nonetheless, many perceptible advances have been made over the last decade across Australia in estuarine monitoring and health assessment, and there is great potential for further progress. Finally, we provide a list of recommendations to address some of the most pressing limitations and gaps, and support improved future monitoring, assessment and reporting for Australian estuaries.  相似文献

Historical 239Pu activity concentrations and 240Pu/239Pu atom ratios were determined in skeletons of dated modern corals collected from three locations (Chuuk Lagoon, Ishigaki Island and Iki Island) to identify spatial and temporal variations in Pu inputs to the Northwest Pacific Ocean. The main Pu source in the Northwest Pacific is fallout from atmospheric nuclear weapons testing which consists of global fallout and close-in fallout from the former US Pacific Proving Grounds (PPG) in the Marshall Islands. PPG close-in fallout dominated the Pu input in the 1950s, as was observed with higher 240Pu/239Pu atom ratios (> 0.30) at the Ishigaki site. Specific fallout Pu contamination from the Nagasaki atomic bomb and the Ivy Mike thermonuclear detonation at the PPG were identified at Ishigaki Island from the 240Pu/239Pu atom ratios of 0.07 and 0.46, respectively. During the 1960s and 1970s, global fallout was the major Pu source to the Northwest Pacific with over 60% contribution to the total Pu. After the cessation of the atmospheric nuclear tests, the PPG again dominated the Pu input due to the continuous transport of remobilised Pu from the Marshall Islands along the North Equatorial Current and the subsequent Kuroshio Current. The Pu contributions from the PPG in recent coral bands (1984 onwards) varied over time with average estimated PPG contributions between 54% and 72% depending on location.  相似文献

ProblemFall-related injuries have been a cause of worry during the end of the 20th century with increasing trends among the elderly.MethodUsing data from the Swedish National Patient Register (NPR) based on hospital admissions, this study explores the trends in fall-related fractures between 1998 and 2010.ResultsThe data shows a decreasing trend in fall-related fractures in all age- and sex-specific groups apart from men 80 years and above. While hip fracture incidence rates decreased in all age- and sex-specific groups, both central fractures and upper extremity fractures have increased in all age- and sex-specific groups apart from women 65–79 years. Lower extremity fractures have increased in the older age groups and decreased in the younger. Discussion: The differences found between the groups of fractures and by age- and sex-specific groups indicate a possible transition where more serious fractures are decreasing while less serious fractures increase among hospitalized cases.SummaryPerhaps due to a focus on hip fracture prevention, this study shows that while the incidence rate of hospitalized hip fractures has decreased, other fall-related hospitalized fractures have increased.Impact on industryPotentially, this could be indicative of a healthier younger elderly, coupled with a frailer older elderly requiring more comprehensive healthcare also for less serious injuries. The water–energy–food nexus is being promoted as a conceptual tool for achieving sustainable development. Frameworks for implementing nexus thinking, however, have failed to explicitly or adequately incorporate sustainable livelihoods perspectives. This is counterintuitive given that livelihoods are key to achieving sustainable development. In this paper we present a critical review of nexus approaches and identify potential linkages with sustainable livelihoods theory and practice, to deepen our understanding of the interrelated dynamics between human populations and the natural environment. Building upon this review, we explore the concept of ‘environmental livelihood security’ – which encompasses a balance between natural resource supply and human demand on the environment to promote sustainability – and develop an integrated nexus-livelihoods framework for examining the environmental livelihood security of a system. The outcome is an integrated framework with the capacity to measure and monitor environmental livelihood security of whole systems by accounting for the water, energy and food requisites for livelihoods at multiple spatial scales and institutional levels. We anticipate this holistic approach will not only provide a significant contribution to achieving national and regional sustainable development targets, but will also be effective for promoting equity amongst individuals and communities in local and global development agendas.  相似文献

The potential of climate change to impact local conflict and cooperation over natural resources has received relatively little attention. Bangladesh floodplains are highly vulnerable to environmental stresses that are worsening with climate change, and community organisations have to respond to water insecurity − seasonally too little or too much. Two case studies based on action research in contrasting water and climate stressed floodplain environments in Bangladesh investigate local conflicts over water management that worsened when water regimes changed. By overcoming conflicts and improving adaptation for all local actors the cases reveal the importance of local knowledge, innovations in institutions, external facilitation, and incentives provided by disadvantaged groups who contribute towards costs in return for a share in decision making power and better adapted water management. The cases show how community organisations diversified their responsibilities and took up the challenge of water management to address local priorities and overcome conflicts. Without a more flexible and enabling approach, public investments in adaptation are likely to focus on strengthening existing water management infrastructure without understanding local social interactions and complexity. This may strengthen elite dominance and local conflicts if there is no comparable investment in developing robust and fair local institutions.  相似文献

Safety analysis of nuclear and chemical/petrochemical facilities is the systematic process that is carried out throughout the design process to ensure that all the relevant safety requirements are met by the proposed design of the plant. Safety analysis should incorporate both deterministic and probabilistic approaches. These approaches have been shown to complement each other and both should be used in the decision making process on the safety and ability of the plant to be licensed.This paper deals with the deterministic safety approach in order to distill the experience of nuclear and chemical/petrochemical protection engineering through a safety analysis approach aiming at analysis of chemically reacting processes including thermodynamic and chemical reactions modelling that are present in both industries. For instance, there are some similarities between the Bhopal disaster and Three Mile Island-Fukushima-like H2 deflagration-detonation scenarios in nuclear containments. The phenomenology is similar in that the temperature and the pressure caused by exothermic reactions had increased dramatically leading to a loss of containment.The study aims to translate and adapt to general chemically reacting modelling, major features of the equivalent analysis inside the nuclear containments. Compartment containment for H2 deflagrations has been translated and adapted, with fixed tools, to the methyl-isocyanate storage tank 610 of the Bhopal plant.  相似文献

Accurate estimates of biogenic volatile organic compound emissions are critical for air quality planning in areas such as Eastern Texas where biogenic emissions comprise a significant fraction of the total volatile organic compound inventory. Uncertainties in biogenic volatile organic chemical emission estimates associated with different land use databases, surface temperature databases, and temperature interpolation methods were quantified and compared. The sensitivity of isoprene emissions to land use classification was investigated by comparing predictions based on land use data recently compiled for Eastern Texas to those based on the Biogenic Emissions Landcover Database version 3.1 (BELD3). Previous studies have only made these comparisons with the previous BELD version 2 database. Isoprene emission increased throughout much of Eastern Texas because areas classified as agricultural or savannah in BELD3 were more accurately classified as Post Oak, Live Oak, mesquite, and juniper in the new database. These results indicate the need for land use studies in areas poorly characterized in the BELD3. The sensitivity of isoprene emission estimates to uncertainties in surface temperatures were investigated by comparing predictions based on two different temperature databases and three different interpolation techniques. Spatial interpolations of surface temperatures collected at available Automated Surface Observing System (ASOS) stations in Houston, Austin, and Dallas were similar to the spatial interpolations of surface temperatures obtained from the ETA Data Assimilation System (EDAS). As a result, substantial variations in isoprene emissions were not observed over the majority of the modeling domain; however, differences of 4 F over localized regions produced a 35% difference in isoprene emissions. Comparisons between the isoprene emissions of the three interpolation methods sometimes revealed large variations, with maximum temperature differences of 4 F resulting in 60% differences in isoprene emissions in areas with the highest isoprene emissions. It was noted that the ASOS stations were clustered in urban areas and not in areas with the highest biogenic emissions. More ambient temperature monitors need to be located in rural locations to provide robust estimates of biogenic emissions and facilitate validation of interpolated temperature fields.  相似文献

The work presented in the present article was carried out for the purpose of evaluating the effects of the limitations imposed on children's autonomy on their acquisition of environmental knowledge. The representation of the home-school intinerary was investigated in 8–11 year old children who travelled along the itinerary in different ways (on their own, accompanied by an adult, on foot or by car). The tasks included a sketch map of the route and drawing the route on a blank map of the neighbourhood. In order to investigate the role of autonomy in the development of a full understanding of the environment in which they live, the children were asked to use landmarks to find their way around a blank map of the quarter and to mark on it the position of significant components of their environment. The children's freedom of movement in the quarter was investigated by indirect observation.The data were analysed and discussed as a function of the children's method of mobility, their age and gender. The results confirm the importance of the type of individual—environment interaction, in particular of freedom of movement, in acquiring, processing and structuring environmental knowledge. Children going to school on their own achieved the best performances in both making a sketch map of the itinerary and in drawing their movements on a blank map of the quarter. Even when the representation of the environment in which they live is taken into account, the key role played by autonomy is confirmed.  相似文献

In this paper we argue that the Exxon Valdez oil spill gained so much attention because of its setting in Alaska. Alaska symbolizes for many Americans the wilderness or frontier that has long been part of American thought. At the same time, American national development has largely depended on the discovery and use of the nation’s abundant natural resources. The setting of the Valdez spill in the seemingly pristine waters of Prince William Sound brought the tension between our national identification with wilderness and our national need for further natural resource exploitation into sharp focus. In the aftermath of the spill, a legislative deadlock was passed and the Oil Pollution Act of 1990 was passed. The Valdez accident had longer-term consequences as well, most prominent of which is related to the ongoing debate over whether to open up the coastal plain in the Arctic National Wildlife Refuge to further development.  相似文献
