汽车强制回收利用标准将出台提高准入门槛

中国汽车市场的快速增长，让汽车的回收利用问题日益凸显。记者近日获悉，工信部已经会同有关部门研究制定相关强制性标准。

中投顾问新能源行业研究员萧函认为，2014年是核电产业发展的关键时间点，核电产业的年度发展目标已经确定，有关部门对于核电的积极作用给予高度评价，核电巨头也会将具体的发展规划落实到位，核电产业有望迎来快速增长期。不过，核电产业仍面临重大挑战，政策方面能否全面放开还需要进一步观察，资本市场的概念炒作并不足以表明整个产业的发展态势，主力资金、游资助推股价只是从中获取利益而已。     

Externalities, Floating Population and Spatial Agglomeration

With the further development of socialist market economy, the mobility of factor markets in China, especially the labor market, is strengthened. Externalities interacts with the agglomeration of productive factors. Under the framework of new economic geography, this article presents a theoretical model involving the endogenous population density affected by urban externalities. Results show that the population density is more concentrated around the center because the degree and extent of interaction between individuals intensifies when the distance from the center decreases. When there are several externalities resources, the aggregation of externalities changes the configuration of spatial factor allocation. These results fit well with the empirical facts about the decreasing density of floating population along the cities of Guangzhou, Dongguan and Shenzhen in Guangdong Province which is situated in the eastern coast of the Pearl River Delta. We fred that under the impacts of externalities released from Hong Kong into the coast, floating population was more concentrated around Shenzhen and Dongguan, which are more adjacent to Hong Kong compared with Guangzhou City.

However, most of Chinese exports are primary goods or manufactured products that create heavy pollution and require intensive use of resources. Chinese products go abroad, but their following harms stay behind. The article analyzes many obvious low-price facts in China and their concomitant terrible environmental results in detail, and points out that there are huge hidden troubles in the way of China＇s sustainable development behind her seemingly flourishing economy.     

碳市场衔接的基本类型与思路分析
