Mountain pine beetles, Dendroctonus ponderosae (Hopkins) attack and can ultimately kill individuals and groups of pine trees, specifically lodgepole pine (Pinus contorta Dougl. ex. Loud var. latifolia Engl.). In British Columbia, beetle attack has increased from 164 000 ha in 1999 to over 13 million ha in 2008. Mitigation efforts can play a key role in addressing the impact beetle infestations can have on the forested landscape. In this research, the impact of mitigation on a mountain pine beetle infestation is examined within a network of 28 research plots where sanitation harvesting was completed (10 mitigated plots) and not completed (18 unmitigated plots). Three forest stand level modelling scenarios which predict the number of attacked trees, based on current infestation within the plots, were utilized to compare the differences between mitigated and non-mitigated plots. In the first scenario in the non-mitigated plots, 125 trees were infested after 10 years, while in the mitigated plots no trees were infested in the same time period. The second scenario indicates the level of mitigation required to suppress beetle infestations where the proportion of mitigated trees was calculated for each plot by counting the residual attack and the number of mitigated trees. The average mitigation rate over all plots of 43% (range 0–100%) is not sufficient to provide control. In the non-mitigated plots, the average population expansion rate was 5 (range of 0–18) which requires a detection accuracy of 74% to reliably detect infestation. The third scenario estimated the length of time required for ongoing detection, monitoring, and mitigation to bring an infestation under control. If mitigation efforts were maintained at the current rate of 43%, the beetle population would not be adequately controlled. However, when aided by continued detection and monitoring of attacked trees, mitigation rates greater than 50% are sufficient to control infestations, especially with persistent implementation, aided by continued detection and monitoring of infested trees.  相似文献

ABSTRACT

Public schools are more than educational institutions; they are essential to creating liveable neighbourhoods. Despite their importance, public schools are being permanently closed across North America, and particularly in the Canadian province of Ontario. In 2015, one of Ontario's public school boards made the decision to permanently close the province's oldest public high school, located in the urban core of the historic midsized city of Kingston. While the school is not scheduled to close until late 2019, the established fate of this prominent public asset has important consequences for the liveability of Kingston's urban core. Accordingly, the objective of this study was to document residents’ perceived impacts of the decision to close to Kingston Collegiate Vocational Institute (KCVI) on liveability in the school's catchment area. We observed widespread dissatisfaction with the decision to close KCVI (85%), with large proportions of respondents (above 40%) anticipating KCVI's closure to negatively impact neighbourhood liveability in various ways in the future. Approximately one-quarter of respondents indicated that they have considered moving as a result of the decision, and among these, concerns about negative impacts to household-level well-being were particularly acute. Given the socio-demographic profile of respondents who have considered moving, these findings suggest that the closure of KCVI could have a destabilising effect on the neighbourhoods within the KCVI catchment area by driving families out of the city's urban core. Our findings suggest that policies to address concerns of under-enrolment are short-sighted and undermine efforts of other sectors to promote liveable communities.  相似文献

A telephone survey was conducted in four countries in November 1998 to compare drivers in the United States with those in Australia, Canada, and the United Kingdom regarding their attitudes toward seat belts and belt use laws. More than 90 percent of the 2251 respondents said they thought seat belts are effective, but self-reported belt use was significantly lower in the United States than in the other countries. Respondents in Australia and the United Kingdom had similar views about what they thought were important reasons for using seat belts and had the highest self-reported use. Reasons given for using belts by Canadian and US respondents were quite similar to one another, yet US respondents had significantly lower self-reported use rates, a difference thought to be due to vigorous enforcement of the law in Canada. US drivers were less likely than Australian and UK drivers to say they used belts out of habit, to avoid a ticket, or because it is required by law and more likely to say they used belts for situational reasons. US drivers were least likely to be in favor of belt use laws. Canadian drivers reported the most experience being checked by police for belt use and were most likely to think that nonusers would be caught. US drivers in primary enforcement jurisdictions were more likely than those in secondary jurisdictions to think that drivers not using belts would be caught and more likely to say they always used belts. Results of this survey indicate that seat belt use in the United States could be increased by adoption of primary enforcement laws and highly visible enforcement programs of the type used in Canada, and that seat belt use could be increased in all countries by increasing the penalties for nonuse.  相似文献

Since Confederation in 1867, official Canadian settler government policy on the environment has sought to simultaneously preserve “wilderness” and exploit natural resources for market gain. In the 1960s, the nascent North American modern environmental movement pushed for stronger regulation on pollution and toxics – and a more institutionalised state-led response to environmental problems emerged. Throughout the last five decades, three principal “eras” of federal government reaction have emerged in response to mounting scientific evidence and public pressure to act on environmental issues. The first, from the late-1960s to mid-1980s, saw the development and implementation of early environmental policy and programmes. The second era, from the mid-1980s to mid-2000s co-occurred alongside the rise of the sustainable development paradigm, and is marked by the Canadian government’s attempt at leadership on the global stage. The third era, from the mid-2000s to 2015, demonstrates a shift from environmental regime-building and multilateral collaboration toward rollbacks and obstructionism. Under the leadership of Prime Minister Stephen Harper, the government of Canada reversed decades of progress and cooperation on the environment and sustainable development through its muzzling of government scientists, superficial co-optation of climate policy, rollbacks of environmental legislation and disparagement of environmental activists. In total, by shifting the federal government from a position of ineffective benevolence on environmental issues to one of contention and antagonism, the Harper government’s approach represents a departure from Canadian environmental governance norms and sought to remake the identity of Canada as an energy superpower inextricably tied to its oil and gas industry.  相似文献

Introduction: The objective of this study is to examine sport and recreational (S&R) activity participation and injury rates (IR) in high school students (ages 14–19). Methods: High school students (N = 24 schools, n = 2,029; 958 male, 1,048 female, 23 identified ‘other’ or missing; ages 14–19) in Alberta completed a web-based survey during class (October 2018–March 2019). Students identified their top three sports for participation in the past year. Primary outcome measures included IR for (a) any S&R-related injury, (b) most serious S&R-related injury resulting in medical attention, and (c) most serious injury resulting in restriction from S&R for at least one day. Results: In total, 1763/2029 (86.89%) respondents [861/958 (89.87%) male, 886/1048 (84.54%) female, 16/23 (69.57%) identifying as ‘other’ or missing] participated in an S&R activity in the past year. Top sports for male participation were basketball (33.08%; 95% CI 27.67–39.00), ice hockey (20.46%; 95% CI 14.87–27.47), and soccer (19.42%; 95% CI 15.67–23.80). Top sports for female participation were dance (22.52%; 95% CI 17.98–27.82), basketball (18.32%; 95% CI 14.32–23.14), and badminton (17.84%; 95% CI 13.35–23.43). Of the 1,971 students completing the S&R injury question, 889 reported at least one injury during the past year [(IR = 45.10 injuries/100 students/year (95% CI 39.72–50.61)]. The medical attention IR was 29.09 injuries/100 students/year (95% CI 24.49–34.17) and time loss IR was 36.00 injuries/100 students/year (95% CI 30.47–41.93). Conclusions: High school student S&R IRs are high with 29% of adolescents reporting at least one medical attention injury within the past year. Injury prevention strategies targeting youth are necessary. Practical Application: Participation in S&R activities has multiple physical, psychological, and health benefits for adolescents, but some S&R activities also have greater risks of injury. This study informs the next sports to target for implementation of optimal prospective surveillance and injury prevention strategies among high school aged students.  相似文献

In recognition of the many values that people ascribe to nature, federal, provincial, and territorial agencies worked inpartnership to complete the 'Survey on the Importance of Natureto Canadians' (SINC) in 1981, 1987, 1991, and 1996. Between 1981 and 1996, more than 80% of Canadians 15 years of age and older engaged in one or more nature-related activities. This paper describes the evolution of this cooperative monitoring program, defines a classification system as a context for the values examined by the SINC, highlights trends of some nature-related recreational activities measured by the survey, and comments onthe importance of this information to Canadians.  相似文献

Instead of legislating after the Bhopal accident, Canada choose to innovate by adopting a consultative approach. In 1987, Environment Canada set up the Major Industrial Accidents Council of Canada (MIACC), a non profit organization financed by the federal and provincial governments and industry.

MIACC was a process rather than a structure. Governments, industries, responders, trade unions, NGOs, etc. have shared their expertise. It has worked as a partnership for the development of standards, guidance documents, etc. in prevention, preparedness, response and recovery.

MIACC ceased to exist in 1999. Although, MIACC disappearance is unfortunate, it is not dramatic. A culture of partnership, of working together towards common objectives, is now well in place and influences the development of regulations.

Natural disasters and the 911 terrorist attack on New York triggered the publication of regulations.

The legislative process started in 2001 with the Province of Quebec adopting a new Civil Protection Act for the protection of persons and property against disasters.

Year 2003 saw major developments in the regulation of emergencies—changes that are likely to have significant influences on how companies operate in Canada. Surprisingly, however, these changes have received little attention in the media, and many companies may not be aware of their implications.

This paper will review these developments, and will examine what has already taken place. Topics include:

• The federal regulation of environmental emergencies under the Canadian Environmental Protection Act;

• Extension of the Criminal Code of Canada to allow criminal charges and possibly heavy penalties for senior officials and corporations, including an explicit legal duty to protect workers from harm;

• Quebec Civil Protection Act designed to identify and manage risks;

• Ontario‘s stepwise regulation of municipal emergency preparedness with the intended goal of NFPA 1600 compliance by 2007, and the implications for the process industries;

• Potential regulation at the municipal level.

Abstract:  In North American boreal forests, wildfire is the dominant agent of natural disturbance. A natural-disturbance model has therefore been promoted as an ecologically based approach to forest harvesting in these systems. Given accelerating resource demands, fire competes with harvest for timber, and there is increasing pressure to salvage naturally burned areas. This creates a management paradox: simultaneous promotion of natural disturbance as a guide to sustainability while salvaging forests that have been naturally disturbed. The major drivers of postfire salvage in Canadian boreal forests are societal perceptions, overallocation of forest resources, and economic and policy incentives, and postfire salvage compromises forest sustainability by diminishing the role of fire as a critical, natural process. These factors might be reconciled through consideration of fire in resource allocations and application of active adaptive management. We provide novel treatment of the role of burn severity in mediating biotic response by examining its influence on the amount, type, and distribution of live, postfire residual material, and we highlight the role of fire in shaping spatial and temporal patterns in forest biodiversity. Maintenance of natural postfire forests is a critical component of an ecosystem-based approach to forest management in boreal systems. Nevertheless, present practices focus heavily on expediting removal of timber from burned forests, despite increasing evidence that postfire communities differ markedly from postharvest systems, and there is a mismatch between emerging management models and past management practices. Policies that recognize the critical role of fire in these systems and facilitate enhanced understanding of natural system dynamics in support of development of sustainable management practices are urgently needed.  相似文献

The approach developed by Environment Canada to assess risk to aquatic and terrestrial plants in nontarget habitats potentially exposed to pesticides evaluated for registration is described. An anonymous sample of pesticide submissions is used to illustrate the approach and to examine its merits and limitations in relation to test species, response variability, testing protocols, ecological relevance, and comparability with other regulatory agencies. Future directions are identified, particularly in relation to impending nontarget-plant testing guidelines for pesticide registration in Canada. This approach incorporates some of the latest research and developments in the field of risk assessment for plants. The novelty of this approach also lies in the use of the plant screening data routinely generated by chemical pesticide companies, which is intended to provide a maximum amount of information to evaluators at minimal increment cost to registrants. The proposed approach can serve as a basis for guideline development and modernization for other jurisdictions.  相似文献
