PROBLEM: This paper considers the role and value of an extended learner's period in a graduated licensing system. METHOD: Review and synthesis of the literature. RESULTS: The learner's permit allows beginners to practice under supervision before attempting the road test for a driver's license. A learner's permit stage was an integral part of the "provisional" (graduated) licensing model initially formulated by NHTSA in the mid-1970s. Almost all Canadian provinces and U.S. states now have graduated licensing (GDL) programs that typically include an extended period of supervised driving. Most parents and teens favor the learner stage, and consistent with the intent of GDL, most learners are practicing and gaining driving experience under low-risk conditions. Research shows that very few learners crash while under supervision and that an extended learner stage has safety benefits. IMPACT ON RESEARCH, PRACTICE AND POLICY: Further research is needed on the safety benefits of an extended learner stage and on its optimal features.  相似文献

Graduated Driver Licensing (GDL) inserts between the leaner permit and full licensure an intermediate or "provisional" license that allows novices to drive unsupervised but subject to provisions intended to reduce the risks that accompany entry into highway traffic. Introduction of GDL has been followed by lowered accident rates, resulting from both limiting exposure of novices to unsafe situations and by helping them to deal with them more safely. Sources of safer driving include extended learning, early intervention, contingent advancement, and multistage instruction. To extend the learning process, most GDL systems lengthen the duration of the learner phase and require a specified level of adult-supervised driving. Results indicate that extended learning can reduce accidents substantially if well structured and highly controlled. Early intervention with novice traffic violators have shown both a general deterrent effect upon novice violators facing suspension and a specific effect upon those who have experienced it. Making advancement to full licensure contingent upon a violation-free record when driving on the provisional license has also evidenced a reduction in accidents and violations during that phase of licensure. Multistage instruction attempts development of advanced skills only after novices have had a chance to master more basic skills. Although this element of GDL has yet to be evaluated, research indicates crash reduction is possible in situations where it does not increase exposure to risk. While the various elements of GDL have demonstrated potential benefit in enhancing the safety of novice drivers, considerable improvement in the nature and enforcement of GDL requirements is needed to realize that potential.  相似文献

PROBLEM: Road traffic injury is the leading cause of death among adolescents in high-income countries. Researchers attribute this threat to driver risk taking, which driver education (DE) attempts to reduce. Many North American authorities grant DE graduates earlier access to unsupervised driving despite no evidence of this being a safety benefit. This theoretical article examines risk taking and DE in relation to an apparent mobility bias (MB) in policymaking. METHOD: The MB is defined, the history and sources of driver risk taking are examined, and the failure of DE to reduce collision risk is analyzed in relation to a potential MB in licensing policies. DISCUSSION: The author argues that DE's failure to reduce adolescent collision risk is associated with a MB that has produced insufficient research into DE programs and that influences public policymakers to grant earlier licensure to DE graduates. Recommendations are made regarding future research on DE and risk taking, coordinated improvements to DE and driver licensing, and a plan to reduce collision risk by encouraging parental supervision after adolescent licensure. IMPACT ON INDUSTRY: Research on adolescent driver risk taking would have direct applications in DE curricula development, driver's license evaluation criteria, graduated licensing (GDL) policies, as well as other aspects of human factor research into the crash-risk problem.  相似文献

Accidents in university laboratories not only create a great threat to students’ safety but bring significant negative social impact. This paper investigates the university laboratory safety in China using questionnaire and Bayesian network (BN) analysis. Sixteen influencing factors for building the Bayesian net were firstly identified. A questionnaire was distributed to graduate students at 60 universities in China to acquire the probability of safe/unsafe conditions for sixteen influencing factors, based on which the conditional probability of four key factors (human, equipment and material, environment, and management) was calculated using the fuzzy triangular theory and expert judgment. The determined conditional probability was used to develop a Bayesian network model for the risk analysis of university laboratory safety and identification of the main reasons behind the accidents. Questionnaire results showed that management problems are prominent due to insufficient safety education training and weak management level of management personnel. The calculated unsafe state probability was found to be 65.2%. In the BN analysis, the human factor was found to play the most important role, followed by equipment and material factor. Sensitive and inferential analysis showed that the most sensitive factors are personnel incorrect operation, illegal operation, and experiment equipment failure. Based on the analysis, countermeasures were proposed to improve the safe management and operation of university laboratories.  相似文献

Since the United Nations Conference on Environment and Development (UNCED) [1992, Agenda 21: programme of action for sustainable development. Rio de Janeiro, Brazil, 294pp.], the management of information has become central to the management of forest resources. In the cases of North America and Europe, similar issues have been challenging policy makers as they determine the information suitable for monitoring progress towards sustainable forest management (SFM). Using an 'online' survey, this research explored multiple stakeholder perspectives on monitoring and information reporting for SFM in different jurisdictions. The research was based on the premise that an analysis of the variation in stakeholder observations across a range of SFM 'issue areas' could provide valuable insight into the perceived need for SFM-related monitoring and information reporting in the regions of Europe, Canada and the USA. Despite the traditional limitations associated with exploratory survey research, the results indicate a demand for more information on SFM-related issues. The results also highlight the degree to which the perceptions of a sample of stakeholders can differ between Europe, USA and Canada. While these results cannot be generalized beyond the present study, they do suggest that further studies are needed to understand stakeholder perspectives on forestry-related monitoring and information reporting in different jurisdictions.  相似文献

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. In this sense, reliable information can help governments and professional associations to set future C&D waste management regulations, training programmes and dissemination tools, inspections, etc.  相似文献

The proliferation of applied behaviour change science over the past decade has provided new ways of thinking about policy making. Policy makers now have a range of frameworks and methods to assist in formulating change for social and environmental benefits. However, the development of strategies for the identification and prioritisation of target behaviours has been less forthcoming. This paper outlines a tool to assist in behaviour selection. Behaviours are assessed for their potential impact on addressing a specific issue, the likelihood of adoption by the target audience and existing participation levels within the target audience. Each of these characteristics is scored, allowing behaviours to be mapped onto a meaningful, visual, matrix for prioritisation. Additional data on behaviour type and the key perceived barriers to participation in each behaviour are layered onto the matrix to provide direction for intervention design. An application of the prioritisation matrix is presented within an environmental context through a case study of water demand management behaviours for domestic consumers in Australia. The prioritisation matrix could provide a decision-making tool for policy makers to assist in the selection of target behaviours to address complex issues.  相似文献

This is the second update of research on graduated driver licensing (GDL) and teenage drivers. It briefly summarizes research in progress and research published since the January 2004 update (Hedlund, J. & Compton, R. [2004]. Graduated driver licensing research in 2003 and beyond. Journal of Safety Research 35(1), 5-11). Research has been very active, especially on teenage driver risk factors, GDL program evaluations, the role of parents in managing and training their teenage drivers, and driver education. Results have strengthened the case for GDL, for nighttime and passenger restrictions, and for extended supervised driving practice.  相似文献

BACKGROUND: Most seat belt use laws originally passed in the United States contained language restricting enforcement to drivers already stopped for some other reason. States that have since removed this secondary enforcement restriction have reported increased seat belt use. The purpose of the present study was to estimate the effect of these law changes on driver fatality rates. METHOD: Trends in passenger vehicle driver death rates per billion miles traveled were compared for 10 states that changed from secondary to primary seat belt enforcement and 14 states that remained with secondary enforcement. RESULTS: After accounting for possible economic effects and other general time trends, the change from secondary to primary enforcement was found to reduce annual passenger vehicle driver death rates by an estimated 7% (95% confidence limits 3.0-10.9). CONCLUSION: The majority of U.S. states still have secondary enforcement laws. If these remaining secondary laws were amended, an estimated 696 deaths per year could be prevented.  相似文献

OBJECTIVE: To determine the characteristics of speeders, defined as drivers of vehicles traveling at least 15 mph above the posted speed limit and relatively faster than surrounding vehicles. METHODS: Vehicle speeds were recorded on 13 roads in Virginia with speed limits ranging from 40 to 55 mph. Speeders were compared with slower drivers, defined as drivers of adjacent vehicles traveling no more than 5 mph above the speed limit. License plates were used to identify vehicle owners; owners were inferred to have been driving if observed gender and estimated age matched those of the registered owner. For these drivers, information on exact driver age and gender, vehicle make and model, and driving record was obtained from the Virginia Department of Motor Vehicles. RESULTS: Five percent of the vehicles observed were traveling at least 15 mph above the limit, and 3% qualified as speeders, as defined in this study. Speeders were younger than drivers in the comparison group, drove newer vehicles, and had more speeding violations and other moving violations on their records. They also had 60% more crashes. DISCUSSION: Speeders are a high-risk group. Their speeding behavior is not likely to be controlled without vigorous, consistent enforcement, including the use of automated technology.  相似文献
