环境损害评估:国际制度及对中国的启示   总被引:7,自引:2,他引:5  
随着全社会对资源环境稀缺性和环境价值认同的不断深入,世界各国从污染防治和生态环境保护实践中逐渐形成并健全了环境损害评估制度.环境损害评估的实践活动在科学研究层面对环境法学、环境经济学、环境科学、环境工程等相关学科的发展提出了新的挑战;在应用层面不断推动相关法律法规、技术方法、工作机制、程序导则的形成和完善.在比较分析美国、欧盟、日本等环境损害评估国际实践经验的基础上,明确了环境损害评估相关概念、内涵与范畴,系统梳理了各国相关法律法规、工作机制、技术导则、评估方法、资金来源以及沟通协调等制度内容.当前我国环境损害评估理论和实践都处于起步阶段,结合我国当前严峻的环境形势和社会经济发展阶段特征,借鉴国外先进经验,提出了我国环境损害评估的定位和发展方向,对探索适合我国国情的环境损害评估制度具有重要意义.  相似文献

The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal zone management problems and their associated side effects, as well as national and international evolution patterns will be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses in relation to the carrying capacity of the shoreline.  相似文献

The purpose of this study is merely to review the current situation in the designing and implementation of the emission trading programs in Europe. Historical data show that although there is a series of shortcomings in their current functioning, employing such instruments for GHG reduction policy making is strongly expected to be efficient and effective. The European Union Emission Trading Scheme (EU ETS), Clean Development Mechanism (CDM) and Joint Implementation (JI) are just a few examples of the ambitious EU initiative that heavily relies on such instruments. We dwell on their operations and achievements by far and all the content in this article is expected to convince the Chinese government and regional public authorities to take positive actions and attitudes in promoting these instruments.  相似文献

Freshwater ecosystems are among the most threatened in the world, while providing numerous essential ecosystem services (ES) to humans. Despite their importance, research on freshwater ecosystem services is limited. Here, we examine how freshwater studies could help to advance ES research and vice versa. We summarize major knowledge gaps and suggest solutions focusing on science and policy in Europe. We found several features that are unique to freshwater ecosystems, but often disregarded in ES assessments. Insufficient transfer of knowledge towards stakeholders is also problematic. Knowledge transfer and implementation seems to be less effective towards South-east Europe. Focusing on the strengths of freshwater research regarding connectivity, across borders, involving multiple actors can help to improve ES research towards a more dynamic, landscape-level approach, which we believe can boost the implementation of the ES concept in freshwater policies. Bridging these gaps can contribute to achieve the ambitious targets of the EU’s Green Deal.  相似文献

Large amounts of waterborne nutrients are major problems for society since they can cause harmful algal blooms in surface water bodies. Consequently, there are a variety of national and international guidelines, e.g. Swedish National Environmental Quality Objectives and the EU Water Framework Directive, which include targets to be achieved within a certain time frame. This paper uses the example of a large Swedish lake to show that national and international targets must be adapted to the local situations. Despite decreasing nutrient concentrations, cyanobacterial blooms in the lake have increased over recent years. We found that these blooms coincide with depleted nitrate–nitrogen concentrations and increased water temperatures. We propose a simple model with water temperature, nitrate–nitrogen and total phosphorus concentrations as input variables as a basis for formulation of regional eutrophication targets. Political decisions should be preceded by open discussion between policymakers and scientists to differentiate between real knowledge, assumptions or feelings. For optimal results, recommendations for reducing nutrient load should consider all sources, including urban stormwater and wastewater from rural houses, and should be founded on a balanced reduction in emissions of algae-available nutrients. In addition, climate change calls for more effective environmental policy to protect surface water resources.  相似文献

Traditional flood protection methods have focused efforts on different measures to keep water out of floodplains. However, the European Flood Directive challenges this paradigm (Hartmann and Driessen, 2013). Accordingly, flood risk management plans should incorporate measures brought about by collaboration with local governments to develop and implement these measures (Johann and Leismann, 2014). One of the challenges of these plans is getting and keeping stakeholders involved in the processes related to flood risk management. This research shows that that this challenge revolves around how flood risks are socially constructed.Therefore it is essential to understand and explain the risk perception of stakeholders. System Theory by Luhmann provides the analytical distinction between ‘internal risk’ and ‘external danger’ as key concepts to understand whether or not stakeholders will take action (Luhmann, 1993). While perceptions of ‘external danger’ will not lead to action, perceptions of ‘internal risk’ urge stakeholders to take action.The cases of the rivers Lippe and Emscher in the dense populated region between Duisburg and Dortmund in Germany illustrate how these theoretical concepts materialise in practice. This contribution shows how flood risks are socially constructed and how this construction is influenced by the European flood risk management plan. While clearing up some of the difficulties from the Flood Directive, the research shows a gap between the Flood Directive and the current theory and planning practice, which needs to be addressed in further research.  相似文献

Climate equity is a crucial but difficult element in negotiations on a post-2012 climate regime. With respect to the trading of greenhouse gas emissions the equity aspect is considered in the Kyoto Protocol which demands that emissions trading should be supplemental to domestic abatement efforts. The question arises whether a linking of the European Union Emissions Trading Scheme (EU ETS) to non-EU emission trading schemes or the Clean Development Mechanism (CDM) could have an impact on principles of climate justice and thus potentially affect ongoing negotiations. In this study, we present the results of a three step analysis: In a first step, it estimates mid-term greenhouse gas emission entitlements for Annex B and Non-Annex B countries for the year 2020 which keep within reach a stabilization of the CO2 concentration at 450 ppmv in the long-term. In the second step, the resulting emission entitlements are used as an input to an economic partial-equilibrium model in order to assess the shift of abatement efforts under different scenarios of linking the EU ETS. In a third step, we analyze the outcome of the economic model with respect to the future trend of European per capita emissions under the current EU ETS relative to different scenarios of linking the EU ETS. The model results indicate that European per capita emissions have to be reduced to a considerably smaller extent if a linking of the EU ETS is accompanied by an optimal design of the National Allocation Plans and if low-cost CO2 permits became available via the CDM to a large extent.
