India and Canada share a common heritage in natural resources management. Both have a colonial background, settlers and indigenous peoples; there is a history of management agencies with utilitarian attitudes, and a history of treating public lands as commodities for commerce rather than as resources for local livelihoods. This historical context guided the overall goal of this study, which was policy development for the sustainable use of mountain environments. Interviews, workshops and seminars were held with local people and resource management professionals in a comparative case study in two regions; the Kullu area in Himachal Pradesh, India and the Arrow Lakes area in British Columbia, Canada. The paper is organized around two main objectives of the work relating to the successes and failures of mountain environment resource management policies and the development of criteria for assessing and monitoring sustainability in mountain environments, in particular, criteria for examining relevant crosscultural dimensions of sustainable development in these environments. By way of conclusion the paper considers further ways in which traditional resource policy development and implementation is being challenged by changing values and priorities; ecosystems management with people; and co-management and public participation. 相似文献
St. Lucia faces numerous challenges associated with striking a balance between its economic and conservation goals with respect to the Pitons Management Area (PMA) World Heritage Site. Among the various stakeholders, the public sector, which largely constitutes the administrative authorities representing the general public, plays an instrumental role in site management. They are primarily responsible for policy formulation as well as the provision of fiscal incentives and funds to assist in the maintenance of the site. Based on a qualitative inquiry approach, this study explored the perspectives of key persons among pertinent public and non-profit organizations. Semi-structured interviews were conducted among local and national representatives from the public sector. Results revealed that the designation of the PMA as a World Heritage Site has presented both opportunities and challenges to the management of the site. Findings strongly indicate that the integrity and sustainability of the site is at stake due to a lack of commitment, coordination and political will in the public sector. 相似文献
SUMMARY This paper is concerned with a twenty-five year campaign against the relocation of the Komatsu-Tenmangu shrine as a result of the enlargement of the Kakehashi river. The Komatsu-Tenmangu shrine is an important cultural property of Japan, and was constructed by Toshitsune Maeda, the third dynasty of the Kaga clan in 1657. It is suggested that the primary reason why it took so long to settle this issue is a flaw in our social system for managing public works. It is concluded that preservation of cultural property is not always contrary to land development, and that the proposed procedures or something like them must be put into practice for the real expansion of our culture. 相似文献
This paper examines changes in disaster response and relief efforts and recent web‐based geospatial technological developments through an evaluation of the experiences of the Center for Geographic Analysis, Harvard University, of the Sichuan (2008) and Haiti (2010) earthquake responses. This paper outlines how conventional GIS (geographic information systems) disaster responses by governmental agencies and relief response organisations and the means for geospatial data‐sharing have been transformed into a more dynamic, more transparent, and decentralised form with a wide participation. It begins by reviewing briefly at historical changes in the employment of geospatial technologies in major devastating disasters, including the Sichuan and Haiti earthquakes (case studies for our geospatial portal project). It goes on to assess changes in the available dataset type and in geospatial disaster responders, as well as the impact of geospatial technological changes on disaster relief effort. Abstract Warnings and emergency planning for flooding are based on the reality that no matter how thorough our investigations and flood prevention efforts through engineered structural works or land use management, some risk will always remain. This paper examines recent experience with flood warnings in the UK and continental Europe. It combines this experience with an overview of the relevant literature to identify lessons for incorporation into policy, and problem areas which would most obviously benefit from additional research. Throughout, the emphasis is on the non-engineering aspects of warning systems. Results indicate that much is being achieved in terms of the detail of warning design, but the broader issues seem to be largely ignored by both the research literature and practice. First among these broader issues is the failure, by those charged with warning system development and operation, to conceptualise the warning task as one based explicitly on the needs of those at risk. Making this happen will require the development of processes to build the necessary culture of cooperation and learning among the many organisations involved. 相似文献
While the listeriosis outbreak of 2008 brought attention to food safety decision making in Canada, little of that attention was placed on public involvement and risk communication. With a primary focus on Health Canada (HC) and the Canadian Food Inspection Agency (CFIA), this article describes the state of microbial-related public involvement and risk communication undertakings and suggests ways in which improvements can be made. The findings show that public involvement and risk communication activities have been strengthened since the outbreak, but they have become neither dialogical nor highly participatory. HC engages with experts to a far greater extent than with the lay public and it has fallen short in fulfilling its stated commitment to openness and transparency. Furthermore, both HC's and the CFIA's approach to risk communication has been overly general, has failed to provide opportunities for dialogue with vulnerable and more general groups with whom it is communicating and is not rooted in foodborne surveillance data. Public involvement in food safety governance would be improved if HC provided the lay public with a seat on advisory committees and improved its public involvement reporting methods. HC and the CFIA could also make risk communication improvements by creating opportunities for dialogue between officials and the general public, and by exploring alternative risk communication vehicles, such as food labels. 相似文献

In order to evaluate the costs and prices of the electricity from renewable energy sources (RES-E) and their effects to the market, this paper firstly focus on the extra costs of the RES-E by breaking it into four parts, including investment, construction, connection and operation. Then, the policy choices made in some typical industrialized countries are examined to find answers to the problems RES-E can raise. Fire events are an annual phenomenon in Greece with damages and even casualties, making their understanding and management important. In this paper, we present fire events provided by NASA Fire Information for Resource Management System and place them along a number of spatial types defined by relief and land cover classes. Results demonstrate that the occurrence of fire events is related more to some land cover classes than others. The most important in terms of overall frequency in all types of terrain is ‘Agricultural Areas’, as a result of farming practices that involve fire. The second more important type of areas is ‘Artificial Surfaces’, especially in low lying areas. These events are related to urban growth and sprawl and are very often a direct outcome of speculation practices with land properties, encouraged by the absence or poor implementation of spatial planning. 相似文献
Identifying source information after river chemical spill occurrences is critical for emergency responses. However, the inverse uncertainty characteristics of this kind of pollution source inversion problem have not yet been clearly elucidated. To fill this gap, stochastic analysis approaches, including a regional sensitivity analysis method, identifiability plot and perturbation methods, were employed to conduct an empirical investigation on generic inverse uncertainty characteristics under a well-accepted uncertainty analysis framework. Case studies based on field tracer experiments and synthetic numerical tracer experiments revealed several new rules. For example, the release load can be most easily inverted, and the source location is responsible for the largest uncertainty among the source parameters. The diffusion and convection processes are more sensitive than the dilution and pollutant attenuation processes to the optimization of objective functions in terms of structural uncertainty. The differences among the different objective functions are smaller for instantaneous release than for continuous release cases. Small monitoring errors affect the inversion results only slightly, which can be ignored in practice. Interestingly, the estimated values of the release location and time negatively deviate from the real values, and the extent is positively correlated with the relative size of the mixing zone to the objective river reach. These new findings improve decision making in emergency responses to sudden water pollution and guide the monitoring network design.
