Canada is vulnerable to a wide range of natural and human-induced disasters. Recent experience with major natural disasters demonstrated that more needs to be done to protect Canadians from the impacts of future disasters. The Government of Canada, through the Department of Public Safety and Emergency Preparedness Canada, has conducted consultations with provinces, territories and stakeholders to develop a national disaster mitigation strategy (NDMS) aimed at enhancing Canada's capacity to prevent disasters before they occur and promoting the development of disaster-resilient communities. This paper provides an overview of Canada's emergency management and hazards context. It reports on the preliminary findings of consultations with stakeholders and evaluates the usefulness of the deliberative dialogue methodology that was used to facilitate the consultations. Examples that are illustrative of recent Canadian efforts on disaster mitigation and the challenges respecting the development and future implementation of a NDMS are also discussed.  相似文献

Risk decision-making in natural hazards encompasses a plethora of environmental, socio-economic and management-related factors, and benefits greatly from exploring possible patterns and relations among these multivariate factors. Artificial neural networks, capable of general pattern classifications, are potentially well suited for risk decision support in natural hazards. This paper reports an example that assesses the risk patterns or probabilities of house survival from bushfires using artificial neural networks, with a simulation data set based on the empirical study by Wilson and Ferguson (Predicting the probability of house survival during bushfires, Journal of Environmental Management 23 (1986) 259–270). The aim of this study was to re-model and predict the relationship between risk patterns of house survival and a series of independent variables. Various configurations for input and output variables were tested using neural networks. An approach for converting linguistic terms into crisp numbers was used to incorporate linguistic variables into the quantitative neural network analysis. After a series of tests, results show that neural networks are capable of predicting risk patterns under all tested configurations of input and output variables, with a great deal of flexibility. Risk-based mathematical functions, be they linear or non-linear, can be re-modelled using neural networks. Finally, the paper concludes that the artificial neural networks serve as a promising risk decision support tool in natural hazards.  相似文献

以多溴二苯醚(PBDEs)为阻燃剂的电器的使用是室内灰尘中PBDEs的一个重要来源,其中,电脑是人们日常使用时间较长的电子设备之一.采集了主要电脑厂商过去十年间生产的笔记本和台式机内置散热风扇处的灰尘,研究了灰尘中PBDEs的含量、组成、来源及人体暴露量,并评价了其环境健康风险.结果表明,各主流品牌电脑均有部分样品∑PBDEs含量较高,显示其可能都曾使用PBDEs作为阻燃剂.组成上,笔记本和台式机均以BDE-209为主(笔记本:89.4%,台式机:93.3%).53%的笔记本(19/36)和台式机(10/19)灰尘中∑PBDEs与室内降尘对照样的比值>1.其中,8台笔记本和2台台式机的比值>10(77±99和53±61),表明部分电脑的组件中添加了PBDEs,其运行使用是室内环境中PBDEs的来源之一.人体通过灰尘摄入途径暴露于电脑释放源∑PBDEs的非致癌风险(HI)和BDE-209的致癌风险(CR)均比呼吸暴露途径高1~2个数量级,显示灰尘摄入在人体对电脑等室内PBDEs释放源的暴露中扮演主要角色.各暴露途径的暴露量均低于RfD,HI > 1和CR > 10-6(可接受致癌风险的上限)的超标概率均小于0.000%,显示人体通过灰尘摄入和呼吸途径暴露于电脑释放源PBDEs的环境健康风险低,但由于人体对PBDEs暴露途径的多样性,其叠加后的暴露量和健康风险仍需进一步研究评估.BDE-209是我国人体经灰尘摄入和呼吸途径暴露于电脑释放源PBDEs的首要同系物.主要低溴BDE的暴露风险随溴代数降低而增加,BDE-209漫长复杂的自然降解所产生低溴BDE的环境健康风险值得继续关注.  相似文献

Drivers of earth-moving machines are exposed to whole-body vibration (WBV). In mining operations there can be a combination of relatively high magnitudes of vibration and long exposure times. Effective risk mitigation requires understanding of the main aspects of a task that pose a hazard to health. There are very few published studies of WBV exposure from India. This paper reports on a study that considered the contribution of the component phases of dumper operations, on the overall vibration exposure of the drivers. It shows that vibration magnitudes are relatively high, and that haulage tasks are the main contributor to the exposure. It is recommended that driver speed, haul road surfaces and vehicle maintenance/selection are optimized to ensure minimization of vibration. If this is not sufficient, operation times might need to be reduced in order to ensure that the health guidance caution zone from Standard No. ISO 2631-1:1997 is not exceeded.  相似文献

Coal, like most materials found in nature, contains trace quantities of the naturally occurring primordial radionuclides, i.e. of 40K and of 238U, 232Th and their decay products. Therefore, the combustion of coal results in the released into the environment of some natural radioactivity (1.48 TBq y−1), the major part of which (99 %) escapes as very fine particles, while the rest in fly ash. The activity concentrations of natural radionuclides measured in coals originated from coal mines in Greece varied from 117 to 435 Bq kg−1 for 238U, from 44 to 255 Bq kg−1 for 226Ra, from 59 to 205 Bq kg−1 for 210Pb, from 9 to 41 Bq kg−1 for 228Ra (232Th) and from 59 to 227 Bq kg−1 for 40K. Fly ash escapes from the stacks of coal-fired power plants in a percentage of 3-1% of the total fly ash, in the better case. The natural radionuclide concentrations measured in fly ash produced and retained or escaped from coal-fired power plants in Greece varied from 263 to 950 Bq kg−1 for 238U, from 142 to 605 Bq kg−1 for 226Ra, from 133 to 428 Bq kg−1 for 210Pb, from 27 to 68 Bq kg−1 for 228Ra (232Th) and from 204 to 382 Bq kg−1 for 40K. About 5% of the total ash produced in the coal-fired power plants is used as substitute of cement in concrete for the construction of dwellings, and may affect indoor radiation doses from external irradiation and the inhalation of radon decay products (internal irradiation) is the most significant. The resulting normalized collective effective doses were 6 and 0.5 man-Sv (GW a)−1 for typical old and modern coal-fired power plants, respectively.  相似文献
