Abstract:  In the first comprehensive reviews since 1969, two high-level reports on the status of U.S. marine ecosystems and resources have been released: that of the nongovernmental Pew Oceans Commission in 2003 and that of the congressionally mandated U.S. Commission on Ocean Policy in 2004 . Although the two commissions differed in the breadth and depth of their mandates, their findings on the state of our oceans and need for new management approaches are similar, and their major recommendations for science, governance, management and conservation, and education echo and reinforce each other. The history behind the two commissions and the structure and objectives of each remind us of the crucial roles conservation practitioners and scientists must play in the implementation of report recommendations. The reports suggest priorities for conservation practitioners to improve science, management, conservation, governance, and education to better manage and protect ocean resources and ecosystems. To redirect activities affecting the state of global marine resources, integrated research; education and outreach by terrestrial, aquatic, and marine conservation practitioners; and a clear definition of their roles in the implementation of recommendations is essential. Marine ecosystems provide a test case of society's ability to manage complexity in human and natural systems in an integrated manner, with extensive opportunities for participation by conservation practitioners from all disciplines.  相似文献

This paper provides an overview of the emerging role of Aboriginal people in Sustainable Forest Management (SFM) in Canada over the past decade. The 1996 Royal Commission on Aboriginal Peoples (RCAP) provided guidance and recommendations for improving Aboriginal peoples' position in Canadian society, beginning with strengthening understanding and building relationships between Aboriginal and non-Aboriginal parties. This paper explores the extent to which advances in Aboriginal/non-Aboriginal relationships and Aboriginal forestry have been made as a result of RCAP's call for renewed relationships based on co-existence among nations. Such changes have begun to alter the context in which Aboriginal/non-Aboriginal relationships exist with respect to SFM. While governments themselves have generally not demonstrated the leadership called for by RCAP in taking up these challenges, industry and other partners are demonstrating some improvements. A degree of progress has been achieved in terms of lands and resources, particularly with co-management-type arrangements, but a fundamental re-structuring needed to reflect nation-to-nation relationships has not yet occurred. Other factors related to increasing Aboriginal participation in SFM, such as the recognition of Aboriginal and treaty rights, are also highlighted, along with suggestions for moving Aboriginal peoples' SFM agenda forward in the coming years.  相似文献

Abstract: The Mediterranean Basin is a global hotspot of biodiversity. Hotspots are said to be experiencing a major loss of habitat, but an added risk could be the decline of some species having a special role in ecological relationships of the system. We reviewed the role of European rabbits (Oryctolagus cuniculus) as a keystone species in the Iberian Peninsula portion of the Mediterranean hotspot. Rabbits conspicuously alter plant species composition and vegetation structure through grazing and seed dispersal, which creates open areas and preserves plant species diversity. Moreover, rabbit latrines have a demonstrable effect on soil fertility and plant growth and provide new feeding resources for many invertebrate species. Rabbit burrows provide nest sites and shelter for vertebrates and invertebrates. In addition, rabbits serve as prey for a number of predators, including the critically endangered Iberian lynx (Lynx pardinus) and Spanish Imperial Eagle (Aquila adalberti). Thus, the Mediterranean ecosystem of the Iberian Peninsula should be termed “the rabbit's ecosystem.” To our knowledge, this is the first empirical support for existence of a multifunctional keystone species in a global hotspot of biodiversity. Rabbit populations have declined drastically on the Iberian Peninsula, with potential cascading effects and serious ecological and economic consequences. From this perspective, rabbit recovery is one of the biggest challenges for conservation of the Mediterranean Basin hotspot.  相似文献

By establishing the internal market, the European Union intended to create an area in which safety and health at work are guaranteed. For this purpose, a series of directives was passed.

The EC Directive 89/686/EEC “Approximation of the laws of the Member States relating to personal protective equipment” is of particular interest to the manufacturers of personal protective equipment (PPE). On the European level, harmonized standards, that put these basic health and safety requirements into more concrete terms have to be available. The European Standardizing Committee (CEN) is charged with the elaboration of European standards.

A total of 176 standards relating to personal protective equipment have to be setup; 57 of them are available at present. All CEN members are obliged to transpose them without modification into national standards. Formerly existing national standards have to be withdrawn.

Existing European standards sometimes show deficiencies regarding the specification of requirements according to Directive 89/686/EEC: the standardization of PPE for special fields of application and insufficient harmonization of provisions for different PPE serving the same protective purpose. Integration of environmental science in society is impeded by the large gap between science and policy that is characterised by weaknesses in societal relevance and dissemination of science and its practical implementation in policy. We analyse experiences from BONUS, the policy-driven joint Baltic Sea research and development programme (2007–2020), which is part of the European Research Area (ERA) and involves combined research funding by eight EU member states. The ERA process decreased fragmentation of Baltic Sea science and BONUS funding increased the scientific quality and societal relevance of Baltic Sea science and strengthened the science-policy interface. Acknowledging the different drivers for science producers (academic career, need for funding, peer review) and science users (fast results fitting policy windows), and realising that most scientists aim at building conceptual understanding rather than instrumental use, bridges can be built through strategic planning, coordination and integration. This requires strong programme governance stretching far beyond selecting projects for funding, such as coaching, facilitating the sharing of infrastructure and data and iterative networking within and between science producer and user groups in all programme phases. Instruments of critical importance for successful science-society integration were identified as: (1) coordinating a strategic research agenda with strong inputs from science, policy and management, (2) providing platforms where science and policy can meet, (3) requiring cooperation between scientists to decrease fragmentation, increase quality, clarify uncertainties and increase consensus about environmental problems, (4) encouraging and supporting scientists in disseminating their results through audience-tailored channels, and (5) funding not only primary research but also synthesis projects that evaluate the scientific findings and their practical use in society – in close cooperation with science users − to enhance relevance, credibility and legitimacy of environmental science and expand its practical implementation.  相似文献

Conformity assessment procedures prescribed by European legislation are presented and their concrete implementation is illustrated by the example of personal protective equipment (PPE). The different categories of PPE defined by Council Directive 89/686/EEC are explained with reference to the applicable conformity assessment elements. Quality assurance of production is presented as the central element of the conformity assessment procedure for complex PPE. Special emphasis is put on the necessity of having a regular exchange of views and information among notified bodies in Europe. Ways in which third countries can eventually carry out conformity assessment on the basis of a contract with the European Community Commission are explained.  相似文献

During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterising the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at the farm level; (2) the coordination of land managers’ actions at the landscape level; and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that until now the CAP has mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives (scale 2)). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This paper provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture.  相似文献

The present paper presents new results on farm management indicators within the framework of an extended typology for all farming sectors. It presents an environmentally oriented extension to the EU typology of farms currently used for assessing the situation of farming within the European Union. The extended typology is tested in relation to emerging policy issues such as environmental sustainability and rural viability by analysing some of the farm management indicators suggested in Andersen et al., [(2004a). The ambitious objective pursued by the European Water Framework Directive (WFD) is good status for all European waters. However, “less stringent environmental objectives” are permissible if the costs of achieving good status are disproportionately high. This exemption, if abused, carries the risk of watering down the ambitions of the Directive. Currently, no transparent, well-established, universally applicable method for routinely testing disproportionality exists throughout Europe. In this paper, such a method is developed for surface water bodies. The core idea is to determine a water body-specific disproportionality threshold which is then compared to the projected costs of achieving “good status/potential”. For the sake of practicability, the benchmark for disproportionality is estimated on the basis of prior expenditure on water quality enhancement. The paper argues that the proposed method combines both possible interpretations of (dis-)proportionality—affordability and cost-benefit considerations. Due to the method’s moderate data requirements it can be used readily in most German federal states and is transferable in principle to other EU Member States. The method was tested empirically for a river in the German federal state of Rhineland–Palatinate.  相似文献
