Immediately following Hurricane Katrina, the Mississippi Governor's Commission for Recovery, Rebuilding and Renewal provided planning teams to work with coastal communities to prepare long-range rebuilding plans followed by further community-initiated plans. Eighteen months after Katrina, this paper examines the degree to which environmental protection has been incorporated into the long-range plans developed in Harrison County, Mississippi. This study finds that environmental protection has not been adequately integrated into the plans. It concludes by offering recommendations on how these communities can improve their plans relative to environmental protection measures as they move into their next phase of planning.  相似文献

Nicaragua provides an example of how a major disaster, in this case Hurricane Mitch, can transform the national agenda for disaster mitigation and preparedness. Hurricane Mitch was a reminder of how extremely disaster prone Nicaragua is, and also how neoliberal reforms have weakened governmental response capacity. In the face of critiques of how governmental policies had affected preparedness and response, discussions of this transformation became a highly politicised process where the debate over alternative development models tended to overshadow the original calls to strengthen risk management. Progress can be seen in some areas, such as disaster mitigation through environmental management. This study of NGO roles, and their relations with other key actors, draws attention to the need to anchor improved risk management in local-level NGO-government collaboration. Structures are being put into place to achieve this aim, but dependence on donor financing raises questions regarding the longer-term sustainability of these efforts.  相似文献

Hurricane Katrina of August 2005 had extensive consequences for the state of Mississippi in the United States. Widespread infrastructure and property damage, massive social dislocation, and ecological loss remain among the many challenges faced by communities as they work towards 'normalcy'. This study employs repeat photography to understand differential recovery from Hurricane Katrina in Mississippi. Revealing change with conventional landscape photography, a process known as repeat photography, is common in the natural sciences. Simply stated, repeat photography is the practice of re-photographing the same scene as it appears in an earlier photograph. Photographs were taken at 131 sites every six months over a three-year period. Each photograph was assigned a recovery score and a spatially interpolated recovery surface was generated for each time period. The mapped and graphed results show disparities in the progression of recovery: some communities quickly entered the rebuilding process whereas others have lagged far behind.  相似文献

This paper analyses structural and personal exposure to Hurricane Katrina. Structural exposure is measured by flood height and building damage; personal exposure is measured by the locations of 911 calls made during the response. Using these variables, this paper characterises the geography of exposure and also demonstrates the utility of a robust analytical approach in understanding health‐related challenges to disadvantaged populations during recovery. Analysis is conducted using a contemporary statistical approach, a multiple additive regression tree (MART), which displays considerable improvement over traditional regression analysis. By using MART, the percentage of improvement in R‐squares over standard multiple linear regression ranges from about 62 to more than 100 per cent. The most revealing finding is the modelled verification that African Americans experienced disproportionate exposure in both structural and personal contexts. Given the impact of exposure to health outcomes, this finding has implications for understanding the long‐term health challenges facing this population.  相似文献

This study examines how pre‐existing disabling conditions influenced the recovery process of survivors of Hurricane Katrina. It focuses specifically on the barriers that hindered the recovery process in these individuals. Focus groups were convened in four Gulf Coast states with 31 individuals with disabilities who lived in or around New Orleans, Louisiana, prior to Hurricane Katrina in August 2005. Qualitative data were analysed using grounded theory methodology. Five themes emerged as the most significant barriers to recovery: housing; transportation; employment; physical and mental health; and accessing recovery services. While these barriers to recovery were probably common to most survivors of the disaster, the research results suggest that disability status enhanced the challenges that participants experienced in negotiating the recovery process and in acquiring resources that accommodated their disabilities. The findings indicate that, when disaster recovery services and resources did not accommodate the needs of individuals with disabilities, recovery was hindered. Recovery efforts should include building accessible infrastructure and services that will allow for participation by all.  相似文献

This paper examines a city and a natural disaster, specifically New Orleans, Louisiana, after Hurricane Katrina of August 2005. Recovery here is ongoing and the process of return is incomplete, with long‐term dislocation to other cities in the United States, such as Houston, Texas. The question arises as to how planning and stratification influence evacuation and return/dislocation and how they result in a particular practice of adaptation. This interrelated process is conceptually integrated and termed ‘schismo‐urbanism’ and is analysed within a multidimensional theoretical framework to evaluate aspects of urban sociology and natural disasters. Empirical research is based on a quantitative and qualitative mixed‐method case study. Data were collected during two rounds of field research in New Orleans and Houston in 2007 and 2009. As a comparative socio‐spatial study of affected and receptor communities, it makes a novel theoretical and methodological contribution to research on urban disasters in the context of continuing and rapid social change, and is targeted at disaster researchers, planning theorists and practitioners, and urbanists.  相似文献

This paper proposes an inductive analysis of the decision as to whether to return or to relocate by persons in the State of Louisiana, United States, who evacuated after Hurricanes Katrina and Rita in August and September 2005, respectively. Drawing on interviews with evacuees in these events and extensive fieldwork in the impacted area, the paper seeks to identify the folk dimensions of the decision‐making process, assess their arrangements, and situate the process in the larger context of risk and resilience in an advanced society. It suggests that, despite the material and emotional upheaval experienced by affected persons, the decision‐making process is a rational endeavour combining a definite set of tightly interconnected factors, involving material dimensions and substantive values that can act in concert or in conflict. In addition, it indicates that there are significant variations by geographic areas, homeownership, and kind of decision. Some theoretical implications, practical measures, and suggestions for future research are examined.  相似文献

Abstract

This paper examines the relationship between household evacuation decisions and official emergency management practices in light of recent increases in the availability and diversity of hurricane-related information. While we focus on Hurricane Floyd in South Carolina, we incorporate findings of our longitudinal research effort covering the last four years and six post-1995 hurricane threats to the state. While only 64% of residents in the mandatory evacuation zone complied with the Hurricane Floyd evacuation order, over 80% agreed that calling an evacuation was an appropriate precautionary response given the uncertainties of the storm. Longitudinal surveys indicate that Horry County residents have developed a fairly robust strategy in making evacuation decisions. This “hurricane savvy” population depends more heavily on individuals' assessments of risks than on official orders. Individual assessment practices differ from official orders in that greater weight is given to household circumstances and preferences, the diligent monitoring of a variety of information sources, and the incorporation of past experiences into the decision-making process. Surveys indicate differences between the general public and officials in terms of priorities and preferences about hurricane evacuations. The public demands more information about the hurricane threat. Officials place more emphasis on planning evacuation routes and public safety measures.  相似文献

Claims of environmental injustice, human neglect, and racism dominated the popular and academic literature after Hurricane Katrina struck the United States in August 2005. A systematic analysis of environmental injustice from the perspective of the survivors remains scanty or nonexistent. This paper presents, therefore, a systematic empirical analysis of the key determinants of Katrina‐induced environmental injustice attitudes among survivors in severely affected parishes (counties) in Louisiana and Mississippi three years into the recovery process. Statistical models based on a random sample of survivors were estimated, with the results revealing significant predictors such as age, children in household under 18, education, homeownership, and race. The results further indicate that African‐Americans were more likely to perceive environmental injustice following Katrina than their white counterparts. Indeed, the investigation reveals that there are substantial racial gaps in measures of environmental injustice. The theoretical, methodological, and applied policy implications of these findings are discussed.  相似文献

Disaster scholarship shows that people’s relationships stay the same or improve after natural disasters and become worse after technological, or human-induced, events. Using the case of Katrina, this research explores what happens to people’s relationships after a disaster that began with a catastrophic natural event and was followed by numerous failures in the way human institutions responded to the event. Through an analysis of survey data collected in devastated areas of Louisiana and Mississippi in 2008, this study tests how consequences of both natural (damage to the home and having to leave the home) and technological events (distrust in government, stress, concern about toxic exposure, and pursuing litigation) affect people’s relationships with family members and community groups. Damage to the home, distrust in government, and the pursuit of litigation lead to declines in people’s relationships. These experiences are more likely to change intimate relationships (with family) than relationships in the broader community. The relevance that these findings have for creating better social justice outcomes after future disasters is discussed.  相似文献
