Environmental implications for disaster preparedness: lessons learnt from the Indian Ocean Tsunami 总被引:1,自引:0,他引:1
The impact of disasters, whether natural or man-made, not only has human dimensions, but environmental ones as well. Environmental conditions may exacerbate the impact of a disaster, and vice versa, disasters tend to have an impact on the environment. Deforestation, forest management practices, or agriculture systems can worsen the negative environmental impacts of a storm or typhoon, leading to landslides, flooding, silting, and ground/surface water contamination. We have only now come to understand these cyclical causes and impacts and realize that taking care of our natural resources and managing them wisely not only assures that future generations will be able to live in sustainable ways, but also reduces the risks that natural and man-made hazards pose to people living today. Emphasizing and reinforcing the centrality of environmental concerns in disaster management has become a critical priority, requiring the sound management of natural resources as a tool to prevent disasters and lessen their impacts on people, their homes, and livelihoods. As the horrors of the Asian tsunami of December 2004 continue to be evaluated, and people in the region slowly attempt to build a semblance of normalcy, we have to look to the lessons learnt from the tsunami disaster as an opportunity to prepare ourselves better for future disasters. This article focuses on findings and lessons learnt on the environmental aspects of the tsunami, and its implications on disaster preparedness plans. This article essentially emphasizes the cyclical interrelations between environments and disasters, by studying the findings and assessments of the recent Indian Ocean earthquake and tsunami that struck on 26 December 2004. Separate collection of municipal solid waste has overcome the 50% threshold in the Asti District in northern Italy, nearly one-third being composed of household and green organic waste. In order to address present and future solutions, it becomes therefore fundamental to assess the environmental performances of the current management of organic waste from separate collection. A from-gate-to-cradle life cycle assessment (LCA) model has been developed by expanding system boundaries, in order to carry out the assessment in the context of the whole waste management streamline. The environmental performances of an existing aerobic plant were made available, based on field measured data, by paying attention to the role and contribution of waste management subsystems. The need for actual and reliable data on materials and energy input, as well as gross and net gains from materials recovery, including benefits arising from use of compost in farming activities, was probably the major drawback that had to be faced. The study integrated the findings of different investigations from the literature with field measured data in order to obtain a more comprehensive framework representative of the area under study. The results may help public administrators to better understand the suitability of using LCA tools when dealing with solid waste management strategies. 相似文献

We conducted case studies of three successful examples of collaborative, community-based natural resource conservation and development. Our purpose was to: (1) identify the functions served by interactions within the social networks of involved stakeholders; (2) describe key structural properties of these social networks; and (3) determine how these structural properties varied when the networks were serving different functions. The case studies relied on semi-structured, in-depth interviews of 8 to 11 key stakeholders at each site who had played a significant role in the collaborative projects. Interview questions focused on the roles played by key stakeholders and the functions of interactions between them. Interactions allowed the exchange of ideas, provided access to funding, and enabled some stakeholders to influence others. The exchange of ideas involved the largest number of stakeholders, the highest percentage of local stakeholders, and the highest density of interactions. Our findings demonstrated the value of tailoring strategies for involving stakeholders to meet different needs during a collaborative, community-based natural resource management project. Widespread involvement of local stakeholders may be most appropriate when ideas for a project are being developed. During efforts to exert influence to secure project approvals or funding, however, involving specific individuals with political connections or influence on possible sources of funds may be critical. Our findings are consistent with past work that has postulated that social networks may require specific characteristics to meet different needs in community-based environmental management. 相似文献

Abstract: Water right transfers are one of the basic means of implementing changes in water use in the highly appropriated water resource systems of the western United States. Many of these systems are governed by the Prior Appropriation Doctrine, which was not originally intended for application to ground‐water pumping and the conjunctive management of ground water and surface water, and thus creates an administrative challenge. That challenge results from the fact that ground‐water pumping can affect all interconnected surface‐water bodies and the effects may be immeasurably small relative to surface water discharge and greatly attenuated in time. Although we may have the ability to calculate the effects of ground‐water pumping and transfers of pumping location on surface‐water bodies, mitigating for all the impacts of each individual transfer is sufficiently inefficient that it impedes the transfer process, frustrates water users, and consequently inhibits economic development. A more holistic approach to ground‐water right transfers, such as a ground‐water accounting or banking scheme, may adequately control transfer third‐party effects while reducing mitigation requirements on individual transfers. Acceptance of an accounting scheme can accelerate the transfer process, and possibly reduce the administrative burden. 相似文献

Abstract: The joint influences of riparian vegetation and urbanization on fish assemblages were analyzed by depletion sampling in paired forested and nonforested reaches of 25 small streams along an urbanization gradient. Nonforested reaches were narrower than their forested counterparts, so densities based on surface area differ from linear densities (based on reach length). Linear densities (based on number or biomass of fish) of American eel, white sucker and tesselated darter, and the proportion of biomass of benthic invertivores were significantly higher in nonforested reaches, while linear densities of margined madtom and the number of pool species were significantly higher in forested reaches. Observed riparian effects may reflect differences in habitat and algal productivity between forested and nonforested reaches. These results suggest that relatively small‐scale riparian restoration projects can affect local geomorphology and the abundance of fish. Dense vegetative cover in riparian zones and similar or analogous habitats in both forested and nonforested reaches, the relatively small scale of the nonforested reaches, and the low statistical power to detect differences in abundance of rare species may have limited the observed differences between forested and nonforested reaches. There was a strong urbanization gradient, with reductions of intolerant species and increases of tolerant species and omnivores with increasing urbanization. Interactions between riparian vegetation type and urbanization were found for blacknose dace, creek chub, tesselated darter, and the proportion of biomass of lithophilic spawners. The study did not provide consistent support for the hypotheses that responses of fish to riparian vegetation would be overwhelmed by urban degradation or insignificant at low urbanization. 相似文献

Abstract: Phosphorus and sediment are major nonpoint source pollutants that degrade water quality. Streambank erosion can contribute a significant percentage of the phosphorus and sediment load in streams. Riparian land‐uses can heavily influence streambank erosion. The objective of this study was to compare streambank erosion along reaches of row‐cropped fields, continuous, rotational and intensive rotational grazed pastures, pastures where cattle were fenced out of the stream, grass filters and riparian forest buffers, in three physiographic regions of Iowa. Streambank erosion was measured by surveying the extent of severely eroding banks within each riparian land‐use reach and randomly establishing pin plots on subsets of those eroding banks. Based on these measurements, streambank erosion rate, erosion activity, maximum pin plot erosion rate, percentage of streambank length with severely eroding banks, and soil and phosphorus losses per unit length of stream reach were compared among the riparian land‐uses. Riparian forest buffers had the lowest streambank erosion rate (15‐46 mm/year) and contributed the least soil (5‐18 tonne/km/year) and phosphorus (2‐6 kg/km/year) to stream channels. Riparian forest buffers were followed by grass filters (erosion rates 41‐106 mm/year, soil losses 22‐47 tonne/km/year, phosphorus losses 9‐14 kg/km/year) and pastures where cattle were fenced out of the stream (erosion rates 22‐58 mm/year, soil losses 6‐61 tonne/km/year, phosphorus losses 3‐34 kg/km/year). The streambank erosion rates for the continuous, rotational, and intensive rotational pastures were 101‐171, 104‐122, and 94‐170 mm/year, respectively. The soil losses for the continuous, rotational, and intensive rotational pastures were 197‐264, 94‐266, and 124‐153 tonne/km/year, respectively, while the phosphorus losses were 71‐123, 37‐122, and 66 kg/km/year, respectively. The only significant differences for these pasture practices were found among the percentage of severely eroding bank lengths with intensive rotational grazed pastures having the least compared to the continuous and rotational grazed pastures. Row‐cropped fields had the highest streambank erosion rates (239 mm/year) and soil losses (304 tonne/km/year) and very high phosphorus losses (108 kg/km/year). 相似文献

Management of flame retarded plastics from waste electrical and electronic equipment (WEEE) has been posing a major challenge to waste management experts because of the potential environmental contamination issues especially the formation of polybrominated-dioxins and -furans (PBDD/F) during processing. In Nigeria, large quantities of electronic waste (e-waste) are currently being managed—a significant quantity of which is imported illegally as secondhand electronics. As much as 75% of these illegal imports are never reused but are rather discarded. These waste electronic devices are mostly older equipment that contains brominated flame retardants (BFRs) such as penta-brominated diphenyl ethers (PBDEs), and polybrominated biphenyls (PBBs) which are presently banned in Europe under the EU WEEE and RoHS Directives. Risk assessment studies found both to be persistent, bio-accumulative and toxic. The present management practices for waste plastics from WEEE in Nigeria, such as open burning and disposal at open dumps, creates potential for serious environmental pollution. This paper reviews the options in the environmentally sound management of waste plastics from electronic wastes. Options available include mechanical recycling, reprocessing into chemicals (chemical feedstock recycling) and energy recovery. The Creasolv® and Centrevap® processes, which are the outcome of the extensive research at achieving sound management of waste plastics from WEEE in Europe, are also reviewed. These are solvent-based methods of removing BFRs and they presently offer the best commercial and environmental option in the sound management of waste BFR-containing plastics. Because these developments have not been commercialized, WEEE and WEEE plastics are still being exported to developing countries. The industrial application of these processes and the development of eco-friendlier alternative flame retardants will help assure sound management of WEEE plastics. 相似文献

This paper aims to give practical meaning to ‘capacity building’ through (a) identifying a suite of practical measures, such
as mentoring or best practice guidelines, that have been shown to or are considered to build human, social, institutional,
and economic capital; (b) placing these measures within a broader systems framework; and (c) exploring stakeholder feedback
on specific measures to inform framework implementation. The 29 measures described provide actors, whether government or nongovernment,
with a suite of practical investment choices for building capacity. These measures are then clustered into eight groups according
to their primary purpose and placed within a systems framework. The framework provides a tool for actors with responsibilities
for or an interest in capacity building to inform more holistic and strategic targeting of effort and investment. Stakeholder
feedback gathered through surveys and workshops is subsequently reported to further inform implementation of specific measures
within the framework’s eight groupings. The framework presented may be built upon through the identification and inclusion
of further capacity building measures. The research is conducted within the context of decentralized governance arrangements
for natural resource management (NRM), with specific focus on Australia’s recently formalized 56 NRM regions and their community-based
governing boards as an informative arena of learning. Application of the framework is explored in the Australian setting through
the identification and comparison of measures supported and most preferred by four major stakeholder groups, namely board
members, regional NRM organization staff, policy/research interests, and Indigenous interests. The research also examines
stakeholder perceptions of capacity issues, and whether these issues are likely to be addressed through implementing their
preferred measures.
