Managing disposal of water produced with petroleum in Kuwait 总被引:1,自引:0,他引:1
Disposal of water produced with petroleum has been of great interest in Kuwait for the last 20 years. The current problem arose when the Burgan oil field, which is the second largest field in the world, experienced successive increases in the water content of the produced oil. This study introduces a decision-making analysis of the considered alternatives for the disposal of the produced water. Four alternative solutions exist for the industry as practical solutions for the disposal of water produced in Kuwait. The first method utilizes a large number of pits to discharge water. The second alternative depends on discharging water into sealed pits. The third approach to dispose water is by injecting the water underground. The last method is similar to the previous one, but takes into consideration the recovery of reservoir pressure to maintain the rate of oil production. A questionnaire was distributed to 48 experts at the top management level of the petroleum companies and the governmental authority. The data collected considered cost, efficiency, and environmental parameters. Based on the data, a statistical analysis was conducted using the factor analysis method to reduce the number of investigated variables. The analysis concluded that the optimal solution is to use the effluent injection method to discharge water produced with oil in Burgan and similar fields in Kuwait. 相似文献

随着社会经济的发展和城市化进程的推进,我国环境风险事故频发。与此同时,公众对于美好环境的需求日益提升,公众与专家和政府之间的风险判断差异是不同规模的群体性事件发生的主要诱因。为识别公众环境风险接受度的影响因素,本研究基于结构方程模型分析了11种环境风险的客观风险水平和公众感知到的风险影响度、场域了解度、政府信任度、社会经济水平等因素对公众风险接受度的影响。研究结果显示,社会经济水平、风险影响度、场域了解度、政府信任度均直接影响公众的风险接受度;客观风险水平则通过风险影响度的中介作用间接影响风险接受度。因此,为在经济发展过程中降低公众风险感知偏差对生产生活的影响,我国除了通过更严格的风险管控手段降低风险事故发生概率和影响范围外,还需要通过信息公开、公众参与和生态科普等方式增强公众对风险场域的了解度和对政府的信任度以提升风险接受能力。 相似文献

随着遥感数据源的不断丰富,遥感技术不断提高,可以解决越来越多的水环境问题。指出了当前水生态环境管理方面的主要需求,结合目前遥感技术的发展,对国内外的水环境遥感研究进展进行综述。以湖泊富营养化监测与评估、核电站温排水遥感监测及城市黑臭水体遥感监测为案例,具体阐述遥感在水环境管理中的应用方法及成效。未来水生态环境管理发展趋势将以水污染防治为主向水污染防治和水生态修复与保护并重发展。基于此趋势,提出遥感在水生态修复的应用潜力,利于更多地方部门积极有效应用遥感技术,解决水生态环境问题。 相似文献

ABSTRACTIn this Forum, three scholars discuss how climate engineering will pose novel human rights challenges, and may well force reconsideration of how human rights are applied as a guide to action. Following a short introduction, the first section introduces three competing approaches to human rights, arguing views which emphasize fairness or attempt to maximize satisfaction are more promising than one viewing human rights as inviolable ‘side-constraints’. The second section draws lessons from climate migration that are relevant for climate engineering in terms of incorporating a human rights approach to duties, rights, and participation. The final section compares the ‘needs-based’ and ‘rights-based’ approaches to humanitarian work in the face of climate change and climate engineering, raising concerns for duty-bearers and right-holders. The Forum’s conclusion draws together points of overlap and suggests a path forward for policy and research on this topic. 相似文献

ABSTRACTSolar geoengineering, which seeks to cool the planet by reflecting a small fraction of sunlight back into space, has drawn the attention of scientists and policymakers as climate change remains unabated. Unlike mitigation, solar geoengineering could quickly and cheaply lower global temperatures. It is also imperfect. Its environmental impacts remain unpredictable, and its low cost and immediate effects may result in ‘moral hazard,’ potentially crowding out costly mitigation efforts. There is little understanding about how the public will respond to such tradeoffs. To address this, a 1000-subject nationally representative poll focused on solar geoengineering was conducted as part of the Cooperative Congressional Election Study (CCES) of the US electorate in October–November 2016. The importance that individuals place on solar geoengineering’s speed and cost predicts their support for it, but there is little to no relationship between their concerns about its shortcomings and support for its research and use. Coastal fisheries are a critical component of Pacific island food systems; they power village economies and provide nutritious aquatic foods. Many coastal women and men actively fishing in this region rely on multi-species fisheries, which given their extraordinary diversity are notoriously difficult to both characterize, and to manage. Understanding patterns of fishing, diversity of target species and drivers of these patterns can help define requirements for sustainable management and enhanced livelihoods. Here we use a 12-month data set of 8535 fishing trips undertaken by fishers across Malaita province, Solomon Islands, to create fisheries signatures for 13 communities based on the combination of two metrics; catch per unit effort (CPUE) and catch trophic levels. These signatures are in turn used as a framework for guiding suitable management recommendations in the context of community-based resource management. While a key proximate driver of these patterns was fishing gear (e.g. angling, nets or spearguns), market surveys and qualitative environmental information suggest that community fishing characteristics are coupled to local environmental features more than the market value of specific species they target. Our results demonstrate that even within a single island not all small-scale fisheries are equal, and effective management solutions ultimately depend on catering to the specific environmental characteristics around individual communities.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01690-z. 相似文献

In Bureaucratizing the Good Samaritan , Waters (2001) argues that bureaucratic rationality distracts humanitarian agencies from the needs of the people they are supposed to assist, in favour of other values that their institutional frameworks dictate. We test his claim by investigating the response to the Pakistan 2005 earthquake. One of us (Dittemore) worked with the United Nations Joint Logistics Centre in the theatre, managing a relief cargo shipment database. The response, known as 'Operation Winter Race', was hampered by extreme logistical challenges, but ultimately succeeded in averting a second disaster resulting from cold and starvation. We use statistical models to probe whether survivor needs significantly guided decisions to deliver relief to affected communities. Needs assessments remained incomplete and incoherent. We measure needs through proxy indicators and integrate them, on a Geographic Information System (GIS) platform, with logistics and relief delivery data. We find that, despite strong logistics effects, needs orientations were significant. However, the strength of decision factors varies between commodity types (food versus clothing and shelter versus reconstruction materials) as well as over the different phases of the response. This study confirms Thomas's observation that logistics databases are rich 'repositories of data that can be analyzed to provide post-event learning' (Thomas, 2003, p. 4). Disaster management (DM) is a continuous, highly collaborative process involving governments, DM organisations, responders, the construction sector, and the general public. Most research approaches to DM include the development of information and communication technologies (ICT) to support the collaboration process rather than the creation of a collaboration process to provide information flows and patterns. An Intelligent Disaster Collaboration System (IDCS) is introduced in this paper as a conceptual model to integrate ICT into DM and the mitigation process and to enhance collaboration. The framework is applicable to the collaboration process at the local, regional and national levels. Within this context, the deployment of ICT tools in DM is explored and scenario-based case studies on flooding and terrorism—examples of natural and human-induced disasters, respectively—are presented. Conclusions are drawn regarding the differences found in collaboration patterns and ICT used during natural and human-induced disasters and the differences between currently available ICT and proposed ICT. 相似文献
