The Information Cycle as a Framework for Defining Information Goals for Water-Quality Monitoring 总被引:2,自引:0,他引:2
/ The necessity to tailor information becomes increasingly urgent as the information revolution continues to generate ever-increasing flows of data and so-called information. From European experiences, a new approach for monitoring system design is suggested in this paper. In this approach, careful and detailed specification of information needs is a major contributing factor to the effectiveness of information products. To develop better specifications for information products, the process of collecting and transforming data into useful information requires careful thought and guidance. A dialogue between information users on one hand and information producers on the other is essential. This dialogue can be based on the information cycle, describing the continuous process from specifying information needs for water management and a strategy to collect information through data collection and data analysis up to utilization of information by water management. By following the respective steps in the information cycle, the process of information gathering can be completed. The cyclic character provides a quantitative means of connecting monitoring system design and operations with the information expectations and/or products required by management. 相似文献

The objective of this study was to investigate the impact of tourism activities on olive tree cultivation and the human population
of the island of Lesbos. The presence or absence of tourism is related with the maintenance or abandonment of olive tree cultivation
and population changes for each community. A spatial segregation of the island is evident, related to tourist development,
olive tree cultivation, and population change. The results of the study demonstrate that in communities where tourism plays
an important role olive tree cultivation is preserved and the population is stable. The preservation of the agro-ecosystem
is assured while the olive groves remain productive. Simultaneously, the landscape, which provides specific attractions for

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use. 相似文献

Assessing instruments for mixed household solid waste collection services in the Flemish region of Belgium 总被引:2,自引:1,他引:2
Instruments to reduce waste can be divided into three groups: first, pecuniary incentives; second, service level; finally, measurements stimulating prevention and waste reduction. Also specific characteristics of the community determine the amount of waste generated. We evaluate whether findings in literature on effectiveness of policy measures are valid for Belgium, specifically for the Flemish region. The policy mix instituted by the Flemish authorities in the ‘implementation plan household waste 2003–2007’ and implemented by local authorities, is assessed. Multiple regression analysis identifies those measurements having the greatest impact on household solid waste.We found an income elasticity of 0.326. Also the provided service level has a significant impact. Pecuniary incentives are effective instruments in reducing waste, with a price elasticity of −0.139. Furthermore, a higher percentage of direct costs, directly attributable to waste services, borne by households, reduces waste. A consequent implementation of the ‘polluter pays’ principle proves to be effective. 相似文献

Regulations have been proposed by the United States Environmental Protection Agency to promote the proper management of sludge disposal on croplands. The application of municipal sludge to croplands raises serious questions concerning the increase in dietary levels of metals resulting from metal uptake by crops. A model is presented that affords a quantitative estimate of the dietary increase of metals when foods are derived from sludge-amended soil. If a diet or part of a diet is derived completely from sludge-amended soil, it is likely to be excessive in cadmium and pose a clear health hazard. Recommendations designed to reduce the potential health threat of excessive metals in the diet are presented. 相似文献

ABSTRACT: Methods of floodplain management are changing in the United States. There has been a gradual shift in emphasis from “flood control” to “management” of the floodplain. The complexities of multilevel governmental involvement in floodplain management demand an analysis of a new means to coordinate these efforts. It is the intent of this paper to discuss the role of the Corps of Engineers in this area and the problems the Corps has encountered in its endeavors. ABSTRACT: The Upper Colorado River Basin contains appreciable amounts of undeveloped fuel resources. Large quantities of oil shale, coal, and uranium have attracted recent economic and commercial interests. Development of these resources and subsequent conversion to alternative energy forms require an adequate supply of water. Water use for large scale energy development will place increasing demands on an already overstressed allocation of Colorado River water. Present water quality is at a concentration where increased salinity will result in economic detriments to holders of downstream water rights. The salt and water exchange in mining, processing, and spent fuel disposal processes has been incorporated as part of a two-level minimum cost linear programming algorithm. Mathematical simulation results provide an optimal use of Upper Colorado River water for levels of energy output such that salinity concentrations are maintained below predetermined levels. 相似文献

ABSTRACT: Linear programming is the simplest of all the optimization techniques used in regional water quality management studies; but the technique can optimize only one goal. When there are multiple goals with the same or different priorities, goal programming is a useful decisionmaking tool. This paper illustrates the application of goal programming to a regional water quality management problem where the following two goals are considered: (1) minimize the total cost of waste treatment, and (2) maintain the water quality goals (dissolved oxygen) close to the minimum level stated in the stream standards. 相似文献

Since the presentation of the Leopold Report (Leopold et al. 1963) to the United States Secretary of the Interior, recommendations in the document for managing natural park resources on the ecosystem level have been included in the management policies of the National Park Service. In many instances, however, management programs have continued to focus on individual resource problems, without apparent concern for the ecological consequences on ecosystems. Without knowledge of the interrelationships of ecosystem components, solving one problem may result in other resource problems. Graphic approaches are presented as potential tools to view these complex interrelationships relative to the needs of the resource manager. A mathematical model simulates the cumulative volume of debris produced from brushland watersheds. Application of this model to a 176-km2 (0.678 = mi2) watershed along the southern flank of the Central San Gabriel Mountains permits assessment of expected debris production associated with alternative fire-management policies. The political implications of simulated debris production are evaluated through a conceptual model that links interest groups to particular successional stages in brushland watersheds by means of the resources claimed by each group.
