Disaster risk management, particularly management of climate-related risks, has become central to the international policy agenda. Reducing hazard-related loss and damage relies heavily on scientific inputs. Science, in turn, relies on data—in this case 1) risk-related data on hazards, exposure and vulnerability, and 2) data on associated loss and damage outcomes. The latter, data on losses and damage, are also post-2015 international policy outcome indicators at the highest level, required for countries’ monitoring of progress in reducing disaster risk, adapting to climate change, and achieving sustainable development. Although the quantity and accessibility of loss and damage data are improving, a number of issues continue to constrain their potential. These include needs for more consistent cataloguing of hazards and extreme events, more systematic and accurate documentation of per-event losses and damage, more precise cross-referencing of hazard events with associated loss and damage, and improved standardization and interoperability among databases. We identify measures for improvement in this regard, both for research purposes and for post-2015 international policy implementation.  相似文献

Neither Canada nor the United States attach much importance to the International Joint Commission (IJC) judging by the size of staffs and annual budgets. The Commission has been restricted to a relatively minor number of functions in the Great Lakes-St. Lawrence. It has investigated: the degree and causes of water and air quality deterioration; the effects of hydroelectric and navigation projects on water levels; the impacts of water-level fluctuations; and the feasibility of a deep waterway from the St. Lawrence to the Hudson River. Projects approved by the Commission have produced less than might be expected through no fault of the Commission. The Great Lakes Fishery Commission has promoted little international management. Budgetary limitations restrict its lamprey control program; institutional limitations restrict its ability to deal effectively with fishery problems. Commission responsibilities are limited to coordination and advisory functions. Since Canada and the United States have not chosen to refer most aspects of river basin management to international bodies, an institutional void exists in the Great Lakes Basin to consider these questions on a continuous basis. This reflection, based on a keynote address to celebrate the fortieth anniversary of Disasters on 14 September 2017, begins by considering some of the prevailing assumptions that existed at the time of the journal's creation. Next is a summary of significant milestones during the past 40 years, covering major global trends, changing disaster impacts, and key developments in disaster risk management. Contrasting approaches in the first and fourth decade of the journal's history are then followed by examples of changes in terminology in the disaster field as an indication of shifting values. The paper goes on to explore the context of 2017, with observations of problem areas such as the loss of knowledge, failures to tackle the root causes of disasters, shortfalls in international assistance, and some negative attitudes. It closes by evaluating some current positive occurrences, including a reduction in casualties, sharing of experience, technological advances, and dramatic improvements in disaster warning.  相似文献

Conservation of renewable natural resources and promotion of economic growth are both sustainable development goals. Here, we study the interdependency between economic growth, international trade, and the use of renewable natural resources—under alternative institutional settings of either open access or full property rights—in an endogenous growth model. We find that if the resource is depleted over time, consumption growth is reduced. Economic growth and international trade only impact resource use when the resource is harvested under full property rights. Then, widening international trade can lead countries to shift from conservation to depletion. Changes in the institutional setting of resource use in one country may have repercussions on trading partners. Our results indicate potential trade-offs between the sustainable development goals and imply that policies focusing on resource use or trade (e.g., international trade bans or certified trade) are not sufficient to prevent resource depletion.  相似文献

/ Current private and public regulatory systems may not provide an optimal degree of regulation for labels bearing environmental information, and established institutions may detract from efforts to provide for better environmental management. The advent of ISO 14000 offers new opportunities for making eco-labeling a meaningful tool to encourage environmental stewardship. While new federal legislation offers the best vehicle to introduce these standards into US law, the slow pace of the legislative process may recommend an alternative system. 将基于标准起飞着陆(LTO)循环各阶段工作时间的飞机排放量计算方法加以改进,利用AMDAR资料计算飞机的有效排放高度,进而准确计算出基于逐架飞机的大气污染物排放总量.结果表明,首都国际机场2013年飞机NOx、CO、HC、SO2和PM2.5排放总量分别为7042.1t、3189.9t、295.3t、429.4t和150.4t.与传统的基于LTO循环的方法相比,修正后的首都机场飞机NOx、CO、HC和SO2排放增加了23.5%、2.3%、2.1%和18.1%.飞机排放的CO、HC、SO2和PM2.5月变化较小,NOx排放受飞机有效排放高度影响月波动较大.1~2月飞机污染物排放量处于全年最低水平,8月各污染物排放达到峰值.此外,飞机在爬升和滑行/慢车两种模式下污染物排放比例最大,分别占排放总量的37.7%与36.8%.  相似文献

Several global corporations have been severely criticized by different lobbying groups for the impact of their operations on the natural environment and on the local communities. Because corporate operations cannot be studied in isolation but rather as a part of a large network often referred to as a supply chain, this paper investigates the potential link between supply chain characteristics and sustainable development at the country level. In particular, the linkage between supply chain strength, generally defined as the number and quality of the suppliers and customers in a country, and the three dimensions of sustainable development namely environmental performance, corporate environmental practices, and social sustainability is assessed. Using archival data from The Global Competitiveness Report (2004–2005) and the 2005 Environmental Sustainability Index, a statistical assessment of the linkage was conducted. The results indicate that supply chain strength is positively linked to all three dimensions of sustainable development.  相似文献

河南省环境监测中心站利用空气移动监测车仪器对辖区内4家公司空气自动站的仪器进行比对,得出了空气移动监测车仪器与空气自动站仪器的SO2、NO2相对误差分别为:4.4%、-8.7%,仪器之间重复性和一致性均较好,由相关性检验得出,空气移动监测车仪器与4家公司空气自动站仪器比对数据相关性显著,为利用空气移动监测车仪器对空气自动站仪器进行质量控制和质量保证提供了借鉴意义。  相似文献

Abstract

The trade of wastes in the world has been increasing and China has become the largest importer of wastes. This paper examines the import trend of different wastes and finds out that the total import volume to China approved by the Chinese government keeps increasing and the illegal trade can not be banned despite repeated prohibitions; therefore, China is not only “a world factory”, but actually “a global garbage dump”. In order to well understand the implications of wastes import, this paper further analyzes the resource and environmental effects and risks of different wastes imports as well as the strong driving force of wastes imports. Based on these detailed analysis and solid data, policy recommendations are put forward to reduce the demand for raw materials, to further strengthen the inspection of and supervision over the international trade of the wastes that can be used as raw materials by using the life cycle analysis and risk analysis, to improve the environmental standards and strengthen the disposal capacity, to re-export the raw materials produced from the imported wastes, to develop the long-term planning for the import of wastes and to promote international cooperation.  相似文献
