Effectively controlling the spread of contagious illnesses has become a critical focus of disaster planning. It is likely that quarantine will be a key part of the overall public health strategy utilised during a pandemic, an act of bioterrorism or other emergencies involving contagious agents. While the United States lacks recent experience of large-scale quarantines, it has considerable accumulated experience of large-scale evacuations. Risk perception, life circumstance, work-related issues, and the opinions of influential family, friends and credible public spokespersons all play a role in determining compliance with an evacuation order. Although the comparison is not reported elsewhere to our knowledge, this review of the principal factors affecting compliance with evacuations demonstrates many similarities with those likely to occur during a quarantine. Accurate identification and understanding of barriers to compliance allows for improved planning to protect the public more effectively. 相似文献

Three serious accidents occurred in three dynamite manufacturing plants within three European countries during a relatively short time period triggering the question of effective external learning. The article discusses the lessons for the prevention of accidents learned from retrospective comparative analysis. It advocates for a better process for learning lessons. It attempts to show how a two level approach to accident analysis may help to reveal a common deeper learning hidden under diverse routine lessons. 相似文献

Summary. While many marine molluscs have been suggested to use aposematic coloration to avoid predation, few studies have tested the
ability of marine predators to learn to associate colors with distasteful prey. In field experiments, we tested the ability
of two populations of reef fishes to discriminate among red, yellow, and black artificial nudibranch models when one color
was paired with a feeding deterrent. We offered fishes (1) the models without any feeding deterrents, (2) the models with
a feeding deterrent coated onto one color, and (3) the models without deterrents again. If reef fishes learn to associate
colors with noxious prey, we expected the color paired with the feeding deterrent to be eaten less frequently in the final
assay than the initial assay. In both populations, fishes formed clear associations between color and feeding deterrence.
However, when the experiment was repeated in one population, changing the color paired with the feeding deterrent, fishes
did not form an association between color and feeding deterrence. In this case, prior learning may have affected subsequent
trials. Our study indicates that common colors of nudibranchs are recognizable by fishes and can be associated with noxious
prey.

A number of chemical accidents have occurred in China over the past two decades with significant impact on humans and the environment. It is expected that lessons will have been learned from these accidents that will help industries to reduce the risk that catastrophic chemical accidents occur in future. In fact, to some extent there is evidence that lessons have been learned, to the extent that the Chinese government has substantially strengthened legislation and regulatory standards. Nonetheless, there remains a concern that much more still needs to be done to reduce chemical accidents risks in China. Important progress in this area requires not only government support but a commitment across all hazardous industries to learn from past accidents that may in many cases require establishment or considerable improvement of their safety management systems. To assist small and medium-sized enterprises (SMEs), in this effort, results of an analysis of common causes of the chemical accidents reported in the Major Accident Information (MAI) website of Chinese State Administration of Work Safety (SAWS) are presented in this paper In particular, inadequate process hazard analysis (PHA), training and emergency response planning (ERP) were identified as the top three process safety management (PSM) elements that contribute to most of the SMEs accidents in China. Seven recommendations are proposed in order to improve the effectiveness of lesson learning for government agencies and SMEs. 相似文献
