从江苏海洋经济的有效发展、可持续发展、与经济社会整体的协调发展及其推广价值等方面阐述了实施"海上苏东"绿色发展战略的意义,从海洋环境、海洋初级生产力、海洋渔业资源、沿海滩涂湿地等方面较全面分析了"海上苏东"工程建设的生态效应。文章提出了实施"海上苏东"绿色发展战略的战略措施,一是制定和实施"海上苏东"绿色发展战略行动方案,二是调整海洋经济产业结构,三是调整海洋经济发展的运作机制。  相似文献

Gas freeing process in crude oil tanker ships is widely recognized one of the most hazardous aspects of shipboard operations. Although the process provides practical benefits to ship by removing the explosive or poisonous gases from the cargo tanks and raising the oxygen level up to 21 percent, the consequences of failure may cause serious damage to human health, marine environment and cargo. Therefore, the crew exercise utmost care and become aware of the potential hazards in gas freeing process. In this context, this paper provides a fuzzy DEMATEL (Decision Making Trial and Evaluation Laboratory) method to evaluate critical operational hazards in gas freeing process. While the DEMATEL method enables to identify and analyse the potential hazards of gas freeing process with respect to causal–effect relation diagram, fuzzy sets deal with the uncertainty in decision-making and human judgements through the DEMATEL. Thus, the hybrid approach provides smart solution for safety practitioners to prevent critical hazards in gas freeing process. The results of the research will contribute to maritime safety at sea and prevention of environment pollution as well as loss of life on-board crude oil tankers ships.  相似文献

An increasing number of ships have chosen the suitable route to transport in Arctic waters during summer. Seeking a suitable model for risk decision-making in route planning is a necessary research topic at present. Due to its complex natural environment, there is significant uncertainty regarding ship navigation safety in Arctic waters. The process risk-based decision-making method to support route planning is established based on the dynamic Bayesian network (DBN) risk assessment model for LNG carrier collision with ice or obstacles in Arctic waters. The decision-making process for ship navigation is dynamically associated with time. Therefore, a Markov Chain (MC) is built for each dynamic node in Bayesian belief network (BBN) to realize DBN associated risk assessment, which is called process risk and is applied to decision-making. Three possible routes for ships sailing from the Vikitsky Strait to the Long Strait in Arctic waters were selected in conjunction with the objective daily change data of wind speed, temperature, wave height, and ice condition. Simulations for risk decision-making in the ship navigation process are performed. Application examples show that the ship selected either ROUTE2 (Vikitsky Strait – Laptev Sea – Sannikov Strait – Eastern Siberian Sea – Long Strait) or ROUTE3 (Vikitsky Strait – Laptev Sea – Proliv Dmitriya Lapteva – Eastern Siberian Sea – Long Strait) in August as the best navigable route.  相似文献

Management of the coastal zone for the purposes of conservation and sustainability is a well-described concept in the literature. This paper describes the importance of modelling various forms of maritime traffic as an intrinsic element of this process. Effective use of GIS in this context implies extensive data acquisition and cleaning, vessel path simulation, traffic density maps, and incident (spills or accidents) distribution when applicable. Risks can be determined by evaluating detrimental occurrences relative to exposure levels. Effective visualization and quantitative analyses can then be fruitfully applied to various coastal zone management spheres, such as oceans use planning, emergency response planning, and marine protected area delineation.  相似文献

Scenarios for shipping traffic in the Gulf of Bothnia (GoB) by 2030 are described in order to identify the main factors that should be taken into account when preparing a Maritime Spatial Plan (MSP) for the area. The application of future research methodology to planning of marine areas was also assessed. The methods include applying existing large scale quantitative scenarios for maritime traffic in the GoB and using real-time Delphi in which an expert group discussed different factors contributing to future maritime traffic in the GoB to find out the probability and significance of the factors having an impact on maritime traffic. MSP was tested on transnational scale in the Bothnian Sea area as a pilot project.  相似文献

Illicit trafficking of fissionable material in container cargoes is recognized as a potential weakness in Nuclear Security. Triggered by the attacks of 11 September 2001, measures were undertaken to enhance maritime security in extension to the Safety Of Life At Sea Convention and in line with the US Container Security Initiatives. Effective detection techniques are needed that allow the inspector to intercept illicit trafficking of nuclear weapons components or components of other nuclear explosive devices. Many security measures focus on active interrogation of the container content by X-ray scan, which might be extended with the newly developed tagged neutron inspection system. Both active interrogation techniques can, with the current huge volume of container traffic, only be applied to a limited number of selected containers. The question arises whether a passive detection technique can offer an alternative solution. This study investigates if containers equipped with a small passive detector will register during transport the neutron irradiation by fissionable material such as plutonium in a measurable way. In practice, 4/5 of the containers are about 1/8 filled with hydrogenous material and undergo a typical 2 months route. For this reference case, it was found that the most compatible passive detector would be an activation foil of iridium. Monte-Carlo simulations showed that for the reference case the activity of a 250 μm thin foil with 6 cm2 cross-section would register 1.2 Bq when it is irradiated by a significant quantity of Reactor-Grade PuO2. However this activity drops with almost two orders of magnitude for other fillings and other isotopic compositions and forms of the Pu-source. The procedure of selecting the target material for Pu detection is detailed with the theoretical methods, in order to be useful for other applications. Moreover the value of such additional passive sensors for securing maritime container transport is situated within the global framework of the First, Second and Third Line of Defense against illicit trafficking.  相似文献

The International Safety Management (ISM) Code defines a broad framework for the safe management and operation of merchant ships, maintaining high standards of safety and environmental protection. On the other hand, ISO 14001:2004 provides a generic, worldwide environmental management standard that has been utilized by several industries. Both the ISM Code and ISO 14001:2004 have the practical goal of establishing a sustainable Integrated Environmental Management System (IEMS) for shipping businesses. This paper presents a hybrid design methodology that shows how requirements from both standards can be combined into a single execution scheme. Specifically, the Analytic Hierarchy Process (AHP) and Fuzzy Axiomatic Design (FAD) are used to structure an IEMS for ship management companies. This research provides decision aid to maritime executives in order to enhance the environmental performance in the shipping industry.  相似文献

以海运安全管理的基本理论与机制 ,强调保障安全必须通过管理实现对“人 -机 -环境”系统的有效干预 ,指出已实行数年的海运安全管理体系 (SMS) ,因系统庞大不便使用而妨碍了安全管理效能的发挥 ,而现有的管理信息系统技术对此作为甚小。鉴此 ,以语义Web和RDF技术为核心 ,研发了计算机辅助海运安全管理系统 (CASMS) ,包括海运安全文档知识库系统 (RDMS)、海运安全管理体系文档管理系统 (SMDS)、计算机辅助海运安全审核系统 (EES) ,为实现全面高效准确的SMS文件管理与工作表管理 ,提高海运公司和政府的SMS审核质量 ,实现地区级、国家级网络化安全管理提供了新技术。该技术可普遍用于质量管理体系、职业安全与健康管理体系、环境管理体系等系统及其综合系统。  相似文献
