Vietnam, in the ongoing transition to market economies, has to cope with high rural poverty and a dramatic process of forest loss and environment degradation, particularly in the mountainous regions. The government considers rural poverty as the main cause of environment degradation, associated with slash-and-burn cultivation and to an unclear definition of property rights on forest land. In 1993, the government launched a Forest Land Allocation programme aiming to lease forest lands to individual households and, on this basis, to solve food security problems, halt the increasing environment degradation and preserve the remaining forests.To evaluate the results of this land reform policy, two upland pilot communes have been intensively monitored. The environmental and economic impacts of the forest land reform allocation in the two study areas are presented, after providing a background on the Vietnamese situation of mountain zones. On the basis of these findings, it is discussed as to whether the current forest land allocation process may actually promote local development and natural resources conservation, and under what conditions. Deforestation problems must be tackled also with new macroeconomic policies (e.g. credit programmes to support sustainable agriculture practices) and social policy (e.g. reduction of demographic pressure), together with the reform of the State institutions (e.g. State Forest Enterprises) involved in management of the forest areas. 相似文献

分析研究了当前我国乡村发展所面临的严峻的挑战性问题,如乡村非农化进程停滞,城乡差异扩大带来的问题等;尤其是乡村生态破坏和环境污染危及到农业生产环境的安全和城乡居民的生存基础的情况,指出21世纪中国乡村发展相当迫切而艰巨;在可持续发展思想的框架下,提出了长期性管理策略,即类型管理、目标管理、乡村制度性投入的管理模式,并考虑了实现乡村可持续发展的制度创新与保障问题;随后针对乡村发展管理,构想了实施对策:即,1)积极推进城市化,缩减乡村人口总量;2)开展农业行业标准的制定和修订工作;3)推进乡村产业的科技创新步伐;4)强化生态环境观念,实行空间开发管制、尤其是生态脆弱地区。此外还需强调环境教育机制和广泛的公众参与机制。 相似文献

In recent years flows of foreign direct investment (FDI) to developing countries have rapidly been increasing. It is now an important contributor to the national economy and urban growth in scores of developing countries. Rapid urbanization in these countries is leading to many problems in the cities. Existing urban infrastructure and municipal services have been unable to cope with the increased demand arising from growing population and rapid economic growth. Consequently, the environment in these cities has deteriorated alarmingly. This paper assesses the role of FDI in urban environmental management (UEM) by analyzing the linkages between them for Hanoi City in Vietnam. The paper's analysis and findings are presented under three main themes: one, FDI, employment and income; two, FDI and environmental degradation; and three, potential of utilizing FDI for the provision of urban environmental infrastructure and services (UEI&S) in order to improve the urban environment. Environmental planning at different levels has been called for by environmental departments in China during last years to integrate environment consideration to economic development. Based on the accomplished environmental planning practice in Xiamen China, the paper suggests a general environmental planning process with ecological function zoning as its key steps, at the same time an effective method for ecological function zoning was formulated. The case studies of Dongfu suburban town environmental planning and Xiamen eco-city conceptual planning indicate that scientifically sound results of ecological function zoning can contribute to improving not only the adaptability and acceptability of environmental planning, also the environmental management and the decision-making. The experience shows that the ecological function zoning methods should be applied according to the principles of adaptive management, resource-based and community-based, so that it can integrate science into decision-making process, avoiding both narrow-minded viewpoints of planners and natural resource use conflicts among variety of stakeholders. Food production has to be increased in a sustainable way to meet the future global demand. A key position is attributed to
developing countries. A deepened understanding of their agricultural regions with specific resource endowments and constraints
is therefore crucial. In this study we propose a methodology based on material flux analysis (MFA) to assess the resource
potentials and limitations of a Nicaraguan agricultural region. We focus on current regional and farm resource management
and explore them under two scenarios. Indicators are nitrogen and the degrees of self-sufficiency (DSS) for energy, and the
staples maize and beans. As data is scarce, most information is based on interviews with farmers of four categories and key
persons, and on literature.
The results show that nitrogen management does not differ considerably among categories. Nitrogen is mined mostly from staple
plots. Self-sufficiency for beans is given in an average year. Yet, landless and small farmers neither produce enough maize
for autoconsumption, nor are they self-sufficient for firewood. Energy supply is also the core problem of the region, since
the DSS is 70%. Soil nitrogen
stocks last at most for three more generations. Analyses with the scenario technique show that: (a) Unlimited population growth
has serious consequences in the near future e.g. severe shortage of energy and food. (b) Alternative farming systems are possible,
but they require reducing the population by a factor 2, and thus the creation of jobs in a Hinterland.
