GOAL, SCOPE AND BACKGROUND: This paper uses two case studies of U.S. Department of Energy nuclear weapons complex installations to illustrate the integration of expedited site characterization (ESC) and multimedia modeling in the remedial action decision making process. CONCEPTUAL SITE MODELS, MULTIMEDIA MODELS, AND EXPEDITED SITE CHARACTERIZATION: Conceptual site models outline assumptions about contaminates and the spatial/temporal distribution of potential receptors. Multimedia models simulate contaminant transport and fate through multiple environmental media, estimate potential human exposure via specific exposure pathways, and estimate the risk of cancer and non-cancer health outcomes. ESC relies on using monitoring data to quantify the key components of an initial conceptual site model that is modified iteratively using the multimedia model. CASE STUDIES: Two case studies are presented that used the ESC approach: Los Alamos National Laboratory (LANL) and Pantex. LANL released radionuclides, metals, and organic compounds, into canyons surrounding the facility. The Pantex Plant has past waste management operations which included burning chemical wastes in unlined pits, burying wastes in unlined landfills, and discharging plant wastewaters into on-site surface waters. CONCLUSIONS: The case studies indicate that using multimedia models with the ESC approach can inform assessors about what, where, and how much site characterization data needs to be collected to reduce the uncertainty associated with risk assessment. Lowering the degree of uncertainty reduces the time and cost associated with assessing potential risk and increases the confidence that decision makers have in the assessments performed. 相似文献

Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments
in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical,
social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived
benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic
variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster
analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure,
learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading
others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains
with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains.
There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery”
and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping
pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts

Fire occurrences and their sources were monitored in Emas National Park, Brazil (17°49′–18°28′S; 52°39′–53°10′W) from June
1995 to May 1999. The extent of burned area and weather conditions were registered. Forty-five fires were recorded and mapped
on a GIS during this study. Four fires occurred in the dry winter season (June–August; 7,942 ha burned), all caused by humans;
10 fires occurred in the seasonally transitional months (May and September) (33,386 ha burned); 31 fires occurred in the wet
season, of which 30 were caused by lightning inside the park (29,326 ha burned), and one started outside the park (866 ha
burned). Wet season lightning fires started in the open vegetation (wet field or grassy savanna) at a flat plateau, an area
that showed significantly higher fire incidence. On average, winter fires burned larger areas and spread more quickly, compared
to lightning fires, and fire suppression was necessary to extinguish them. Most lightning fires were patchy and extinguished
primarily by rain. Lightning fires in the wet season, previously considered unimportant episodes, were shown to be very frequent
and probably represent the natural fire pattern in the region. Lightning fires should be regarded as ecologically beneficial,
as they create natural barriers to the spread of winter fires. The present fire management in the park is based on the burning
of preventive firebreaks in the dry season and exclusion of any other fire. This policy does not take advantage of the beneficial
effects of the natural fire regime and may in fact reduce biodiversity. The results presented here stress the need for reevaluating

Illinois has been operating an ambient water quality network of almost 600 stations for several years. In 1977 changes in program emphasis toward intensive monitoring, the need for improved procedures and quality control in monitoring operations, and the desire to create a single data base of all Illinois State monitoring data, resulted in a redesign of the ambient monitoring program.A unique cooperative program between the Illinois Environmental Protection Agency and the US Geological Survey provides for their monitoring a portion of the network. The Survey provides flow data at most network stations as well as extensive manpower training, equipment, data processing, and program quality control. The origin of the grassy balds of the Great Smoky Mountains is examined. Some of the areas were cleared by settlers. Grazing by sheep and cattle and the cutting of trees were probably the most important factors in maintaining the grass sward; fire apparently was not used.Vegetation survey plots indicated that little of the original balds' area was still grassy and that most of the invading trees and shrubs could be expected to sprout if cut or burned. Areas presently trampled or mowed had a flora similar to a bald that was still grazed. High-elevation burn scars had many species in common with the grassy balds but had dissimilar community structures; therefore, a policy favoring natural fires would be unlikely to encourage maintanence or formation of grassy balds.The management of open grassy areas on National Forest lands was investigated. Burning was the favored technique, although hand cutting, mowing, and grazing were used. A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. Because of the nature of watersheds, the hydrologic and erosional impacts of logging and related road-building activities may move offsite, affecting areas downslope and downstream from the operation. The degree to which this occurs depends on the interaction of many variables, including soils, bedrock geology, vegetation, the timing and size of storm events, logging technology, and operator performance. In parts of northwestern California, these variables combine to produce significant water quality degradation, with resulting damage to anadromous fish habitat.Examination of recent aerial photographs, combined with a review of public records, shows that many timber harvest operations were concentrated in a single 83 km2 watershed in the lower Klamath River Basin within the past decade. The resulting soil disturbance in this case seems likely to result in cumulative off-site water quality degradation in the lower portion of the Basin.In California, both state and federal laws require consideration of possible cumulative effects of multiple timber harvest operations. In spite of recent reforms that have given the state a larger role in regulating forest practices on private land, each timber harvest plan is still evaluated in isolation from other plans in the same watershed. A process of collaborative state-private watershed planning with increased input of geologic information offers the best long-term approach to the problem of assessing cumulative effects of multiple timber harvest operations. Such a reform could ultimately emerge from the ongoing water quality planning process under Section 208 of the amended Federal Water Pollution Control Act. 相似文献

The size of particles in urban air varies over four orders of magnitude (from 0.001 μm to 10 μm in diameter). In many cities
only particle mass concentrations (PM10, i.e. particles <10 μm diameter) is measured. In this paper we analyze how differences
in emissions, background concentrations and meteorology affect the temporal and spatial distribution of PM10 and total particle
number concentrations (PNC) based on measurements and dispersion modeling in Stockholm, Sweden. PNC at densely trafficked
kerbside locations are dominated by ultrafine particles (<0.1 μm diameter) due to vehicle exhaust emissions as verified by
high correlation with NOx. But PNC contribute only marginally to PM10, due to the small size of exhaust particles. Instead
wear of the road surface is an important factor for the highest PM10 concentrations observed. In Stockholm, road wear increases
drastically due to the use of studded tires and traction sand on streets during winter; up to 90% of the locally emitted PM10
may be due to road abrasion. PM10 emissions and concentrations, but not PNC, at kerbside are controlled by road moisture.
Annual mean urban background PM10 levels are relatively uniformly distributed over the city, due to the importance of long
range transport. For PNC local sources often dominate the concentrations resulting in large temporal and spatial gradients
in the concentrations. Despite these differences in the origin of PM10 and PNC, the spatial gradients of annual mean concentrations
due to local sources are of equal magnitude due to the common source, namely traffic. Thus, people in different areas experiencing
a factor of 2 different annual PM10 exposure due to local sources will also experience a factor of 2 different exposure in
terms of PNC. This implies that health impact studies based solely on spatial differences in annual exposure to PM10 may not
separate differences in health effects due to ultrafine and coarse particles. On the other hand, health effect assessments
based on time series exposure analysis of PM10 and PNC, should be able to observe differences in health effects of ultrafine
