ABSTRACTThe evolution of Chinese environmental policy and politics can be better understood in the broader context of institutional changes that have taken place since the late 1970s. In this study, an analytical framework was established to analyze how overall institutional changes were reflected in the roles of relationships between governmental and non-governmental actors engaged in environmental governance. Institutional changes were observed at three levels: informal institutions (cultural traditions, and political ideology); formal institutions (the polity, political system, property rights, and judiciary); and governing mechanisms (structures, regulatory approaches, and incentives). This analysis of interactions between institutional changes and the changing environmental process explained not only the drives and constraints behind China’s environmental policy evolution so far but also shed light on future challenges and opportunities. 相似文献

Canoes forging through cold waters, mountains rising from the sea, a heart beating under a mountain lake, an albatross sailing toward the Antarctic: these were the story-images of Coastal Mappings, a large-scale community project set in and around Dunedin, New Zealand. In the Coastal Mappings performance project, people in the last months of their lives joined cancer survivors, family members and other interested people in explorations of Pakeha myths (by European-settler descendents) and Maori myths (by descendents of the crews of the first canoes, first inhabitants of New Zealand). Together, we created personal landscapes through movement, storytelling, photography and video. In this essay, I discuss some of the opportunities, challenges and experiences of leading a community dance project in an intercultural social environment, and with people whose relationship to their environment is different from mine. 相似文献

Abstract: For many regions worldwide, multiple and often contrasting biogeographic classifications exist that are derived from a variety of taxa and techniques. This presents a challenge for managers who must choose appropriate large-scale spatial frameworks for systematic conservation planning. We demonstrate how systematically collected community data can be used to evaluate existing biogeographic classifications, identify the most appropriate metric for biogeographic patterns seen in other taxonomic groups, and develop an independent biogeographic classification scheme for systematic conservation planning. We evaluated 6 existing biogeographic classifications for New Zealand's nearshore marine environment with community-similarity metrics derived from abundance and presence–absence data for macroalgae (107 species) and mobile macroinvertebrates (44 species). The concordance between community metrics and the previous classifications was high, as indicated by a high multivariate classification success (CS) (74.3–98.3%). Subsequently, we carried out an independent classification analysis on each community metric to identify biogeographic units within a hierarchical spatial framework. The classification derived from macroalgal presence–absence data achieved the highest CS and could be used as a mesoscale classification scheme in which 11 regional groupings (i.e., bioregions) (CS = 73.8–84.8%) are nested within northern and southern biogeographic provinces (CS = 90.3–98.7%). These techniques can be used in systematic conservation planning to inform the design of representative and comprehensive networks of marine protected areas through evaluation of the current coverage of marine reserves in each bioregion. Currently, 0.22% of the territorial sea around mainland New Zealand is protected in no-take marine protected areas in which 0–1.5% of each bioregion represented. 相似文献

This study observed privacy-seeking behavior in an elementary classroom, investigated individual differences in privacy seeking, and compared preferences for private spaces varying in degree of enclosure. Four privacy booths were placed in a fourth-grade classroom. A ticket system was used to assess booth use. Information on personality and background variables was obtained with self-report, peer, teacher, and parent questionnaires. After an initial period of enthusiasm, overall booth use declined sharply. However, analysis revealed substantial individual variation in booth use that remained consistent throughout the study. For boys, booth use was significantly correlated with teachers' ratings of sociability, aggressiveness, and distractibility. For girls, a significant positive relationship was found between privacy seeking at home and in school. Self-reported desire for privacy was uncorrelated with actual privacy-seeking behavior in the classroom. No significant differences in the use of the various booths were found, although self-reported preferences clearly favored the booth that allowed visual access to the rest of the classroom when desired. 相似文献

ABSTRACT: Land use planning in rapidly developing areas can serve as an effective tool for minimizing water quality impacts on ground water supplies. A land use management model applied to Jackson Township of the New Jersey Pine Barrens was developed. The management model consisted of a simulation model for the transport of nitrates from septic tank systems through the aquifer and a multiobjective, goal programming optimization model to determine population density restrictions using 208 areawide planning population projections. Results showed that growth may have to be curtailed in several areas of Jackson Township and that current population projections over the next 30 years may result in unacceptably high nitrate concentrations downgradient of Jackson Township. ABSTRACT: To provide a basis for regional hydroclimatic forecasting, New England (NE) precipitation and streamflow are compared with indices for the El Niño/Southern Oscillation, the Pacific North American (PNA) pattern, and the North Atlantic Oscillation (NAO). Significant positive correlations are found between the NAO index and monthly streamflow at western inland locations, with the strongest seasonal correlations occurring in winter. Smoothed records for the winter NAO and winter streamflow are highly correlated at some sites, suggesting that interrelationships are most significant in the low frequency spectrum. However, correlations between the NAO and precipitation are not significant, so further examination of other factors is needed to explain the relationship between the NAO and streamflow. NAO related regional air temperature, sea surface temperature (SST), storm tracking, and snowfall variability are possible mechanisms for the observed teleconnection. Exceptionally cool regional air temperatures, and SSTs, and unique regional storm track patterns characterized NE's climate during the famous 1960s drought, suggesting that concurrent (persistent) negative NAO conditions may have contributed to the severity of that event. Monthly and winter averaged regional streamflow variability are also significantly correlated with the PNA index. This, along with results from previous studies, suggests that tropospheric wave character and associated North Pacific SST anomalies are also related to NE regional drought conditions. 相似文献

ABSTRACT: Water management in the United States has historically been characterized by a decisionmaking system that is fragmented along three dimensions: (1) physical, (2) institutional, and (3) political-technical. The result is often ‘garbage can’ decision-making in open decisionmaking structures with the attributes of an ‘organized anarchy’ rather than the rational, comprehensive decisionmaking prescribed for water management. A case study of water quality management decisionmaking in the New York Finger Lakes is used to illustrate how the garbage can model can illuminate the forces that operate in fragmented water management. Interorganizational decisionmaking theory and experience from water management integration initiatives are then applied to assess what strategies may be effective in reducing the organizational anarchy that results from fragmented water management institutions. 相似文献

Agriculture and medicine palpably manifest a culture's world view. Correspondingly, changes in agriculture and medicine may be barometers of change in a culture's overall outlook. Conventional industrial agriculture and modern surgical/chemical medicine clearly express the Newtonian mechanical model of nature. The modern classical world view represents nature to be an externally related, atomic, reductive, material, and mechanical aggregate. Modern medicine, correspondingly, treats the body as an elaborate mechanism and industrial agriculture regards soil as a substratum for monocultures assembled from fossil fuels, synthetic fertilizers, and chemical pesticides. The nascent agroecology and wellness movements each express and reflect the new paradigm variously emerging from ecology and quantum physics. Ecology and the new physics, each in its own way, represent nature to be an internally related, systemic, integrated, organic whole. Agroecology translates this abstract new vision into a concrete agricultural vocabulary: The farmstead is regarded as an artificial ecosystem with a multiplicity of diverse plant and animal constituents interacting with one another and with environing natural ecosystems in complex and mutually supporting ways. 相似文献

ABSTRACT. Characterizing ecological indicators such as water quality is necessary to effectively manage human-dominated systems such as the New Jersey Pinelands. Pinelands surface waters are naturally acidic and low in nutrients and other dissolved substances. Water quality for 14 Pinelands stream sites monitored by the U.S. Geological Survey was characterized in relation to land use. A gradient of increasing pH, specific conductance, and concentration of dissolved calcium, dissolved magnesium, total nitrite + nitrate-nitrogen, total ammonia-nitrogen, and total phosphorus was associated with a watershed disturbance gradient of increasing land use intensity and waste water flow. These two parallel gradients emphasized the significant effect that watershed disturbance can have on natural water chemistry in the Pinelands. The results of this study can be applied to planning and regulatory programs in the Pinelands. 相似文献
