All member states of the EU have had to develop climate strategies following the commitment to the UN Framework Convention on Climate Change and the Kyoto Protocol. The evolution of the strategies provides insights into the learning that takes place at the level of policy development and offers material for analysing how ex ante and ex post evaluations have contributed to this learning. In the analysis, Finland is used as a case demonstrating different levels and types of learning, from deeper reframing to political learning. The results show that the full potential of the evaluations has not been utilised, partly because they have been constrained by their mandate. Greater openness and transparency in the policy processes would create favourable conditions for independent evaluations that could provide additional input to the policy processes. Introduction: This article analyzes the effect of driver’s age in crash severity with a particular focus on those over the age of 65. The greater frequency and longevity of older drivers around the world suggests the need to introduce a possible segmentation within this group at risk, thus eliminating the generic interval of 65 and over as applied today in road safety data and in the automobile insurance sector. Method: We investigate differences in the severity of traffic crashes among two subgroups of older drivers –young-older (65–75) and old-older (75+), and findings are compared with the age interval of drivers under 65. Here, we draw on data for 2016 provided by Spanish Traffic Authority. Parametric and semi-parametric regression models are applied. Results: We identified the factors related to the crash, vehicle, and driver that have a significant impact on the probability of the crash being slight, serious, or fatal for the different age groups. Conclusions: We found that crash severity and the expected costs of crashes significantly increase when the driver is over the age of 75. Practical Applications: Our results have obvious implications for regulators responsible for road safety policies – most specifically as they consider there should be specific driver licensing requirements and driving training for elderly – and for the automobile insurance industry, which to date has not examined the impact that the longevity of drivers is likely to have on their balance sheets. 相似文献

Chile ratified the Montreal Protocol in 1990 which sets out an agenda for the reduction and then elimination of ozone depleting substances (ODS); however, by 1998 the country had not yet defined a strategy to encourage greater compliance, so that in the same year the National Environmental Commission decided to examine the policy options available. This paper examines the process followed to develop this strategy. As a first step it was necessary to look at how far the implicit policy of "business as usual" could be stretched without jeopardizing Chile's compliance obligations. A second step included quantifying compliance costs and their impact on different policy instruments and so policy choice. Finally, the attitudes of decision-makers or participants were identified, by interviews with officials of the different public agents involved, in order to weigh their views about policy. A strategy was proposed, based on this information, which the Chilean regulator has used, although not in its entirety. The methodology developed could well be useful for developing-country Protocol signatories building their own appropriate compliance strategy. 相似文献

Employing in-depth, elite interviews, this empirical research contributes to understanding the dynamics among policy windows,
policy change, and organizational learning. First, although much of the research on agenda setting—how issues attract enough
attention that action is taken to address them—has been conducted at the national scale, this work explores the subnational,
regional scale. With decentralization, regional-scale environmental decision-making has become increasingly important. Second,
this research highlights the role of policy windows and instances of related organizational learning identified by natural
resources managers. Having practitioners identify focusing events contrasts with the more typical approach of the researcher
identifying a particular focusing event or events to investigate. A focusing event is a sudden, exceptional experience that,

在当前强调产业结构调整的政策背景下,产业有序转移必须以有利于或者加强环境保护为基本目标。环境规制差异造成了不同经济地域之间污染密集型生产的比较优势调整,强化了高污染产业进行生产区位选择的动机,以规避来自政府的环境监管。环境治理成本的不同是高污染企业区际转移的重要驱动因素,企业环境寻求策略推动了污染密集型生产由环境规制强度高的地区向环境规制松弛地区的转移。企业污染密集型生产的区际转移受到环境要素产品生产比较优势的明显影响,这些环境要素产品与区际环境规制差异、企业市场内部化战略以及污染密集型产品的生命周期密切关联。借鉴一般均衡分析框架,可以明晰企业环境寻求策略下污染密集型生产转移的内在机制。一方面,环境成本差异决定了非环境友好产品生产转移的意愿,高强度的环境规制使得企业生产的边际环境治理成本和平均环境治理成本提高,污染密集型生产外迁的动力加强,生产效率高的企业对环境规制强度更加敏感。污染密集型生产承接地提高环境规制强度能形成对环境负面影响的有力对冲,遏制环境恶化趋势。另一方面,合理的区际环境政策差异能在产业有序转移中发挥重要作用。合理设定区际环境规制级差与碳信征信系统建设,加强分类监管与行业节能减排,建立拟承接生产项目的效率筛选机制,提高区域市场开放程度、降低产业优惠政策所形成隐性市场保护等环境监管手段是保证欠发达地区通过产业承接实现跨越式发展的关键所在。 相似文献
