This article describes the development and implementations of a novel software platform that supports real-time, science-based policy making on air quality through a user-friendly interface. The software, RSM-VAT, uses a response surface modeling (RSM) methodology and serves as a visualization and analysis tool (VAT) for three-dimensional air quality data obtained by atmospheric models. The software features a number of powerful and intuitive data visualization functions for illustrating the complex nonlinear relationship between emission reductions and air quality benefits. The case study of contiguous U.S. demonstrates that the enhanced RSM-VAT is capable of reproducing the air quality model results with Normalized Mean Bias < 2% and assisting in air quality policy making in near real time. 相似文献

The performance of different policy design strategies is a key issue in evaluating programmes for water quality improvement
under the Water Framework Directive (60/2000). This issue is emphasised by information asymmetries between regulator and agents.
Using an economic model under asymmetric information, the aim of this paper is to compare the cost-effectiveness of selected
methods of designing payments to farmers in order to reduce nitrogen pollution in agriculture. A principal-agent model is
used, based on profit functions generated through farm-level linear programming. This allows a comparison of flat rate payments
and a menu of contracts developed through mechanism design. The model is tested in an area of Emilia Romagna (Italy) in two
policy contexts: Agenda 2000 and the 2003 Common Agricultural Policy (CAP) reform. The results show that different policy
design options lead to differences in policy costs as great as 200–400%, with clear advantages for the menu of contracts.
However, different policy scenarios may strongly affect such differences. Hence, the paper calls for greater attention to

This article describes and tests a systems theory-based policy indicators model. The framework is used to examine propositions
about linkages between states' ecological-spatial characteristics and subsequent selected solid waste management (SWM) -related
environmental policies. It was hypothesized that state characteristics of: (1) population density (used as a garbage-per-land
area index), (2) population convergence within urban areas, and (3) percent population change in the interval 1980–1985, could
jointly explain state variation in both the number and the vigor of SWM policy outputs. Greater levels of spatial pressure
were proposed to be related directly to more numerous, more convincing policies. Proposals are grounded in the literature
of organizational search theory, crisis stimulation, and technological pressure.
Results revealed that the sociospatial model in fact could explain a reasonable proportion of policy variation across states.
However, not all hypotheses are supported. Population change shows an indirect, rather than the anticipated direct, relationship
with policy output levels. In addition, when used in the model as a pollution intensity index, population density failed to
contribute significantly to an explanation of differences in state SWM policy levels. The analysis raises questions about
changes occurring over time in the nature and direction of linkages between sociospatial measures and policy responses. This
study suggests that strengthening policy indicator models may require questioning key assumptions and theoretical bases, conducting
longitudinal studies, and factoring in political, economic, and other policy environment forces. 相似文献

ABSTRACT: The importance of water conservation was emphasized by a proposed National Water Policy which was established during the previous Carter Administration. This policy stressed water conservation on a national scale. Such a policy sought to apply one program to all water resources problems. Before implementation of this or another such policy, consideration must be given to those vast areas of the country which in reality do not have a shortage of water. One of these areas is the French-Broad River basin in Tennessee. This report was formulated in an effort to describe both the positive and negative effects of water policies which would bring about either a 10 percent or 30 percent reduction in water usage in this basically water rich area. If HIA is to be an effective instrument for optimising health interests in the policy making process it has to recognise the different contests in which policy is made and the relevance of both technical rationality and political rationality. Policy making may adopt a rational perspective in which there is a systematic and orderly progression from problem formulation to solution or a network perspective in which there are multiple interdependencies, extensive negotiation and compromise, and the steps from problem to formulation are not followed sequentially or in any particular order. Policy problems may be simple with clear causal pathways and responsibilities or complex with unclear causal pathways and disputed responsibilities. Network analysis is required to show which stakeholders are involved, their support for health issues and the degree of consensus.From this analysis three models of HIA emerge. The first is the phases model which is fitted to simple problems and a rational perspective of policymaking. This model involves following structured steps. The second model is the rounds (Echternach) model that is fitted to complex problems and a network perspective of policymaking. This model is dynamic and concentrates on network solutions taking these steps in no particular order. The final model is the “garbage can” model fitted to contexts which combine simple and complex problems. In this model HIA functions as a problem solver and signpost keeping all possible solutions and stakeholders in play and allowing solutions to emerge over time. The current research agenda in environmental science is dominated by calls to integrate science and policy to better understand and manage links between social (human) and natural (nonhuman) processes. Freshwater resource management is one area where such calls can be heard. Designing computer-based models for integrated environmental science poses special challenges to the research community. At present it is not clear whether such tools, or their outputs, receive much practical policy or planning application. It is argued that this is a result of (1) a lack of appreciation within the research modeling community of the characteristics of different decision-making processes including policy, planning, and (2) participation, (3) a lack of appreciation of the characteristics of different decision-making contexts, (4) the technical difficulties in implementing the necessary support tool functionality, and (5) the socio-technical demands of designing tools to be of practical use. This article presents a critical synthesis of ideas from each of these areas and interprets them in terms of design requirements for computer-based models being developed to provide scientific information support for policy and planning. Illustrative examples are given from the field of freshwater resources management. Although computer-based diagramming and modeling tools can facilitate processes of dialogue, they lack adequate simulation capabilities. Component-based models and modeling frameworks provide such functionality and may be suited to supporting problematic or messy decision contexts. Drawing up environmental policy options is a complex activity which involves defining and weighing the merits and risks of various alternative courses of action governments could pursue. In its modern version, this task typically involves formal policy analysis or ‘policy appraisal’, that is, policy work specifically undertaken to generate and evaluate policy options in order to address problems or issues on a policy agenda. Indicators play a powerful but under-investigated role in this process. To shed light on this issue, the paper conducts a case study of the design and evolution of policy indicators in water security policy formulation, examining both their utilization and impact. The paper documents the origins of water security policy indicators; assesses their relevance and influence in policy formulation and identifies the reasons for the emergence of certain preferred indices, despite their having several well-known limitations. In particular, the discussion flags the significance of the political advantages surrounding their ease of use and interpretation, rather than their technical merits, as a key factor affecting the continued utilization and influence of specific indicators in environmental policy and planning. 相似文献

Exploitation of natural forests forms expanding frontiers. Simultaneously, protected area frontiers aim at maintaining functional habitat networks. To assess net effects of these frontiers, we examined 16 case study areas on five continents. We (1) mapped protected area instruments, (2) assessed their effectiveness, (3) mapped policy implementation tools, and (4) effects on protected areas originating from their surroundings. Results are given as follows: (1) conservation instruments covered 3–77%, (2) effectiveness of habitat networks depended on representativeness, habitat quality, functional connectivity, resource extraction in protected areas, time for landscape restoration, “paper parks”, “fortress conservation”, and data access, (3) regulatory policy instruments dominated over economic and informational, (4) negative matrix effects dominated over positive ones (protective forests, buffer zones, inaccessibility), which were restricted to former USSR and Costa Rica. The Miombo, the most extensive tropical woodland formation of Africa directly supports the livelihoods of over 100 million people through the provision of many tree products and ecosystem services essential to both the rural and urban communities. While the destruction of the Miombo has often been blamed on the rural communities dwelling near the forest resources, many urban dwellers depend heavily on the various products derived from the woodlands. This paper highlights the importance of the Miombo in the livelihoods of rural people, the potential threats to this ecosystem and opportunities for its sustainable management. About 70% of energy consumed in southern Africa is in the form of fuelwood or charcoal. The economic importance of the Miombo especially from non-timber forest products (NTFPs) is usually understated due to their perceived non-economic value yet they play an important role in sustaining livelihoods of forest dependent people in the miombo ecoregion. The Miombo also contributes to health services through the use of medicinal plant and products, in some cases, contributing up to 80% to rural health, including helping in coping with effects of HIV/AIDS, malaria and several diseases. The possibility of developing payment for environmental services schemes through public–private partnerships, and community-based sustainable management models are proposed. Through conservation and commercialization of some of the products and services, there is a potential to provide income and improve the livelihood of people involved in the trade along the value chain. 相似文献
