Safecharts is a variant of Statecharts intended exclusively for safety critical systems design. With two separate representations for functional and safety requirements, Safecharts brings the distinctions and dependencies between them into sharper focus, helping both designers and auditors alike in modelling and reviewing safety features. Safecharts incorporates ways to represent equipment failures and failure handling mechanisms and uses a safety-oriented classification of transitions and a safety-oriented scheme for resolving any unpredictable non-deterministic pattern of behaviour. It achieves these through an explicit representation of risks posed by hazardous states by means of an ordering of states and a concept called risk band. Recognising the possibility of gaps and inaccuracies in safety analysis, Safecharts do not permit transitions between states with unknown relative risk levels. However, in order to limit the number of transitions excluded in this manner, Safecharts provides a default interpretation for relative risk levels between states not covered by the risk ordering relation, requiring the designer to clarify the risk levels in the event of a disagreement and thus improving the risk assessment process. 相似文献

ABSTRACTThe success of technological development depends on citizens’ social acceptance, whereas several challenges related to the understanding of citizens’ reactions to renewable energy and its policies are identifiable. Most importantly, the gap between general attitudes towards the environment and specific voting behaviour regarding environment-friendly policy proposals calls for an explanation of how a policy’s design causes citizens who might otherwise support environmental measures to express opposition in direct democratic votes. Therefore, how policy design and policy information impact opinion formation is investigated. Salient aspects are identified, and the different types of information or qualifications that may cause opposition are considered. This new approach reveals that citizens, in environmental decision-making, do indeed consider policy design and policy information, which they regard as conditions for support, and that the type of policy information matters since citizens do not consider all of the policy details when they make decisions. 相似文献

全面系统评估环境规制政策协同效应对绿色经济效率的影响,对于推动生态文明建设具有重要的意义。文章基于2006—2020年281个地级市的样本数据,运用多期双重差分模型评估双试点政策对绿色经济效率的影响。研究发现:(1)相比于非试点城市,双试点政策的实施使试点城市的绿色经济效率提升约8.29%,此结论在经过平行趋势等稳健性检验后依旧成立;(2)双试点政策比单试点政策更能显著提高绿色经济效率,政策间存在协同效应;(3)双试点政策通过创新型和改进型绿色技术创新、降低能源消费强度促进绿色经济效率,同时会增加能源消费规模进而抑制绿色经济效率;(4)双试点政策对周围100~900 km以内区域的绿色经济效率产生显著的正向空间溢出效应。本文丰富了环境政策协同对绿色经济效率的影响研究,为政策的有效实施、推动减污降碳协同增效提供科学支持。 相似文献

We report the results of an exploratory study that examines the judgments of climate scientists, climate policy experts, astrophysicists, and non-experts (N?=?3367) about the factors that contribute to the creation and persistence of disagreement within climate science and astrophysics and about how one should respond to expert disagreement. We found that, as compared to non-experts, climate experts believe that within climate science (i) there is less disagreement about climate change, (ii) methodological factors play less of a role in generating disagreements, (iii) fewer personal or institutional biases influence climate research, and (iv) there is more agreement about which methods should be used to examine relevant phenomena we also observed that the uniquely American political context predicted experts’ judgments about some of these factors. We also found that, in regard to disagreements concerning cosmic ray physics, and commensurate with the greater inherent uncertainty and data lacunae in their field, astrophysicists working on cosmic rays were generally more willing to acknowledge expert disagreement, more open to the idea that a set of data can have multiple valid interpretations, and generally less quick to dismiss someone articulating a non-standard view as non-expert, than climate scientists were in regard to climate science. 相似文献

As a carrier to develop various marine resources, sea area is regulated as a kind of important resources through legislation by many coastal countries with a management system for the paid use of sea area. Since the early 1990s, China has begun to implement the paid use and formed an institutional system comprised of three levels after developing it for more than two decades. From 2002 to 2015, the Chinese Government transferred the use right of sea area of 33,910 km2 by paid use and levied a total of 75.89 billion CNY (11.328 billion US dollars) of sea area use payment. Apart from this, the Government has gained rich experience in operating and managing the compensable use of sea area. After retrospectively analyzing the development history of paid use of China’s sea area, the research presents an institutional structure and the implementation of the management system for the paid use of sea area and the main problems therein. On this basis, management policies and feasible policy suggestions are proposed. Research results from this study can provide available references for other developing countries and emerging economies to apply and improve native management system for the paid use of sea area. 相似文献

采集南京不同水体9个点位的水样,经固相萃取后采用LC-MS/MS方法测定样品中10种抗抑郁类药物,结合风险熵值法评估其对不同营养级水生生物的风险。结果表明,南京水体中存在不同程度的抗抑郁类药物污染,质量浓度范围为未检出~9.4 ng/L;舍曲林、氟伏沙明和西酞普兰的检出率为100%,氟西汀的检出率为44.4%。风险评估结果表明,南京水体中抗抑郁类药物对不同营养级水生生物表现出低—中等风险;舍曲林和氟西汀对总风险的贡献率最高,需要重点关注。 相似文献

The Seymour aquifer region of Texas has been identified as containing elevated levels of nitrate in ground water. Various state and federal agencies are currently studying policy options for the region by gathering more site-specific information. However, because of lack of sufficient information, cause and effect relationships between water quality and agricultural practices have not been well established for the region. Some recently available biophysical simulation models have impressive capabilities in generating large amounts of data on environmental pollution resulting from agricultural production practices. In this study, the data generated by a biophysical simulation model were used to estimate the nitrate percolation response functions for the Seymour aquifer region. Interestingly, nitrate percolation values obtained from simulation models often comprise acensoredsample because the non-zero percolation values are only observed under certain climatic events and input levels. It has been shown in the econometric literature that the use of Ordinary Least Squares (OLS) on censored sample data produces biased and inconsistent parameter estimates. Thus, a sample selection model was used in this study to estimate the response functions for nitrate percolation. The study provides some insight into the relationship between nitrate percolation and agricultural production practices. In particular, the study demonstrates the potential of selected design standards in minimizing agricultural nonpoint-source (NPS) pollution for the study area. 相似文献
