Abstract: The Tiwi people of northern Australia have managed natural resources continuously for 6000–8000 years. Tiwi management objectives and outcomes may reflect how they gather information about the environment. We qualitatively analyzed Tiwi documents and management techniques to examine the relation between the social and physical environment of decision makers and their decision‐making strategies. We hypothesized that principles of bounded rationality, namely, the use of efficient rules to navigate complex decision problems, explain how Tiwi managers use simple decision strategies (i.e., heuristics) to make robust decisions. Tiwi natural resource managers reduced complexity in decision making through a process that gathers incomplete and uncertain information to quickly guide decisions toward effective outcomes. They used management feedback to validate decisions through an information loop that resulted in long‐term sustainability of environmental use. We examined the Tiwi decision‐making processes relative to management of barramundi (Lates calcarifer) fisheries and contrasted their management with the state government's management of barramundi. Decisions that enhanced the status of individual people and their attainment of aspiration levels resulted in reliable resource availability for Tiwi consumers. Different decision processes adopted by the state for management of barramundi may not secure similarly sustainable outcomes.  相似文献

Achieving ethically responsible decisions is crucial for the success of biodiversity conservation projects. We adapted the ethical matrix, decision tree, and Bateson's cube to assist in the ethical analysis of complex conservation scenarios by structuring these tools so that they can implement the different value dimensions (environmental, social, and animal welfare) involved in conservation ethics. We then applied them to a case study relative to the decision-making process regarding whether or not to continue collecting biomaterial on the oldest of the two remaining northern white rhinoceroses (Ceratotherium simum cottoni), a functionally extinct subspecies of the white rhinoceros. We used the ethical matrix to gather ethical pros and cons and as a starting point for a participatory approach to ethical decision-making. We used decision trees to compare the different options at stake on the basis of a set of ethical desiderata. We used Bateson's cube to establish a threshold of ethical acceptability and model the results of a simple survey. The application of these tools proved to be pivotal in structuring the decision-making process and in helping reach a shared, reasoned, and transparent decision on the best option from an ethical point of view among those available.  相似文献

Global biodiversity indices are used to measure environmental change and progress toward conservation goals, yet few indices have been evaluated comprehensively for their capacity to detect trends of interest, such as declines in threatened species or ecosystem function. Using a structured approach based on decision science, we qualitatively evaluated 9 indices commonly used to track biodiversity at global and regional scales against 5 criteria relating to objectives, design, behavior, incorporation of uncertainty, and constraints (e.g., costs and data availability). Evaluation was based on reference literature for indices available at the time of assessment. We identified 4 key gaps in indices assessed: pathways to achieving goals (means objectives) were not always clear or relevant to desired outcomes (fundamental objectives); index testing and understanding of expected behavior was often lacking; uncertainty was seldom acknowledged or accounted for; and costs of implementation were seldom considered. These gaps may render indices inadequate in certain decision-making contexts and are problematic for indices linked with biodiversity targets and sustainability goals. Ensuring that index objectives are clear and their design is underpinned by a model of relevant processes are crucial in addressing the gaps identified by our assessment. Uptake and productive use of indices will be improved if index performance is tested rigorously and assumptions and uncertainties are clearly communicated to end users. This will increase index accuracy and value in tracking biodiversity change and supporting national and global policy decisions, such as the post-2020 global biodiversity framework of the Convention on Biological Diversity.  相似文献

Voting systems aggregate preferences efficiently and are often used for deciding conservation priorities. Desirable characteristics of voting systems include transitivity, completeness, and Pareto optimality, among others. Voting systems that are common and potentially useful for environmental decision making include simple majority, approval, and preferential voting. Unfortunately, no voting system can guarantee an outcome, while also satisfying a range of very reasonable performance criteria. Furthermore, voting methods may be manipulated by decision makers and strategic voters if they have knowledge of the voting patterns and alliances of others in the voting populations. The difficult properties of voting systems arise in routine decision making when there are multiple criteria and management alternatives. Because each method has flaws, we do not endorse one method. Instead, we urge organizers to be transparent about the properties of proposed voting systems and to offer participants the opportunity to approve the voting system as part of the ground rules for operation of a group. Systematic conservation planning is intended to inform spatially explicit decision making. Doing so requires that it be integrated into complex regulatory and governance processes, and there are limited instances where this has been achieved effectively. South Africa is a global leader in the application of conservation plans, the outputs of which are widely used for spatial planning and decision making in many spheres of government. We aimed to determine how conservation planning in the country progressed from theory to implementation, and to identify practical actions that enabled this transition, by assessing temporal trends in the characteristics of conservation plans (1990–2017, n = 94). Since 2010 conservation planning has entered an operational period characterized by government leadership of plans, administrative rather than ecological planning domains, decreasing size of planning units, increasing emphasis on end-user products, and scheduled revision of plans. Key actions that enabled this progression include transitioning leadership of plans from scientists to practitioners, building capacity within implementing agencies, creating opportunities to integrate plans in legislative processes, establishing a strong community of practice, adopting implementation-focused methods, and balancing standardization with innovation. Learning from this model will allow other countries, particularly those with a similar megadiverse, developing context, to operationalize conservation planning into spatial planning and decision making.  相似文献

Agroforestry is often an economically viable land-use option for the environmental rehabilitation of salinized cropping areas in irrigated drylands, but afforestation initiative at the farm level is subject to various socio-political constraints. We analyzed the factors that affect farmer decisions with respect to the agroforestry adoption using an ex ante approach through Ethnographic Decision Tree Modeling (EDTM). Constraints on agroforestry adoption were identified via a review of legal documents, focus-group discussions, and a farm survey in northwest Uzbekistan. The findings highlighted the importance of farmer perceptions of risk with respect to decision making surrounding the adoption of alternative land uses. The EDTM analysis allowed determining those policy incentives for afforestation that could directly influence the decision-making process of potential participants. In particular, there is a need for increased land-use flexibility, improved land tenure and tree plantation proprietorship security, increased awareness raising and training in agroforestry practices, and greater institutional support.  相似文献

Conserving migratory species requires protecting connected habitat along the pathways they travel. Despite recent improvements in tracking animal movements, migratory connectivity remains poorly resolved at a population level for the vast majority of species, thus conservation prioritization is hampered. To address this data limitation, we developed a novel approach to spatial prioritization based on a model of potential connectivity derived from empirical data on species abundance and distance traveled between sites during migration. We applied the approach to migratory shorebirds of the East Asian‐Australasian Flyway. Conservation strategies that prioritized sites based on connectivity and abundance metrics together maintained larger populations of birds than strategies that prioritized sites based only on abundance metrics. The conservation value of a site therefore depended on both its capacity to support migratory animals and its position within the migratory pathway; the loss of crucial sites led to partial or total population collapse. We suggest that conservation approaches that prioritize sites supporting large populations of migrants should, where possible, also include data on the spatial arrangement of sites.  相似文献

The Oldman River Dam is a major water control structure built by the Government of Alberta to regulate the flow of the Oldman River. Completed in 1992, the dam was the subject of intensive media coverage in Alberta, Canada. Newspaper coverage of the dam story in two Alberta papers, the CalgaryHeraldand the EdmontonJournal, was analysed for the years between 1975 and 1992. This study links coverage with events that occurred in the case, and analyses the role of the media in the case. While the media played an important role in shaping public awareness of the dam project, their influence on Government policy was mixed. In the early years of the case (1975–1980), there is evidence that the provincial Government changed its plans in response to public protests documented in media such as theHeraldand theJournal. However, after 1987, the Government came to see the media as biased, and not representative of public opinion. Consequently, their influence on policy makers was negligible. Patterns in coverage of both papers, which included wild swings from year-to-year in the number, emphasis and tone of items, can be explained with reference to inherent characteristics of the media. These include: an inability on the part of the papers to consider positive and negative aspects of issues simultaneously for any length of time, and a consequent tendency to provideeithera positiveora negative stance; simplification of very complex issues in an attempt to create accessible, newsworthy stories; rapid shifts in the tone of coverage, as attention focused on different dimensions of the issue, rather than because of new information; a focus on conflict and other sensational aspects of stories; and a tendency towards a rapid loss of interest in a story once journalistic attention shifts elsewhere.  相似文献

Abstract: There is a growing recognition that conservation often entails trade‐offs. A focus on trade‐offs can open the way to more complete consideration of the variety of positive and negative effects associated with conservation initiatives. In analyzing and working through conservation trade‐offs, however, it is important to embrace the complexities inherent in the social context of conservation. In particular, it is important to recognize that the consequences of conservation activities are experienced, perceived, and understood differently from different perspectives, and that these perspectives are embedded in social systems and preexisting power relations. We illustrate the role of trade‐offs in conservation and the complexities involved in understanding them with recent debates surrounding REDD (Reducing Emissions from Deforestation and Degradation), a global conservation policy designed to create incentives to reduce tropical deforestation. Often portrayed in terms of the multiple benefits it may provide: poverty alleviation, biodiversity conservation, and climate‐change mitigation; REDD may involve substantial trade‐offs. The gains of REDD may be associated with a reduction in incentives for industrialized countries to decrease carbon emissions; relocation of deforestation to places unaffected by REDD; increased inequality in places where people who make their livelihood from forests have insecure land tenure; loss of biological and cultural diversity that does not directly align with REDD measurement schemes; and erosion of community‐based means of protecting forests. We believe it is important to acknowledge the potential trade‐offs involved in conservation initiatives such as REDD and to examine these trade‐offs in an open and integrative way that includes a variety of tools, methods, and points of view.  相似文献

Spatial decision support systems (SDSS) represent a step forward in efforts to account for the spatial dimension in environmental decision-making. The aim of SDSS is to help policymakers and practitioners access, interpret and understand information from data, analyses and models, and guide them in identifying possible actions during a decision-making process. Researchers, however, report difficulties in up-take of SDSS by the intended users. Some suggest that this field would benefit from investigation of the social aspects involved in SDSS design, development, testing and use. Borrowing insights from the literature on science-policy interactions, we explore two key social processes: knowledge integration and learning. Using a sample of 36 scientific papers concerning SDSS in relation to environmental issues, we surveyed whether and how the selected papers reported on knowledge integration and learning. We found that while many of the papers mentioned communication and collaboration with prospective user groups or stakeholders, this was seldom underpinned by a coherent methodology for enabling knowledge integration and learning to surface. This appears to have hindered SDSS development and later adoption by intended users.  相似文献
