DEVELOPMENT OF A NONDEGRAIATION POLICY FOR HIGH QUALITY WATERS1

ABSTRACT: The development of a nondegradation policy for high quality waters is a complex and often controversial process. This paper discusses the development of a nondegradation policy for two components of the National Wild and Scenic Rivers System. Water quality in these reaches of the Delaware River is threatened by rapid growth and development and the cumulative impacts from numerous wastewater discharges and nonpoint sources of pollution. The Delaware River Basin Commission, with assistance from its member states and the National Park Service, conducted a highly public, six-year planning process to develop a nondegradation policy that protected existing water quality without impinging upon local and state economic development objectives. The resulting non-degradation policy includes such features as numeric definitions of existing water quality and measurable change; stringent point source requirements; nonpoint source requirements including watershed planning requirements; and other water quality management policies.     

THE CRITICAL ROLE OF “UNUSED” RESOURCES1

ABSTRACT: The uneven temporal and spatial distribution of water on the Earth suggests an important role for the portion of the resource that is not directly used by humans. By extension, an important underlying theory about world-wide resource distribution and function is inferred. Policies that control resource preservation and development need to take this theory into account. Some examples for the water resource are presented.

从古到今，研究我国历史悠久的安全文化；提出安全文化的概念；认为当前人们所倡导和弘扬的安全文化并非什么崭新的概念；进一步剖析了安全文化的内涵和外延并与劳动保护、劳动安全与职业卫生、安全科学作一相应比较。     

煤矿安全系统的计算机统计控制方法

煤矿安全系统在稳定状态，安全监测设备的数据符合正态分布。无事故发生时，控制图表示监测数据样本均值和极差的数据应以９９．７％的概率落在控制区内。运用统计学理论和方法分析、控制均值和极差点的位置及点间关系，可以达到预测和控制安全系统事故的发生和发展的目的。

简要介绍国外、特别是美国在控制重大危险源方面的基本情况，针对我国实际，提出“辩识──评价——监察”的管理模式作为控制重大危险源的对策。
