Towards phosphorus sustainability in North America: A model for transformational change

Global food production and security rely heavily on finite reserves of newly mined phosphate for fertilizers. However, systemic inefficiencies result in the deposition in aquatic ecosystems of much of the phosphorus mined for food production causing costly eutrophication problems that damage aquatic ecosystems and human health. The Sustainable Phosphorus Alliance (SPA, formerly named North American Partnership for Phosphorus Sustainability) was created to implement sustainable phosphorus solutions through active engagement of stakeholders in both the private and public sectors. This paper describes a conceptual model of transformative change to a sustainable phosphorus system for the North American region. The model emerged from discussions at a series of formal and informal meetings held in conjunction with a ‘Future of Phosphorus’ event (National Science Foundation’s Phosphorus Sustainability Research Coordination Network) and an inaugural SPA Board meeting. Model development drew on the multi-level perspective of socio-technical transitions to develop a series of pathways to a transformed phosphorus system. The uses of the model and transition pathways are discussed in terms of their potential to form an important first step towards the development of a regional vision for improved phosphorus sustainability. The process provides an example of how research in sustainability science can contribute to action on environmental improvement.

Faith-based climate action in Christian congregations: mobilisation and spiritual resources

This article seeks to explain how and why church congregations mobilise on environmental issues and what – if anything – is distinctive about that mobilisation. Building on and adapting Resource Mobilisation Theory (RMT), we develop the idea of “spiritual resources” to help explain how a collection of spiritual identities, values, symbols and narratives can facilitate distinctive collective action on environmental issues. Our analysis draws on data derived from an in-depth case study of climate active groups in Scotland. It includes content analysis of websites, news stories as well as ethnographic observation of selected church and secular groups engaged in climate activity. We find church groups do enjoy a distinct set of resources – comprising tradition, rituals and symbols shaped by theology and doctrine – which are not wholly captured by other explanations of climate mobilisation. While these spiritual resources do not directly translate into specific environmental or climate action they can, especially when combined with other resources, lead to environmental activities distinctly motivated, and distinctly practised at the individual and community level.

广东省是全国排污许可全覆盖任务最重的省份,其固定污染源数量居全国首位。本文系统梳理了广东省在排污许可管理实践中的经验做法,并在此基础上分析排污许可制度改革面临的问题,从"一证式"管理角度出发,提出进一步做好制度落实的思考与建议,为构建以排污许可制为核心的固定污染源监管体系提供参考和借鉴。     

关于修改《水污染防治法》的几点思考

以现代环境伦理观为指导分析修改水污染防治立法目的,然后以水权体系构建水环境管理权体系来完善水污染防治管理体制,最后从法律责任方式角度提出了完善水污染防治法律责任制度的建议,以期促进水污染防治法的完善,保障和改善我们赖以生存的水环境。     

大气环境质量综合评价的集对分析方法

阐述了集对分析法用于大气环境质量综合评价的基本思想,提出了多项污染物综合联系度表达式中的合成同一度、合成差异度和合成立并的计算公式。该方法应用于成都市1982～1987年间大气环境质量综合评价结果与实际情况符合。      

搞好噪声治理改善环境质量

石化企业是噪声大户，由压缩机、鼓风机、机泵等声源设备及其它背景噪声构成了各种各样的噪声源，不但单源声级峰值高，而且面源辐射面积广，治理难度非常大，辽化公司采取自难而易的原则，对纤维生产中重点噪声源进行了治理，收到了明显的成效。     

关于环境保护行政主管部门行政执法责任制

全面实行环境行政执法责任制是保障环境法律，法规，规章有效实施的重要举措。环境行政执法责任制必须依法作出。环境保护行政主管部门应将实行环境行政执法责任制的重点放在违法行政的责任追究和赔偿制度上，同时应结合国家公务员制度加大考核力度以促进依法行政。
