空间功能识别是确定国土空间规划空间开发保护格局的关键环节,理论和实践意义重大。基于土地利用和地表覆盖现状、精细化DEM、地形单元等基础地理信息,水、生态、环境、灾害等专题数据,社会统计数据等多元信息,利用空间分析、多元统计、计量模型、基于规则的分类模型等技术方法,从多元信息综合集成和自动分类识别的角度,研究构建了一套市县国土空间规划空间主导功能识别的关键技术与方法,并对榆林市域进行空间功能分区。研究表明:本文方法有效将地理实体单元、功能评价指标综合于统一的地域单元,保证了空间功能分类识别的准确性;通过自动分类算法建模,实现空间功能识别的自动化,提高了国土空间规划的客观性和工作效率。  相似文献

We analyzed whether decision‐making triggers increase accountability of adaptive‐management plans. Triggers are prenegotiated commitments in an adaptive‐management plan that specify what actions are to be taken and when on the basis of information obtained from monitoring. Triggers improve certainty that particular actions will be taken by agencies in the future. We conducted an in‐depth, qualitative review of the political and legal contexts of adaptive management and its application by U.S. federal agencies. Agencies must satisfy the judiciary that adaptive‐management plans meet substantive legal standards and comply with the U.S. National Environmental Policy Act. We examined 3 cases in which triggers were used in adaptive‐management plans: salmon (Oncorhynchus spp.) in the Columbia River, oil and gas development by the Bureau of Land Management, and a habitat conservation plan under the U.S. Endangered Species Act. In all the cases, key aspects of adaptive management, including controls and preidentified feedback loops, were not incorporated in the plans. Monitoring and triggered mitigation actions were limited in their enforceability, which was contingent on several factors, including which laws applied in each case and the degree of specificity in how triggers were written into plans. Other controversial aspects of these plans revolved around who designed, conducted, interpreted, and funded monitoring programs. Additional contentious issues were the level of precaution associated with trigger mechanisms and the definition of ecological baselines used as points of comparison. Despite these challenges, triggers can be used to increase accountability, by predefining points at which an adaptive management plan will be revisited and reevaluated, and thus improve the application of adaptive management in its complicated political and legal context. Environmental planning at different levels has been called for by environmental departments in China during last years to integrate environment consideration to economic development. Based on the accomplished environmental planning practice in Xiamen China, the paper suggests a general environmental planning process with ecological function zoning as its key steps, at the same time an effective method for ecological function zoning was formulated. The case studies of Dongfu suburban town environmental planning and Xiamen eco-city conceptual planning indicate that scientifically sound results of ecological function zoning can contribute to improving not only the adaptability and acceptability of environmental planning, also the environmental management and the decision-making. The experience shows that the ecological function zoning methods should be applied according to the principles of adaptive management, resource-based and community-based, so that it can integrate science into decision-making process, avoiding both narrow-minded viewpoints of planners and natural resource use conflicts among variety of stakeholders. Problems to be resolved in the future are also pointed out in the ending part.  相似文献

Air pollution Integrated Assessment Models (IAM) can be used for determining how emissions should be reduced to improve air quality and to protect human health in a cost-efficient way. The application of IAM is also useful to spread information to the general public and to explain the effectiveness of proposed Air Quality Plans. In this paper, the application of the RIAT+ system to determine suitable abatement measures to improve the air quality at a regional/local level is presented for two European cases: the Brussels Capital Region (Belgium) and the Porto Urban Area (Portugal). Both regions are affected with PM10 or NO2 concentrations that exceed the limit values specified by the European Union legislation. To properly assess air quality abatement measures a surrogate model was used, allowing the implementation of an efficient optimization procedure. This model is derived in both cases through a set of simulations performed using a Chemistry Transport Model fed with different emission reduction scenarios. In addition, internal costs (due to the implementation of emission reduction measures) and external costs (due to population exposure to air pollutant concentrations) of policy options were considered. The application of this integrated assessment modelling system in scenario (Brussels case) and optimization (Porto) modes contributes to identifying some advantages and limitations of these two approaches and also provides some guidance when urban air quality has to be assessed.  相似文献

采用文献法对近年京津冀水资源、水环境、水污染、水灾害、水管理等水安全情势进行相关数据分析,从总体上显示出水危机问题和京津冀地区快速城市化发展的关联性.结果表明:1)京津冀城市群必须向节水型社会模式转型;2)建立区域及城市间的协调机制,才能有效克服流域与区域等级的水问题;3)实现京津冀地区水安全格局的治理行动计划网络,提出保护恢复体系、净化循环体系、限制节约体系、调度再造体系、蓄滞防洪减灾体系五大体系.  相似文献

Participatory planning is becoming increasingly integral to governance. Numerous planning innovations are developed which aim to increase democratic legitimacy and improve decision making. This paper critically reflects on a typical Dutch innovation: the area committee. Based on two individual case studies, we investigate whether area committees realise democratic legitimacy in existing planning practices. Analytically, we focus on four democratic goods: inclusiveness, popular control, considered judgement and transparency. Based on the interdependencies between area committees and government structures we discuss the potential and dilemmas for the area committee to contribute to the democratic legitimacy of environmental policy and rural development.  相似文献

Congestion charging is widely considered an effective policy measure to regulate and reduce car traffic demand and associated environmental and health problems in cities. However, introducing restrictive measures to constrain individual choice and behaviour for the common good has often proven difficult. Using a specific case, the Gothenburg congestion tax introduced in 2013, we study the policy process behind the introduction of the tax and assess to what extent green values were compromised along the way. The tax was made possible by co-financing infrastructure investments, including roads, which seemingly contradicts stated goals of reducing car traffic and emissions. We show how the tax was ‘muddled through’ in a top-down political compromise by a grand coalition where different interests could legitimate their support in relation to the achievement of partially conflicting objectives and projects. However, to declare the regulatory goals fully neutralised would be to underestimate the scheme's direct environmental effects and restrictive potential. Finding a compromise with powerful political and economic interests was necessary to get it off the ground. Once launched, however, it can over time regain its restrictive properties and lead to more profound long-term effects.  相似文献
