借鉴国内外消防安全设计成功经验,跟踪国际火灾科学研究,探求一种适用于大型商贸市场的消防安全设计。以具体实例为对象,详细分析了该类建筑的建筑特点及火灾的危险性,采用了非常规性的消防安全设计理念,以满足大型商贸市场的现代化经营方式及消防安全的需要,其阐述和讨论结果可为进一步进行消防安全设计提供参考。     

Dynamic failure probability analysis of urban gas pipeline network

The gas pipeline network is an essential infrastructure for a smart city. It provides a much-needed energy source; however, it poses a significant risk to the community. Effective risk management assists in maintaining the operational safety of the network. The risk management of the network requires reliable dynamic failure probability analysis. This paper proposes a methodology of condition monitoring and dynamic failure probability analysis of urban gas pipeline network. The methodology begins with identifying key design and operational factors responsible for pipeline failure. Subsequently, a causation-based failure model is developed as the Bowtie model. The Bowtie model is transformed into a Bayesian network, which is analyzed using operational data. The key contributory factors of accident causation are monitored. The monitored data is used to analyze the updated failure probability of the network. The gas pipeline network's dynamic failure probability is combined with the potential consequences to assess the risk. The application of the approach is demonstrated in a section of the urban gas pipeline.     

基于博弈论的安全决策信息融合

安全信息融合的研究涉及多源信息的表示、内在联系和运动规律的研究。冗余和互补的多源信息在融合系统中不可避免地存在着相互竞争和协同作用,因而多源融合系统中的信息冲突与合作的分析成为信息融合理论研究中的核心与实质问题。博弈理论对冲突和合作局势分析与研究提供了一种定量工具,其研究成果成功地解释了多局中人在“交互决策”过程如何构造博弈的“均衡点”,以及“均衡点”所具有的各种特性。笔者在研究了博弈理论的基础上,以博弈论的观点和方法解决安全信息融合系统冲突信息环境下的融合系统决策问题,并建立了相应的模型并应用了融合算法。

从事故统计分析结果表明,90％以上的事故是由操作者违章作业造成的。因而提出了安全预案预控活动的有效方法,并介绍了实现这一方法的阶段及效果。

指出了乡镇企业锅炉管理存在的问题,针对这些问题提出了预防措施。     

地铁火灾二次事故BP神经网络安全评价方法研究

基于能量转移理论、多米诺效应理论等相关理论对地铁火灾二次事故概念进行界定,并分析地铁火灾二次事故的演化机理,确定地铁火灾条件下易发的二次事故类型;建立了地铁火灾二次事故安全评价指标体系,通过BP神经网络的安全评价方法对地铁火灾二次事故进行量化分析。     

Safety and Quality Issues as Part of a Holistic (i.e., Sociotechnological) Approach

Abstract

In the past, many so-called management concepts were not very successful because of their fragmented approach. This is also true for topics like safety and quality. Here, technical aspects often predominated while disregarding the equally important need for a change of attitude. On the other hand, awareness was created by timely limited programmes.

The paper deals with integrating quality and safety in holistic (management) concepts, which are described first before being discussed in detail.

海南属于典型的热带季风海洋性气候,每年因气候条件产生的雷电、热带气旋（台风）、阵风（地形风）、太阳暴晒、暴雨、海水侵蚀等自然灾害给露天作业的大型起重机械造成很大的损失。本文通过分析热带季风海洋性气候对露天作业大型起重机械安全的影响,并提出相应的防范措施,给起重机械相关单位提供技术参考。     

Framework for creating a Best-in-Class safety culture

To answer the question, “What are the practical attributes of Best-in-Class safety management,” consensus principles have been identified and lessons learned harvested from a broad spectrum of organizations with exemplary safety programs. Through years of studying the underpinnings of a strong safety culture, the authors have identified ten attributes that are important to create a Best-in-Class safety culture. Instead of expecting one organization to possess all of the attributes or employ all of the techniques identified, the authors suggest these principles be treated as guidelines that can be used to improve the safety culture in organizations.
