基于DSP与无线通信技术的环境噪声监测系统的设计与应用

针对当前环境噪声监测系统的发展趋势,在分析多种监测方法优缺点的基础上,提出了一种基于DSP与无线通信技术的环境噪声监测系统的设计方法,并将其应用于校园环境噪声监测中,达到了监测的实时性、全天候和稳定性的要求.该设计方法可为同类应用提供借鉴.     

A critique of the official report on the evacuation of the World Trade Center: continued doubts

This paper criticises the conclusions and the unanswered questions in the National Institute of Standards and Technology (NIST)'s official report on the evacuation of the World Trade Center in New York City, United States, on 11 September 2001. It reviews the extent to which the report disregards several conventional statistical methods and comments on the NIST's refusal to share the machine‐readable data file with the scientific community for replication and further analysis. Problems lie in the sampling methods employed, the treatment of missing data, the use of ordinary least squares (OLS) with binary dependent variables, the failure to document the scalability of the scales used, the lack of tests to check for constant error variance, and the absence of overall fit tests of the model. There are also conceptual and theoretical issues, such as the absence in the report of considerations of the influence of group‐level processes and their impact on the collective behaviour of evacuating collectivities.

利用先进成熟的计算机技术和自动识别技术对特种设备相关业务进行管理已经成为提高效率、节约资源、减少浪费的必要手段,本院研发的“基于条码技术的特种设备检测数据溯源平台”（以下简称溯源平台）,能够实现特种设备全过程的数据动态存储,并全部实现闭环管理,这是国内目前的检验软件没能实现的,本文对该软件的研究目的、研究过程及实现功能等情况作了较为详细的介绍。     

Issues concerning the technology transfer of geographic information systems

Many state and local agencies have begun to adopt computer technology as a means of upgrading existing mapping and related practices. These agencies are faced with the dualism of wanting modern technology within a traditional setting and demanding technological independence at the same time. This article is an account of the art of technology transfers, with discussions about the necessary ingredients and constraints in the identification, adaptation, absorption, implementation, diffusion, and evaluation of new technologies. In general, a systematic approach towards the strengthening of endogenous capabilities with sufficient provision for operational and policy changes may be preferable to the idea of comprehensive planning.     

Ideology and wildlands management: The case of Rondeau Provincial Park,Ontario

This is a critical examination of some of the basic concepts that have guided management of parks and related reserves, often termed wildlands. Study is focussed on Rondeau Provincial Park, Ontario, and on concepts such as wilderness, primeval forest, and the Carolinian forest. Deer culling and other management policies and practices have been based upon the idea that the highly valued sassafras, tulip, and other species of the Carolinian forest are decreasing due to browsing. Field mapping and analysis of historic vegetation records indicate that this trend is not in fact occurring. Historic research also reveals difficulties in defining the Carolinian or other perceived types of forest for management purposes. A major reassessment of ideology and management policy and practice seem to be required in Rondeau and other wildlands. Vague or general concepts such as wilderness or preservation should be strongly complemented and supported by more precise statements of objectives, a learning attitude, and experimentation and research. As a result of the technical uncertainties and value judgments frequently involved, management should also be based upon the expressed preferences and continuing involvement of citizens.

Technology,managerial, and policy initiatives for improving environmental performance in small-scale gold mining industry

This paper reviews a series of strategies for improving environmental performance in the small-scale gold mining industry. Although conditions vary regionally, few regulations and policies exist specifically for small-scale gold mining activity. Furthermore, because environmental awareness is low in most developing countries, sites typically feature rudimentary technologies and poor management practices. A combination of policy-, managerial- and technology-related initiatives is needed to facilitate environmental improvement in the industry. Following a broad overview of these initiatives, a recommended strategy is put forth for governments keen on improving the environmental conditions of resident small-scale gold mines.     

A Technicoeconomic Approach for the Selection of a Site Remediation Strategy—Part A: Theory

A technicoeconomic model is developed to select an optimal strategy for the remediation of a contaminated site and to determine the value of this remediation strategy. The model is an extension of actual cost–benefit analysis, with consideration of “irreversible” remediation technology choices, technology effectiveness, and uncertainty on the site's level of contamination. The model considers the possibility of reducing uncertainty by both acquiring more and better information on the level of contamination and by offering the decision-maker the opportunity to reevaluate his decision and switch to a more appropriate technology. It is believed that this model will help decision-makers in the selection of a remediation strategy by presenting all potentially feasible strategies, and how uncertainty on the site's level of contamination affects these strategies.
