The enactment and implementation of the 2003 EIA Law in China institutionalised the role of plan environmental impact assessment (PEIA). While the philosophy, methodology and mechanisms of PEIA have gradually permeated through the various levels of government with a positive effect on the process and outcome of urban planning, only a few cities in China have so far carried out PEIA as a Strategic Environmental Assessment (SEA)-type procedure. One such case is the southern city of Shenzhen. During the past three decades, Shenzhen has grown from a small town to a large and booming city as China has successfully and rapidly developed its economy by adopting the “reform and open door” policy. In response to the challenges arising from the generally divergent processes of rapid urbanisation, economic transformation and environment protection, Shenzhen has incrementally adopted the SEA concept in developing the city's Master Urban Plan. As such, this paper reviews the effectiveness of PEIA in three ways:

as a tool and process for achieving more sustainable and strategic planning; •
to determine the level of integration of SEA within the planning system; and, •
its effectiveness vis-à-vis implementation.

Urbanization has rapidly increased in recent decades and the negative effects on biodiversity have been widely reported. Urban green areas can contribute to improving human well-being, maintaining biodiversity, and ecosystem services (e.g. pollination). Here we examine the evolution of studies on plant–pollinator interactions in urban ecosystems worldwide, reviewing also research funding and policy actions. We documented a significant increase in the scientific production on the theme in recent years, especially in the temperate region; tropical urban ecosystems are still neglected. Plant–pollinator interactions are threatened by urbanization in complex ways, depending on the studied group (plant or pollinator [generalist or specialist]) and landscape characteristics. Several research opportunities emerge from our review. Research funding and policy actions to pollination/pollinator in urban ecosystems are still scarce and concentrated in developed countries/temperate regions. Acute toxicity of acaricide in lizards (Agama agama) Inhabiting dog kennel in Ibadan, Nigeria: An environmental hazard in urban vector control 总被引:1,自引:0,他引:1
Acute toxicity of an acaricide (Nuvan® 1000 EC) in lizards (Agama agama) was observed within 2 minutes spraying of the acaricide in an enclosed dog kennel; heavily infested by ticks in urban area of Ibadan city, South western Nigeria. The acaricide was used at the 0.5% concentration recommended by the manufacturer (Novartis). A lizard which emerged from the kennel during the acaricide spraying exhibited acute signs of toxicity which consisted of shivering, gasping and death. The clinical signs of the acute toxicity manifested in the affected lizard resembled central nervous system (CNS) breakdown or neurotoxicity. Also, two lizards (one female and one male) were found dead in the kennel in the second and third days after the single acaricide spraying operation. The acute acaricide toxicity in lizards observed in this study portrayed the danger of environmental hazard to non-target commensal organisms and it is the first reported case in the area. 相似文献

Photochemical aging of volatile organic compounds (VOCs) in the atmosphere is an important source of secondary organic aerosol (SOA). To evaluate the formation potential of SOA at an urban site in Lyon (France), an outdoor experiment using a Potential Aerosol Mass (PAM) oxidation flow reactor (OFR) was conducted throughout entire days during January-February 2017. Diurnal variation of SOA formations and their correlation with OH radical exposure (OHexp), ambient pollutants (VOCs and particulate matters, PM), Relative Humidity (RH), and temperature were explored in this study. Ambient urban air was exposed to high concentration of OH radicals with OHexp in range of (0.2–1.2)×1012 molecule/(cm3?sec), corresponding to several days to weeks of equivalent atmospheric photochemical aging. The results informed that urban air at Lyon has high potency to contribute to SOA, and these SOA productions were favored from OH radical photochemical oxidation rather than via ozonolysis. Maximum SOA formation (36 µg/m3) was obtained at OHexp of about 7.4 × 1011molecule/(cm3?sec), equivalent to approximately 5 days of atmospheric oxidation. The correlation between SOA formation and ambient environment conditions (RH & temperature, VOCs and PM) was observed. Heterogeneous reactions of NO2 on different surfaces play an important role in atmospheric NOx removal and HONO formation, having profound impacts on photochemistry in polluted urban areas. Previous studies have suggested that the NO2 uptake on the ground or aerosol surfaces could be a dominant source for elevated HONO during the daytime. However, the uptake behavior of NO2 varies with different surfaces, and different uptake coefficients were used or derived in different studies. To obtain a more holistic picture of heterogeneous NO2 uptake on different surfaces, a series of laboratory experiments using different flow tube reactors was conducted, and the NO2 uptake coefficients (γ) were determined on inorganic particles, sea water and urban grime. The results showed that heterogeneous reactions on those surfaces were generally weak in dark conditions, with the measured γ varied from <10?8 to 3.2 × 10?7 under different humidity. A photo-enhanced uptake of NO2 on urban grime was observed, with the obvious formation of HONO and NO from the heterogeneous reaction. The photo-enhanced γ was measured to be 1.9 × 10?6 at 5% relative humidity (RH) and 5.8 × 10?6 at 70% RH on urban grime, showing a positive RH dependence for both NO2 uptake and HONO formation. The results demonstrate an important role of urban grime in the daytime NO2-to-HONO conversion, and could be helpful to explain the unknown daytime HONO source in the polluted urban area. 相似文献

Rapid urbanization has resulted in pervasive occurrence of antibiotic resistance genes (ARGs) in urban aquatic ecosystems. However, limited information is available concerning the ARG profiles and the forces responsible for their assembly in urban landscape lagoon systems. Here, we employed high-throughput quantitative PCR (HT-qPCR) to characterize the spatial variations of ARGs in surface and core sediments of Yundang Lagoon, China. The results indicated that the average richness and absolute abundance of ARGs were 11 and 53 times higher in the lagoon sediments as compared to pristine reference Tibetan lake sediments, highlighting the role of anthropogenic activities in ARG pollution. Co-occurrence network analysis indicated that various anaerobic prokaryotic genera belonging to Alpha-, Deltaproteobacteria, Bacteroidetes, Euryarchaeota, Firmicutes and Synergistetes were the potential hosts of ARGs. The partial least squares-path modeling (PLS-PM) analysis revealed positive and negative indirect effects of physicochemical factors and heavy metals on the lagoon ARG profiles, via biotic factors, respectively. The horizontal (mediated by mobile genetic elements) and vertical (mediated by prokaryotic communities) gene transfer may directly contribute the most to drive the abundance and composition of ARGs, respectively. Furthermore, the neutral community model demonstrated that the assembly of sediment ARG communities was jointly governed by deterministic and stochastic processes. Overall, this study provides novel insights into the diversity and distribution of ARGs in the benthic habitat of urban lagoon systems and underlying mechanisms for the spread and proliferation of ARGs. 相似文献

Urban living environments are known to influence human well-being and health; however, little is known about the multidimensionality of different environmental burdens. The aim of this study is to examine the relations between multiple burdens and self-rated health of city residents in Berlin. A spatial analysis was conducted to determine neighborhood street blocks with high versus low levels of three environmental burdens (traffic noise, air pollution, lack of public green space) as study sites for a cross-sectional household questionnaire. Burden level served as a dichotomous predictor to compare residents' self-reports of neighborhood satisfaction, life satisfaction, health behavior, and psychological and physical health symptoms. Residents from high-burden blocks appraised the environmental conditions more stressful, reported poorer health behavior and were less satisfied with their neighborhood than residents from low-burden blocks. However, they did not differ in regard to more general health symptoms. Three other burdens (behavior-related noise, litter and dirt in public space, lack of urban vegetation), which could not be varied objectively, were assessed by their perceived intensity. Regression analyses of the relations between the perceived levels of all six burdens and outcomes in the total sample revealed the following: Neighborhood satisfaction could be predicted from multiple stressors and resources that co-occur independently, while more general health symptoms were related only to perceived air pollution. The purpose of this study was to examine completion of recommended wildland—urban interface (WUI) fire mitigation measures by residents adjacent to the heavily vegetated North Saskatchewan river valley and ravine system in the City of Edmonton, Alberta. A mail survey was distributed to a random sample of households adjacent to this natural area. Almost all homeowners were found to be completing some recommended mitigation measures and in many cases were willing to complete most but not all of the measures that they had not yet completed, despite mixed motivations to act. Perceived responsibility for reducing risks, social bonds, beliefs that emergency services would protect homeowners' property in the event of a fire, and perceptions of the effectiveness of recommended mitigation measures, were not significantly related to completion of a higher average number of recommended mitigation measures. Importantly, most mitigation measures were completed for reasons other than WUI fire mitigation. The implications of these results and recommendations for emergency managers and communicators are discussed. 相似文献

Implementation of urban heat island (UHI) mitigation strategies such as increased vegetative cover and higher-albedo surface materials can reduce the impacts of biophysical hazards in cities, including heat stress related to elevated temperatures, air pollution and associated public health effects. Such strategies also can lower the demand for air-conditioning-related energy production. Since local impacts of global climate change may be intensified in areas with UHIs, mitigation strategies could play an increasingly important role as individuals and communities adapt to climate change. We use CITYgreen, a GIS-based modeling application, to estimate the potential benefits of urban vegetation and reflective roofs as UHI mitigation strategies for case study sites in and around Newark and Camden, New Jersey. The analysis showed that urban vegetation can reduce health hazards associated with the UHI effect by removing pollutants from the air. Less affluent, inner-city neighborhoods are the ones in which the hazard potential of the UHI effect is shown to be greatest. However, these neighborhoods have less available open space for tree planting and therefore a lower maximum potential benefit. As the climate warms, these neighborhoods may face greater consequences due to interactions between the UHI effect and global climate change. Results also show that urban vegetation is an effective and economically efficient way to reduce energy consumption and costs at the sites. 相似文献
