ABSTRACT: This paper draws on interviews with Washington State Watershed Planning Leads (Planning Leads) and interactions with local watershed planning units to identify factors that may influence the inclusion of climate change in watershed planning efforts in Washington State. These factors include the interest of individual planning unit members in climate change; Planning Lead familiarity with climate impacts; the influence of trust, leadership, and “genetic knowledge” on planning units; and perceptions of strategic gain. The research also identifies aspects of the planning process that may create opportunities for addressing climate impacts in future planning. These aspects include continuation of watershed planning units after plans are developed; commitment to updating watershed plans; recognition of climate impacts in planning documentation; dedicated incentive funding; and the availability of hydrologic modeling tools for assessing hydrologic impacts. Additional types of technical assistance that could support integration of climate impacts are also identified. It is hoped that the insight provided by this analysis will help individuals involved in stakeholder‐based watershed planning recognize the various dynamics potentially affecting the inclusion of climate change in watershed planning and in doing so, contribute to the development of planning approaches and tools that will support local efforts to adapt to climate impacts. 相似文献

Impact of recreational activities on soil and vegetation was evaluated in eight forested camping and picnic areas in southern Rhode Island. Forest vegetation consists of mixed-oak and white pine stands. Soils are of granitic glacial till or outwash origin and textures range from loamy sand to find sandy loam. Recreational use resulted in significant compaction of soils as indexed by soil penetration resistance and bulk density. Evidence indicates that compaction influences bulk densities to a depth of about 12.7 cm. Rates of water infiltration are less on recreation areas. Soil water accretion and depletion during the growing season are less rapid on recreation sites than on control sites. Differences are attributed to reduced infiltration, percolation, and rooting activity. Much of the ground surface on recreation areas is devoid of vegetation. The surface consists primarily of bare mineral soil, rock, or litter. The plants most commonly present are grasses. Native ground cover vegetation including tree seedlings, ericaceous shrubs and herbs has been eliminated or greatly reduced by trampling. Damage to tree trunks is common in recreation areas. White pine radial growth and scarlet oak height growth were significantly less on recreation sites. Scarlet oak appears intolerant to heavy recreation use. 相似文献

The effects of permitting decisions made under Section 404 of the Clean Water Act for which compensatory mitigation was required
were examined. Information was compiled on permits issued in Oregon (January 1977–January 1987) and Washington (1980–1986).
Data on the type of project permitted, wetland impacted, and mitigation project were collected and analyzed. The records of
the Portland and Seattle District Offices of the US Army Corps of Engineers and of Environmental Protection Agency Region
X were the primary sources of information.
The 58 permits issued during the years of concern in Oregon document impacts to 82 wetlands and the creation of 80. The total
area of wetland impacted was 74 ha while 42 ha were created, resulting in a net loss of 32 ha or 43%. The 35 permits issued
in Washington document impacts to 72 wetlands and the creation of 52. The total area of wetland impacted was 61 ha while 45
ha were created, resulting in a net loss of 16 ha or 26%. In both states, the number of permits requiring compensation increased
with time. The area of the impacted and created wetlands tended to be ≤0.40 ha. Permitted activity occurred primarily west
of the Cascade Mountains and in the vicinity of urban centers. Estuarine and palustrine wetlands were impacted and created
most frequently. The wetland types created most often were not always the same as those impacted; therefore, local gains and
losses of certain types occurred. In both states the greatest net loss in area was in freshwater marshes.
This study illustrates how Section 404 permit data might be used in managing a regional wetland resource. However, because
the data readily available were either incomplete or of poor quality, the process of gathering information was very labor
intensive. Since similar analyses would be useful to resource managers and scientists from other areas, development of an
up-to-date standardized data base is recommended. 相似文献

INTRODUCTION: In Washington State, 87 workers are killed each year, on average, while in work status. To understand these incidents and to assist in focusing on and development of potential prevention measures, they must be well characterized. METHODS: Work-related fatalities between the years 1998 and 2002 are described by the demographics of the victims, types of incidents, the victims' occupations, and industries and location in which they worked. RESULTS: Motor vehicle- and machinery-related incidents accounted for nearly 33% and 14% of the incidents, respectively. Agriculture, forestry, fishing, hunting, and mining (n=87), and construction (n=83) had the most fatalities. Fatality rates per 100,000 workers for these industries were 25.7 and 8.7, respectively, compared to the state-wide average of 3.1 fatalities/100,000 workers. DISCUSSION: These data indicate numerous areas for prevention of work-related traumatic injuries and fatalities. 相似文献

Classification is an information management technique that helps achieve the goals of scientific and applied research by simplifying and ordering complex and varied observations. This paper is intended as a guide to the use and application of classifications of hazardous events. Proposed classifications are reviewed and evaluated in terms of their purposes, methods, supportive evidence and the scientific and applied goals of classification. The review is structured according to the metaphor of the natural life history of a hazard that distinguishes three stages of human-environment interaction: (a) hazard causes, (b) physical and psychosocial characteristics of hazards, and (c) individual and aggregate responses to hazards. The life history perspective has the advantage of being multidimensional and transactional. The structure highlights the relationship between proposed classifications, identifies needed areas of conceptual and empirical development, and provides a general guideline for the selection and use of classifications for hazard management. 相似文献

ABSTRACT: This study examines the extent to which knowledge deficits pose a significant barrier to public support for nonpoint pollution management strategies. Such barriers would obtain if all of the following conditions are present: (1) many in the public lack knowledge relevant to those strategies; (2) variations in knowledge are linked only to relatively unchanging personal attributes; and (3) individuals with more knowledge are more likely to support the implementation of management strategies. Each of these conditions is subjected to empirical analysis in this study. The findings reported here derive from a survey of citizens in Spokane, Washington, the site of a major 208 Water Quality Management Program study. The results of the survey indicate that: portions of the public have enough knowledge to evaluate technically based management strategies; sources of public knowledge are sufficiently elastic that both policy area concern and policy relevant knowledge can be elevated in the short run; and both knowledge levels and general attitudes are related to the public's specific water policy preferences. The study concludes that the apparent lack of knowledge among the public is not necessarily a significant barrier to policy implementation, and that support for implementation may be generated through both knowledge enhancement and the tapping of existing political orientations through the placement of emphasis upon the seriousness of water resource problems. 相似文献
