National Health and Nutrition Examination Survey (NHANES) uses two tobacco use surveillance questionnaires. One is administered during an at-home interview (HI) and the other, during an examination session at a mobile examination center (MEC). NHANES data for the years 1999–2012 were used to evaluate the consistency of responses to tobacco surveillance questions in HI and MEC interview. In addition, accuracy of self-reported smoking status was evaluated. Of those who reported to be daily cigarette smokers during HI, 18.7% reported to be either some-day smokers or nonsmokers during MEC interview. Of those who reported to be some-day cigarette smokers during HI, 22.1% reported to be daily smokers and 17.5% reported to be nonsmokers. Also, 4.1% of those who reported to be nonsmokers during HI reported to be either daily or some-day smokers during MEC interview. Using serum cotinine measurements taken during MEC interview, 27.1% were found to be smokers and 72.9% were found to be nonsmokers. In general, a moderate to high agreement, as measured by the κ statistic, was found between the self-reported responses to tobacco use questions during the home and MEC interviews as well as between smoking statuses based on self-reported and serum cotinine measurements.  相似文献

The degree at which tropical forests are exposed to human pressure is spatially dependent. Population density, proximity to roads, terrain slope, logging activities and land distribution projects are well known factors inducing deforestation and forest degradation in Latin America. Using expert knowledge to weight these threat factors and a Geographical Information System for spatial modeling, a multi-criteria analysis procedure is presented, that allows stratifying a study region in categories of deforestation threat. The procedure was implemented in the Central Volcanic Mountain Range Conservation Area (CVMRCA) in Costa Rica with the purpose of finding areas with a combination of physical and socioeconomic characteristics that is particularly predisposing to a high probability of deforestation. To validate the map, the CVMRCA was stratified in categories of deforestation risk, and the result was superposed to historical deforestation data of the period 1986–1996. The good correlation between risk category and historical deforestation (r = 0.91, p < 0.001) indicates that the map can be used as a decision support tool for defining priority areas for conservation action.  相似文献

To ensure science better informs the decision-making process, researchers and policy/program managers need to understand and respect each other's way of working, culture and operational timelines. However, there is little practical guidance on how this should be done and even less documented experience with specific mechanisms that better link these two groups. The published literature on information transfer has largely emphasized the dissemination of standard packages of information to ill-defined constituencies whose needs for scientific information are not well understood. Environment Canada's National Water Research Institute, on behalf of the Canadian Council of Ministers of the Environment, led a series of “Linking Water Science to Policy Workshops” as one such mechanism by which recent science could be delivered to practitioners, and practitioners could identify their research needs to scientists and research managers. There is a pressing need to explore and share experiences using creative mechanisms for sustained dialogue and networking between scientists and policy and program managers. The lessons learned from the workshop series and the need for science to continually inform the decision-making process has particular relevance for Canada's Ecosystem Initiatives given their integrated, place-based focus on long-term restoration and protection, and the challenge of continually changing ecosystems.The Canadian Crown reserves the right to retain a non-exclusive, royalty free licence in and to any copyright.  相似文献

In some cases, wildlife management objectives directed at multiple species can conflict with one another, creating species trade-offs. For managers to effectively identify trade-offs and avoid their undesirable outcomes, they must understand the agents involved and their corresponding interactions. A literature review of interspecific trade-offs within freshwater and marine ecosystems was conducted to illustrate the scope of potential interspecific trade-offs that may occur. We identified common pitfalls that lead to failed recognition of interspecific trade-offs, including, single-species management and limited consideration of the spatial and temporal scale of ecosystems and their management regimes. We devised a classification framework of common interspecific trade-offs within aquatic systems. The classification can help managers determine whether the conflict is species based through direct relationships (i.e., predator–prey, competition, other antagonistic relationships) or indirect relationships involving intermediate species (i.e., conflict-generating species) or whether the conflict is driven by opposing management objectives for species that would otherwise not interact (i.e., nontarget management effects). Once the nature and scope of trade-offs are understood, existing decision-making tools, such as structured decision-making and real-options analysis, can be incorporated to improve the management of aquatic ecosystems. A relative significance factor (f i ) of an impact category is the external weight of the impact category. The objective of this study is to propose a systematic and easy-to-use method for the determination of f i . Multiattribute decision-making (MADM) methods including the analytical hierarchy process (AHP), the rank-order centroid method, and the fuzzy method were evaluated for this purpose. The results and practical aspects of using the three methods are compared. Each method shows the same trend, with minor differences in the value of f i . Thus, all three methods can be applied to the determination of f i . The rank order centroid method reduces the number of pairwise comparisons by placing the alternatives in order, although it has inherent weakness over the fuzzy method in expressing the degree of vagueness associated with assigning weights to criteria and alternatives. The rank order centroid method is considered a practical method for the determination of f i because it is easier and simpler to use compared to the AHP and the fuzzy method.  相似文献

This paper describes a fuzzy hierarchical analytic approach to determine the weighting of subjective judgments. In addition, it presents a nonadditive fuzzy integral technique to evaluate a green engineering industry case as a fuzzy multicriteria decision-making (FMCDM) problem. When the investment strategies are evaluated from various aspects, such as economic effectiveness, technical feasibility, and environmental regulation, it can be regarded as an FMCDM problem. Since stakeholders cannot clearly estimate each considered criterion in terms of numerical values for the anticipated alternatives/strategies, fuzziness is considered to be applicable. Consequently, this paper uses triangular fuzzy numbers to establish weights and anticipated achievement values. By ranking fuzzy weights and fuzzy synthetic utility values, we can determine the relative importance of criteria and decide the best strategies. This paper applies what is called a λ fuzzy measure and nonadditive fuzzy integral technique to evaluate the synthetic performance of green engineering strategies for aquatic products processors in Taiwan. In addition, we demonstrate that the nonadditive fuzzy integral is an effective evaluation and appears to be appropriate, especially when the criteria are not independent.  相似文献

Summary The paper presents a method of participatory decision-making involving the authorities at local level, experts and the public. It studies how to solve the problems caused by the heterogeneity of the parties taking part in the decision-making process. The method builds on mutual learning and consideration among the participants following a systematic approach led by a moderator. The method was tested at a workshop simulating a real-life situation. The test case studied at the workshop was the problem of identifying the best site for a low and intermediate level radioactive waste repository among three alternatives. The learning phase was the Krško Nuclear Power Plant cooling problem. The results show that the participants were able to reach agreement on the prioritisation of the alternatives and to end up with suprisingly complex and fully reasonable decision models. We believe that this was achieved particularly due to the well defined procedure that guided the decision-making process, and the ability of all participants to see the influence of their views on the decision model.  相似文献
