This paper assesses the status of coastal zones in the context of expected climate change and its related impacts, as well as current and future socioeconomic pressures and impacts. It is argued that external stresses and shocks relating to sea-level rise and other changes will tend to exacerbate existing environmental pressures and damage in coastal zones. Coastal zones are under increasing stress because of an interrelated set of planning failures including information, economic market, and policy intervention failures. Moves towards integrated coastal zone management are urgently required to guide the coevolution of natural and human systems. Overtly technocentric claims that assessments of vulnerability undertaken to date are overestimates of likely future damages from global warming are premature. While it is the case that forecasts of sea-level rise have been scaled down, much uncertainty remains over, for example, combined storm, sea surge, and other events. In any case, within the socioeconomic analyses of the problem, resource valuations have been at best only partial and have failed to incorporate sensitivity analysis in terms of the discount rates utilized. This would indicate an underestimation of potential damage costs. Overall, a precautionary approach is justified based on the need to act ahead of adequate information acquisition, economically efficient resource pricing and proactive coastal planning.  相似文献

ABSTRACT: Improved sampling techniques are needed to increase the accuracy of pebble‐count particle‐size distributions used for stream studies in gravel‐bed streams. However, pebble counts are prone to operator errors introduced through subjective particle selection, serial correlation, and inaccurate particle‐size measurements. Errors in particle‐size measurements can be minimized by using a gravel template. Operator influence on particle selection can be minimized by using a sampling frame, 60 by 60 cm, in which sampling points are identified by the cross points of thin elastic bands. Serial correlation can be minimized by adjusting the spacing between the cross points and setting it equal to the dominant large particle size (=D95). In a field test in a cobble‐bed stream, the sampling frame developed in this study produced slightly coarser size distributions, particularly in the cobble range, than the traditional heel‐to‐toe walk that selects particles with a blind touch at the tip of the boot. The sampling frame produced more similar sampling results between two operators than heel‐to‐toe walks. The difference between the two sampling methods is attributed to an unbiased selection of fine and coarse particles when using the sampling frame.  相似文献

Sustainable development goals such as global food security and biodiversity conservation can conflict because these efforts create situations where humans and wildlife share landscapes, often leading to interactions that detrimentally affect both groups. Therefore, coexistence between humans and wildlife is more likely when adaptation strategies produce and sustain cobenefits, rather than benefitting one group only. However, we lack a good understanding of how different social and ecological factors contribute to cobenefit outcomes, which limits our opportunities to address local issues and scale up successful conservation actions. Here, we performed the first global review of the human–wildlife interaction literature to assess which human adaptation strategies generated cobenefits and how stakeholder involvement and other context-specific conditions mediated those outcomes. We found that active guarding, fencing, repellents, and socioeconomic mechanisms consistently led to cobenefits across species and contexts. Thus, these interventions might be the best candidates for scaling up coexistence from local to regional or national scales. Surprisingly, stakeholder involvement was less consequential than other variables, yet, overall, it played an important role in sustaining cobenefits regardless of adaptation strategy or social–ecological context. We highlight future research directions to help manage tradeoffs and achieve sustainable coexistence outcomes in shared landscapes.  相似文献

Pervious concrete typically has an infiltration rate far exceeding any expectation of precipitation rate. The limiting factor of a retention based pervious concrete system is often defined by how quickly the underlying soil subgrade will infiltrate the water temporarily stored within the concrete and/or aggregate base. This issue is of particular importance when placing a pervious concrete system on compacted fine textured soils. This research describes the exfiltration from twelve pervious concrete plots constructed on a compacted clay soil in eastern Tennessee, USA. Several types of treatments were applied to the clay soil prior to placement of the stone aggregate base and pervious concrete in an attempt to increase the exfiltration rate, including: 1) control – no treatment; 2) trenched – soil trenched and backfilled with stone aggregate; 3) ripped – soil ripped with a subsoiler; and 4) boreholes – placement of shallow boreholes backfilled with sand. The average exfiltration rates were 0.8 cm d−1 (control), 4.6 cm d−1 (borehole), 10.0 cm d−1 (ripped), and 25.8 cm d−1 (trenched). The trenched treatment exfiltrated fastest, followed by the ripped and then the borehole treatments, although the ripped and borehole treatments were not different from one another at the 5% level of significance. The internal temperature of the pervious concrete and aggregate base was monitored throughout the winter of 2006–2007. Although the temperature of the pervious concrete dropped below freezing 24 times, freezing concrete temperatures never coincided with free water being present in the large pervious concrete pores. The coldest recorded air temperature was −9.9 °C, and the corresponding coldest recorded pervious concrete temperature was −7.1 °C. The temperature of the pervious concrete lagged diurnal air temperature changes and was generally buffered in amplitude, particularly when free water was present since the addition of water increases the thermal capacity of the pervious concrete greatly. The temperature of the aggregate base was further buffered to diurnal changes, and no freezing temperatures were recorded.  相似文献

This paper conveys the experiences of the South African automotive industry as it attempted to implement the ISO 14001 standard. Through a questionnaire-based survey, small and medium-sized enterprises (SMEs) as well as larger companies were asked about the key motivations for engaging in environmental change, the benefits accrued and the barriers that prevented them from doing so. This paper analyzes the variation in adoption rates in order to establish different relationships between them. The results reveal substantial differences and some similarities with regard to the hurdles, benefits and motivations behind the implementation of environmental management systems (EMSs) that are hidden behind corporate rhetoric and commitment to sustainability. This paper concludes by prescribing robust recommendations that would set off the pace for government officials to incorporate effective and realistic incentives into future policy to better encourage environmental compliance and improved performance while minimizing costs both to businesses and to the Government. 为构建更加符合驾驶员认知特性的出行信息环境,提高驾驶员出行信息服务水平,对ATIS环境下驾驶员认知负荷研究进展进行系统分析与评述.首先阐述了认知负荷的理论基础,随后分析了ATIS环境下驾驶员认知负荷的影响因素,同时分类解析了驾驶员内在认知负荷、外在认知负荷与相关认知负荷的产生根源,并对认知负荷的形成机理进行了分析;系统评述了驾驶员认知负荷的测量方法,最后基于驾驶员信息认知负荷提出了ATIS优化对策.结果表明:年龄、性别、受教育程度、月收入、出行经验是影响驾驶员认知负荷的主要因素;道路交通标志的版面设计与驾驶员的标志视认时间关联密切;驾驶过程中拨打手机及使用车载终端均会分散驾驶员注意力,增加驾驶员的信息认知负荷;较高的车速与音频播放等环境会对驾驶员的信息认知能力提出更高要求.  相似文献
