In the last two decades, several serious accidents at large-scale technological systems that have had grave consequences, such as that at Bhopal, have primarily been attributed to human error. However, further investigations have revealed that humans are not the primary cause of these accidents, but have inherited the problems and difficulties of working with complex systems created by engineers. The operators have to comprehend malfunctions in real time, respond quickly, and make rapid decisions to return operational units to normal conditions, but under these circumstances, the mental workload of operators rises sharply, and a mental workload that is too high increases the rate of error. Therefore, cognivitive human features such as situation awareness (SA)—one of the most important prerequisite for decision-making—should be considered and analyzed appropriately. This paper applys the SA Error Taxonomy methodology to analyze the role of SA in three different accidents: (1) A runaway chemical reaction at Institute, West Virginia killing two employees, injuring eight people, and requiring the evacuation of more than 40,000 residents adjacent to the facility, (2) The ignition of a vapor cloud at Bellwood, Illinois that killed one person, injured two employees, and caused significant business interruption, and (3) An explosion at Ontario, California injuring four workers and caused extensive damage to the facility. 为研究前车突然切入对驾驶人生理负荷的影响,利用MP150生理监测系统对22名被试进行虚拟驾驶试验。采集记录前车突然切入时被试的生理参数。研究驾驶人心率增长率和心率变异性(HRV)指标与车速、应激距离之间的关系。结果表明:自车速度为100 km/h时,随着前车切入距离从55.6 m减小到27.8 m,被试的平均心率增长率从16.21%增大到23.27%,HRV参数低频(LF)值也呈现下降趋势。前车切入距离一定,随着自车车速从60 km/h增加到120 km/h,被试的平均心率增长率存在显著性差异,平均从13.05%上升到21.85%。差异性检验结果表明,前车切入距离和自车速度发生变化时驾驶人的生理负荷变化趋势一致,但自车速度因素对驾驶人生理负荷的影响程度高于切入距离因素。 相似文献

Surface water methane (CH4) and nitrous oxide (N2O) concentrations and fluxes were investigated in two subtropical coastal embayments (Bramble Bay and Deception Bay, which are part of the greater Moreton Bay, Australia). Measurements were done at 23 stations in seven campaigns covering different seasons during 2010-2012. Water-air fluxes were estimated using the Thin Boundary Layer approach with a combination of wind and currents-based models for the estimation of the gas transfer velocities. The two bays were strong sources of both CH4 and N2O with no significant differences in the degree of saturation of both gases between them during all measurement campaigns. Both CH4 and N2O concentrations had strong temporal but minimal spatial variability in both bays. During the seven seasons, CH4 varied between 500% and 4000% saturation while N2O varied between 128 and 255% in the two bays. Average seasonal CH4 fluxes for the two bays varied between 0.5 ± 0.2 and 6.0 ± 1.5 mg CH4/(m2·day) while N2O varied between 0.4 ± 0.1 and 1.6 ± 0.6 mg N2O/(m2·day). Weighted emissions (t CO2-e) were 63%-90% N2O dominated implying that a reduction in N2O inputs and/or nitrogen availability in the bays may significantly reduce the bays' greenhouse gas (GHG) budget. Emissions data for tropical and subtropical systems is still scarce. This work found subtropical bays to be significant aquatic sources of both CH4 and N2O and puts the estimated fluxes into the global context with measurements done from other climatic regions. 相似文献

Safety and security are of paramount importance, it is important to optimize and improve the routes of trucks that carry hazardous materials. In this study, we not only ensure the risk in the network, but also consider the transportation cost and the factors such as buildings and emergency facilities around the routes. The Geographic Information System (GIS) is used to quantify the factors on each section in the network. We present an epsilon constrained multi-objective mixed-integer linear programming optimization model to find the robust and stable transportation optimization solutions. At the end, we complete a case analysis of the proposed methodology to determine the motorway segments in Jiangsu province, China and test the above algorithm on the network, which has 144 nodes and 388 sections. The results we get show that the factors of buildings play a very important role in the model, and the multi-objective mixed-integer linear optimization model is reasonable and performs good quality. 相似文献

Projected increases in wildfire risk and impacts to human populations in the UK have prompted the installation of expanded management approaches such as early warning systems (EWSs). Newer iterations of wildfire EWSs help mitigate risk through rapid detection, often using high-resolution monitoring technology and instantaneous information collection. While existing research suggests that local social context plays an important role in the effective application of EWSs, little is known about factors that contribute to stakeholder support for these technocratic systems and their successful implementation in protected areas. This study examines support for an EWS in Northumberland National Park, UK, using focus groups with a broad range of local stakeholders. We found that diverse stakeholder understandings of wildfire, different perceptions of wildfire risk, and varied identification of values at risk collectively help explain mixed support for the EWS. Mixed support also was an outgrowth of distrust between several stakeholder groups, indicating a need for improved communication regarding wildfire risk management across stakeholder groups. Results suggest that EWSs adopted in multi-use protected areas shared by a range of stakeholder are most likely to be successful when stakeholders have shared understandings of the hazard and opportunities for collective planning to address its risks. We conclude that EWSs are a viable approach to wildfire risk reduction, but there needs to be a critical consideration of pre-existing stakeholder dynamics for effective EWS implementation. 相似文献

In New Zealand, on 1 August 1987, a three-stage graduated driver licensing (GDL) system that applied to all new drivers aged 15-24 years was introduced. The essential elements of GDL were a 6-month learner license (supervised driving) and an 18-month restricted license stage (with restrictions on night driving and carrying passengers). A blood alcohol limit of 0.03 mg% applied at both stages. EVALUATION STUDIES: Early studies indicated that young people were reasonably accepting of the restrictions, with the passenger restriction being the least acceptable. Problems of compliance with the restricted license driving restrictions were reported. Evaluations of the impact of the graduated driver licensing (GDL) on serious traffic-related injury showed that up until 1991-1992, an 8% reduction could be attributed to GDL. At this time, it was considered that reduced exposure was the main reason for this reduction. However, the number of fatalities and hospital admissions among young people continued to decline, as did the population rate and the rate per number of licensed drivers among the young driver age group. A further evaluation study showed that drivers with a restricted license had a smaller proportion of crashes at night, and with passengers, compared with drivers licensed before GDL. IMPACT OF GDL: These results suggested that GDL restrictions had contributed to the reduction in crashes among young people and that it was not simply a case of reduced exposure to risk. An update of the most recent crash statistics indicated that, compared with older age groups, the fatal and serious injury crash rate among young people has remained substantially below the pre-GDL level. Landscape characteristics and parcel ownership information are often collected on different spatial scales leading to difficulties in implementing land use plans at the parcel level. This study provides a method for aggregating highly resolute landscape planning information to the parcel level. Our parcel prioritization model directly incorporates a Land Trust's conservation goals in the form of a compromise programming model. We then demonstrate the use of our approach for implementation decisions, including parcel selection under a budget constraint and the estimation of a total conservation budget necessary to meet specific conservation goals. We found that these cost constraints significantly alter the composition of the 'best' parcels for conservation and can also provide guidance for implementation. The model's results were integral to a local Land Trust's ability to further define and achieve their goals. 相似文献

This paper presents evidence relating to a forecast-based cash and non-food item distribution among vulnerable herder households during the 2017–18 dzud (extreme winter) season in Mongolia, and analyses the results of a quasi-experimental study evaluating its impacts. An innovative approach in disaster risk reduction, forecast-based financing (FbF) can have short- and long-term benefits to vulnerable households but remains understudied. The paper contributes information on a multimodal FbF programme offering one-off cash grants and in-kind veterinary kits. The data found significant effects of reduced mortality and increased offspring survival in some types of livestock, and that the timing of FbF assistance is crucial, as reported early assistance correlated to positive outcomes in terms of reduced animal mortality. These findings can be used to design more effective FbF interventions, to understand better the appropriateness of FbF designs, and to use early warnings and early actions to help people prepare and withstand disasters such as dzuds. 相似文献
