2006年中国城市饮用水源突发污染事件统计及分析 总被引:1,自引:0,他引:1
统计分析了我国2006年1月1日至12月31日发生的城市饮用水源突发污染事件,以揭示2005年松花江污染和哈尔滨停水重大事件之后,中国城市水源突发污染事件发生的规律、危害、应急响应状况以及总体情况和变化趋势,检验近1年来中国城市水源突发污染事件应急机制的有效性和科学性.从发生日期、地点、污染物种类、事件简况、应急反应5个方面对75起突发污染事件的统计分析表明:1)2006年突发污染事件总体呈数量增多、危害增大的趋势;2)危险化学品和各类工业污水仍是主要污染物;3)交通事故、工厂泄漏事故和突然排污仍是主要风险源;4)41.3%的事件威胁到了城市供水系统安全运行,造成城市几小时或多天停水,带来严重的社会影响;5)92%的突发污染事件得到了应急响应,但应急时间远大于国家规定的1h,应急预案在快速性和有效性方面还需改进. 相似文献

为了减少重大突发事件造成的损失,以"4.20"雅安地震为例,分析了重大突发事件具有突发性强、影响范围大且后果严重、救援紧迫性强、参与主体多元化等特点。与汶川地震比较,雅安地震在救灾反应速度、救灾手段和救灾效率3个方面有比较大的进步,但也存在管理混乱、信息混乱、角色混乱等问题。在此基础上,阐述了面对重大突发事件时值得人们思考的问题,为类似事件应急管理提供参考与思路。 相似文献

经济的快速发展带来了很多污染问题,环境应急监测是环境监测工作的重要组成部分.利用一种便携式傅里叶变换红外多组分气体分析仪快速检测环境中多种烃类气态污染物,并对该方法的检出限、测定下限、精密度和准确度进行考察.结果表明利用该方法可快速检测环境中10种烃类污染物,检出限最低可达甲烷0.08 mg/m3 ,精密度和准确度都满足方法学验证的要求,说明所建立的方法可作为一种有效应急监测环境中多组分气体的方法. 相似文献

Local food networks (LFNs) are growing in popularity, in part as a response to broader criticisms of conventional food production. Municipal policy-makers have the opportunity to work with stakeholders to build LFNs to increase access to healthy foods in cities and ultimately improve population health and well-being. Building opportunities for healthy eating is particularly important in our study area. Flint, Michigan, is a post-industrial shrinking city suffering from the economic and health effects of deindustrialisation. Various stakeholders in Flint have responded to a significant issue with access to food by strengthening collaborations through a food policy council (FPC). Growth in the local food system has been supported by administrators and community advocates alike, through supporting community gardens, farmers' markets, and urban agriculture in a manner similar to nearby Detroit. Participant observation was conducted with stakeholders involved in the development of the LFN and the FPC in Flint. Stakeholders were exposed to existing research on the food system to help inform their policy direction. The group expressed several core concerns and prospects for future work, including a strong emphasis on consensus-based decision-making. Based on the synthesis of stakeholder opinions, policy recommendations are made to aid in continued planning of the LFN. Planning for food is an important first step in improving public health and strengthening local economic development in post-industrial cities. The EU Water Framework Directive calls for cost effective measures to achieve a “good status” in all European ground, surface and coastal waters. Besides eutrophication, the degradation of hydromorphology is the main reason for failing this objective. In this paper, we conceptualise the interactive decision support process BASINFORM-M for finding proper locations for river restoration. The concept combines the recently proposed “stepping stone approach” from aquatic ecology with elements from cost effectiveness analysis, multi-criteria analysis and participatory approaches. Over 1 million species around the world are at risk of extinction, and conservation organizations have to decide where to invest their limited resources. Cost-effectiveness can be increased by leveraging funding opportunities and increasing collaborative partnerships to achieve shared conservation goals. We devised a structured decision-making framework to prioritize species’ conservation programs based on a cost–benefit analysis that takes collaborative opportunities into account in an examination of national and global conservation return on investment. Conservation benefit is determined by modifying the novel International Union for the Conservation of Nature Green Status for Species to provide an efficient, high-level measure that is comparable among species, even with limited information and time constraints. We applied this prioritization approach to the Wilder Institute/Calgary Zoo, Canada, a nonprofit organization seeking to increase the number of species it assists with conservation translocations. We sought to identify and prioritize additional species’ programs for which conservation translocation expertise and actions could make the most impact. Estimating the likelihood of cost-sharing potential enabled total program cost to be distinguished from costs specific to the organization. Comparing a benefit-to-cost ratio on different geographic scales allowed decision makers to weigh alternative options for investing in new species’ programs in a transparent and effective manner. In recent decades, there has been an increasing emphasis on proactive efforts to conserve species being considered for listing under the U.S. Endangered Species Act (ESA) before they are listed (i.e., preemptive conservation). These efforts, which depend on voluntary actions by public and private land managers across the species’ range, aim to conserve species while avoiding regulatory costs associated with ESA listing. We collected data for a set of social, economic, environmental, and institutional factors that we hypothesized would influence voluntary decisions to promote or inhibit preemptive conservation of species under consideration for ESA listing. We used logistic regression to estimate the association of these factors with preemptive conservation outcomes based on data for a set of species that entered the ESA listing process and were either officially listed (n = 314) or preemptively conserved (n = 73) from 1996 to 2018. Factors significantly associated with precluded listing due to preemptive conservation included high baseline conservation status, low proportion of private land across the species’ range, small total range size, exposure to specific types of threats, and species’ range extending over several states. These results highlight strategies that can help improve conservation outcomes, such as allocating resources for imperiled species earlier in the listing process, addressing specific threats, and expanding incentives and coordination mechanisms for conservation on private lands. 相似文献
