A Baumol–Oates approach to solid waste taxation

A national Baumol–Oates tax on waste in Denmark helped achieve a reduction of 26% in net solid waste from 1987 to 1998. The tax, which is levied per ton of waste, was particularly effective as regards the heavier waste streams such as construction waste and garden waste. When it comes to industrial and commercial waste, there are indications that the waste tax is not sufficiently significant to induce changes in behavior, and that except for very waste-intensive enterprises, companies do not seem to be very price sensitive. For household waste, the impact of the tax can be improved where tariffs for garbage collection are weight based, rather than per unit. However, the waste sector is an area in which the price signals are modified and filtered by institutionalized practices in municipal administration, and in which true-cost pricing is not easy to achieve. Hence, the rational choice assumption of environmental economics needs to be supplemented by an institutional dimension to interpret responses to environmental taxes correctly. 城市旅游环境承载力及其旅游资源空间管理

UTECC主要充当控制旅游需求的功能。UTECC的降低最明显的后果就是损害了城市的生态环境质量,紧接着会导致旅游需求的降低。为了实现城市旅游可持续发展,城市的旅游需求不能超过旅游环境承载力。通常对城市旅游资源过度需求的空间管理方法主要有5种。本文在AlanCollins(1999年)研究的基础上提出了城市旅游环境承载力的概念,并借助城市旅游资源过度需求管理方面的理论对如何使用及防止滥用城市旅游环境承载力作了初步研究。     

The Transboundary River Nestos and Its Water Quality Assessment: Cross-Border Cooperation between Greece and Bulgaria

Transboundary water resources require the cooperation of the countries involved, not only on the various uses of the water, but also on overall water quality and the protection of ecosystems. Transboundary rivers and their management constitute a contemporary issue of great significance. Cooperation between neighboring countries is not always easy, due to different socio-economic and political conditions. Therefore, the different needs and priorities between the countries involved need to be solved first. Since pollution does not stop at a State border, it is an example of something that can be solved only at the cross-border level. This paper presents the cross-border cooperation between two transnational Institutions; the Aristotle University of Thessaloniki (Greece) and the University of Sofia (Bulgaria), within the framework of Interreg programs. The first collaborated attempt was to carry out a coordinated program for monitoring the pollution of the Nestos River. The second was the protection and restoration of the ecosystem through the education of young engineers and the transfer of experiences and scientific knowledge across the borders.

论建立我国安全管理硕士教育制度

论述了安全科学技术的地位和作用，我国安全科学与工程学科的特点，安全工程师必备的知识体系，培养安全工程专业人才的要求，目前安全工程人才培养与实际需要的差距，我国安全科学技术的前景和已有的多层次安全教育体系等，在此基础上，首次提议了建立我国的安全管理硕士（MSA）教育制度，以便满足高层次安全管理人才的迫切需要，同时，还探讨了MSA人才的基本培养方案，比较了MSA和MBA（工商管理硕士）的共同特征，提出MSA教育可以借鉴MBA教育的经验。
