工业是发展循环经济的关键领域,工业节能则是衡量循环经济发展水平的重要指标。不同的工业行业的能耗效率是不一样的,优化工业结构即增加能耗效率高的行业的比重而降低能耗效率低的行业的比重会产生一定的节能效果;提高工业行业的能耗效率能够产生明显的节能效果,而科技进步则是提高能耗效率的主要途径。循环经济的外部性原理说明,具有正外部性的经济活动因为私人收益小于社会收益,经济活动主体缺乏投资热情,这类经济活动会存在发展动力不足的现象。工业节能如果是存在正外部性的经济活动,则也会存在发展动力不足现象。工业节能的正外部性会表现在工业节能和工业的利润总额之间的关系上,即工业节能并不能促进工业利润总额的增长,两者甚至会有负相关关系。在上述论断的基础上,本研究分析中国工业结构变动的节能效果以及工业节能和工业利润总额的关系。方便起见,将工业节能的途径区分为结构调整节能和循环经济节能两类,分别探讨两类途径对中国工业节能的作用。依据循环经济与科技变革之间的关系,将工业行业分为A类循环经济行业和B类循环经济行业,并推断A类行业的节能量同利润总额存在相互促进的关系,B类则呈负相关,进而运用面板数据分析技术验证上述论断。如果工业节能具有正外部性,则B类循环经济行业应该明显多于A类。研究结果表明:从2006年至2013年,中国工业结构调整的节能效果非常微弱,中国工业节能主要是通过发展循环经济而取得的;循环经济具有正外部性,大多数行业的节能量与利润总额呈负相关关系;A类和B类工业行业循环经济发展水平和发展动力存在明显差异;科技进步在循环经济发展过程中发挥着决定性的作用。本研究建议,政府在推进工业节能工作的时候,应实施有差别的产业政策,相比于A类循环经济行业,对B类循环经济行业应给予更多政策优惠;提供循环经济补助资金和发展循环经济公共技术是提高工业节能效果的两大重要政策工具。  相似文献

Buildings contribute almost half of the world's carbon dioxide (CO2) emissions. Energy and water consumption are some of the largest and fastest growing pressures on the global environment. The use of energy is mainly attributed to the heating and cooling of buildings. The type of materials used in the construction of buildings plays a significant role in the life-cycle emissions of each dwelling. Changing the material use in the construction of an existing building and adding insulation could have a major impact on energy use and the environment of the building in its entire life cycle. This paper investigates the amount of exergy savings and the decrease in CO2 emissions resulting from the refurbishing of an existing building in Ljubljana. This study results from the growing awareness that in the choice of building materials, the designer must consider not only the requirements of the owner and occupier of the building, but also the resulting energy savings, the resource base and the effects of the manufacturing and processing of building materials on the environment. The exergy efficiency of the material use is calculated and the environmental impact assessment of energy and material use is accounted for.  相似文献

This paper examines the role of proactive personality in the receipt of informal mentoring received (i.e., psychosocial and career‐related mentoring) among a sample of 174 early career employees in China. The regression results indicated that networking behavior mediated the relationship between proactive personality and career‐related mentoring, whereas voice behavior mediated the relationship between proactive personality and psychosocial mentoring. Furthermore, core self‐evaluations moderated the aforementioned two indirect relationships such that they were stronger at higher levels of core self‐evaluations. Our analyses also showed that the moderating effects occurred at the first stage of the indirect relationships. We discuss the theoretical and practical implications of these findings. Coal is the major primary energy which fuels the economic growth in China. The Soviet-style institution of the coal sector was adopted after the People’s Republic was founded in 1949. But since the end of 1970s there have been major changes: the market mechanism was introduced to the coal sector and the Major State Coal mines were transferred from central to local governments. This paper explains these market-oriented and decentralized reforms and explores their implications for the power sector, now the largest single consumer of coal. The argument of this paper is that the market-oriented and decentralized reforms in the coal sector were influenced by the changes in state energy investment priority as well as the relationship between the central and local governments in the context of broader reforms within China’s economy. However, these market-oriented and decentralized reforms have not equally influenced the power sector. Even though initial coal sector reform spurred power generation, the subsequent fragmented reforms raise concern about electricity shortages.  相似文献

The concept of sustainable development is forcing standard economic analysis to acknowledge and address the existence of dimensions of performance, which are not reducible to monetary accounting. In particular, the implementation of this concept in practice requires: (a) the simultaneous handling of indicators developed in different disciplinary fields; and (b) an approach more related to the procedures adopted by consultants (Participatory Integrated Analysis), rather than theoretical academic analysis looking for ‘the’ optimal solution. The case study considered in this paper is a multi-criteria analysis of changes, which occurred in the Swedish milk production sector for the period 1989–1999. Multi-criteria impact matrices and multi-criteria representations are used to provide a transparent method of integrated analysis. Changes are characterized and quantified in a way that makes it possible to relate the impact of existing trends in relation to different sub-objectives (variation in performance in relation to social, economic and ecological indicators). The results of this analysis confirm a few well known predicaments of sustainability associated with agriculture. The growth of Sweden economy is driving a major increase in material throughputs within its agricultural sector. The need of increasing agricultural throughput (especially labour productivity) has moved the Swedish dairy sector in a clear situation of decreasing marginal return ( = large increases in inputs are not reflected in a proportional increase in output). Therefore, sound policies of development of this sector aimed at increasing the goal of sustainability have to be developed by considering several indicators of performance, and not only economic variables.  相似文献

Informal recycling networks are systems through which impoverished populations earn money and residents recycle waste which might otherwise go into a landfill. These networks, in which people voluntarily self-organise to collect recyclables, occur throughout the world. This article discusses results of an exploratory, qualitative study of one such network in St. John's, Newfoundland and Labrador which identifies motivational characteristics of the network and their implications for public policy. Through close attention to particularities of place, the research identified community interaction and community inclusion as two of the most active motivating factors within the studied network. The findings suggest public recycling programmes can increase public participation through greater attention to place-based motivational factors. Such participation could contribute to increased sustainability and reach of recycling programmes.  相似文献

How does transboundary water cooperation begin at the initial stages, and how can third parties help to foster said cooperation? Many nations with transboundary waters do not cooperate or have ceased cooperation. Yet cooperation often prevails, resulting in 688 water‐related treaties signed from 1820 to 2007. We address the following: by which practices can development partners best design and implement cooperative projects at the state level to enhance basin water security in the earliest stages? This article identifies strategies for initiating cooperation and lessons drawn from reviewing select cases. We compiled from the Oregon State University Transboundary Freshwater Dispute Database all transboundary water resources projects over the last decade with multinational participation. We selected 10 case studies that enhance water security that fit the following filtering criteria: (1) Funding exclusively/primarily from outside sources, (2) Including nonofficial stakeholders in project design/implementation, (3) Absence of formal relations around water resources between or among the riparian nations before the project was discussed, (4) Project design possibly enhancing hydropolitical relations. Findings suggest that to enhance water security, project designs should respect participating riparians' autonomies, create basin‐wide networks of scientists, allow for each partner to garner responsibility for project activities, and consult a diverse group of stakeholders.  相似文献

The Government's Sustainable Buildings Task Group recently recommended a benchmark requirement for a minimum 10% of reused/reclaimed or recycled content (by material value) in construction projects. The benchmark would be implemented through Building Regulations and public sector procurement. This paper presents the findings of a pilot study to inform decision-making on the feasibility of setting and meeting such a requirement.The project involved determining current levels of recycled content in Defence Estates’ standard design for modern barracks accommodation, and quantifying the scope to increase this content. The existing designs for the new barracks were found to use nearly 20% recycled and recovered materials. The project identified opportunities to increase this proportion to nearly 25% with no increase in cost or risk.  相似文献
